Division Director of Animal Care & Control

Department: Health & Human Services Division: Disease Prevention

Exempt/Non-Exempt: Exempt

Workweek: M-F, 8:30 A.M – 4:30 P.M (40 hours)

Salary Range: $90,000 - $100,000. Competitive Jersey City retirement and health benefits package available, including pension, dental, medical, prescription, FSA (flexible spending account), life insurance, and more.

The Division of Animal Care & Control seeks a Division Director of Animal Care and Control to support the Department of Health and Human Services. Under the direction of the Department Director, the Division of Animal Care & Control plans, organizes, and directs all inspection operations. The department is seeking a Director who promotes healthier behaviors in pet care while supporting the City’s vulnerable pet population. This division operates a bicameral approach via the Bureau of Animal Care via the City’s Animal Shelter and the Bureau of Animal Control, through staffing Animal Control Officers to respond in the community.

The Health and Human Services Department believes that increased immunizations and veterinary services for pets, continued education in the community regarding animal, and pet safety and strengthening fostering services will lead to healthier adoptions and improved Animal Care and Control.

We seek a passionate, detail-oriented, and multi-skilled leader who can strengthen and grow programmatic priorities and lead a diverse team.

Job Duties:

· Oversee day-to-day operations and management of the division, including personnel, programming, finance, and administration.

· Develops efficient methods for the administration and operation of the unit.

· Work with the Department Director and program leads to develop and implement the programmatic goals and mission for the division.

· Develop and maintain program policies and operating procedures focused on a client-oriented service delivery model with a strong focus on contract deliverables and continuous quality improvement.

· Directs, plans, organizes, and supervises all inspection activities and code enforcement.

· Manage a diverse 20-plus employee team, ensuring adherence to policies and procedures, monitoring individual performance, and conducting one-on-one direct reports and team staff meetings.

· Develop and manage the annual divisional budget to ensure fiscally sound oversight.

· Collaborate with the Department Director, Animal Control Officers, and Shelter Managers to identify new grant opportunities and assist with grant proposals to fund programmatic work and initiatives.

· Oversee Disease Prevention Program Manager to ensure (federal, state, and local) grant management is implemented on a timely budget and ensure grant compliance, including submitting monthly, quarterly, and annual reports.

· Direct outreach to increase community awareness and build long-term relationships with partner organizations and key programmatic stakeholders.

· Work collaboratively across departmental divisions and governmental agencies (local, state, federal) to implement program strategies.

· Create and execute short- and long-term program goals, objectives, and strategic plans to grow and strengthen programs and initiatives.

· Develop, implement, and monitor standard operating procedures and program policies and procedures as needed.

· Maintain and deepen relationships with key partners across the state.

· Convene and participate in partner meetings and events/gatherings as needed.

· Performs other duties as assigned.

Required Education Background: Knowledge of state animal policies in related fields and Animal Control Officer Licensure.

Required Experience:

· Minimum five (5) years related administrative and management experience in the public and/or non-profit sector with five (5) years of supervisory experience.

· Must possess a valid New Jersey Driver’s License

Essential Skills:

· Excellent program management skills, including demonstrated program evaluation and monitoring experience.

· Strong budget management skills and experience overseeing complex programmatic budgets.

· Exceptional interpersonal skills with the ability to work collaboratively and foster positive and professional relationships with direct reports, supervisors, constituents, community partners, and government agencies.

· High attention to detail and ability to work in a rapidly evolving environment.

· Excellent communication skills, both written and oral, with an ability to interact at all levels.

· Strong organizational management with a demonstrated ability to coach, manage, and develop a mission-driven team.

· Ability to plan and prioritize tasks and activities to meet deadlines and program goals.

· Proficient with Microsoft Office Suite, including Outlook, Word, and Excel.

· Experience working with diverse communities and community stakeholders.

· Excellent organizational, record-keeping, time management, and multi-tasking skills, including the ability to set priorities and be flexible to last-minute changes.

· Passion to serve the public in need and/or at risk.

· Knowledge of the methods and procedures used to conduct and supervise the conduct of inspections to determine compliance with the law.

· Ability to read, interpret, and apply the provisions of relevant local codes and ordinances.

· Ability to conduct investigations, prepare reports, and conduct inspections.

· Ability to establish and maintain cooperative working relationships with those impacted by the work of the unit.

Preferred Skills and Experience:

· Experience with animal control services and animal shelter systems.

· Experience overseeing and managing government grants.

· Experience with collaborative and cross-divisional work.

· Interest in healthy pet care.

· Knowledge of Jersey City neighborhoods and local government and/or community resources.
