JOB SUMMARY

Provides leadership and fiscal stewardship for the overall successful operation of all functions of administration and management for the Division under the laws and general policies established by the Salt Lake County Mayor, County Council, and the Community Services Department.

MINIMUM QUALIFICATIONS

Bachelor's degree from an accredited college or university in Business, Public Administration, or other closely related field, plus ten (10) years of related experience in a position of progressively more responsible experience including management, leadership, budgetary or project management of which four (4) years must have been supervisory OR an equivalent combination of related education and experience.

Education may not be substituted for the required four (4) years of supervisory experience.

ESSENTIAL FUNCTIONS

  • Serves as the Parks & Recreation Division’s Executive Officer. Leads and oversees divisions units to include Parks, Trails and Open Space, Recreation, Golf, Community Engagement, Human Resources, Information Technology, Marketing and Public Services.
  • Works with the County Mayor, County leadership, and appropriate staff to develop programs, services, and policies designed to anticipate and respond to the needs of Parks & Recreation users.
  • Leads and oversees the planning, administration, operation, and maintenance of Parks and Recreation sections.
  • Supervises P & R’s Leadership Team and oversees all departments to ensure their efficient operation and development of annual goals and measurable objectives.
  • Develops and maintains positive working relationships with County officials, community groups, school districts, and other local government officials at both the federal, municipal, and state levels.
  • Develops and implements long-range strategic plans.
  • Directs long-range Countywide master planning efforts to establish guidelines and priorities for future park development, land acquisition, facility construction, and program development to serve the community.
  • Develops division policies, safety rules, and regulations. Ensures and encourages compliance with Salt Lake County adopted policies and procedures.
  • Prepares and submits reports and recommendations providing technical advice to the Salt Lake County Mayor’s Office, County Council, and Community Services Department.
  • Oversees the preparation of budgets. Advocates for annual budget and resources for Board, County Mayor, and County Council approval. Presents budget to the P & R Board, County Mayor, and others as appropriate for review and approval.
  • Advises and consults with the Parks and Recreation Advisory Board regarding the development, operation, and improvement of the county’s Parks and Recreation programs and facilities.
  • Represents the division and the County in public meetings, community groups, and with other agencies.
  • Oversees public relations, communication, and promotional activities to enhance and encourage citizen support, participation, attendance, and interest in parks, trails, recreation, golf, and open space programs.
  • Oversees staffing needs within P & R, which includes a strategy workforce plan, Defines metrics and outcome measurements that will quantify performance against goals and establishes a system for obtaining and reporting those measurements.

  • Fiscal management principles, including preparing, monitoring, and reporting budgets
  • Principles, methods, and techniques of effective supervision and training of personnel
  • Government structure at the local level; lobbying techniques, budgeting, purchasing, auditing, and public financing
  • Public relations practices and techniques
  • Current trends, principles, practices, methods, and techniques of park management, recreation, and educational administration
  • Current literature, laws, regulations, and developments, as well as various agencies that impact and/or govern Parks and Recreation-related services
  • Research methods and report-writing techniques
  • Principles and techniques of project management
  • Contract and Procurement management
  • Customer service management
  • Crisis Communication and Management
  • Automation and computer applications for the administration of services, including databases and point-of-sale
  • Operation of a large public service administration

Skills and Abilities to:

  • Communicate effectively, both verbally and in writing, including public speaking experience
  • Satisfy concerns and respond to problems of a variety of individuals
  • Lead, supervise, and motivate staff effectively
  • Engages and educates the community regarding P & R services
  • Plan and evaluate programs and services
  • Develop and implement Parks and Recreation service-related strategic plans, policies, and procedures
  • Develop, administer, and manage large budgets
  • Read and interpret complex laws and regulations regarding Parks and Recreation-related services
  • Establish and maintain effective working relationships with public officials, public/private agencies, and the general public on a variety of issues
