The position provides consultation and information to architects, attorneys, fire service personnel and builders regarding laws, rules, regulations and department policy relating to fire and life safety. Improves standards of Public Safety and secures compliance with FIRE PREVENTION laws and accepted standards through oversight of the regular inspection of commercial establishments. The position understands and supports the key components of Commission of Fire Accreditation International (CFAI), as they pertain to the FIRE PREVENTION, fire investigation, and hazardous materials programs of the department. The position maintains the psychomotor skills required to perform within defined job responsibilities, including emergency fire ground operations. ESSENTIAL DUTIES AND RESPONSIBILITIES (Includes, but not limited to) AdministrativeSupervises subordinates performing FIRE PREVENTION and inspection activities; ensures work is in compliance with local, state, and federal regulations.Provide plans and construction documents review for Life Safety Code compliance.Responsible for management of all FIRE PREVENTION and inspection processes to attain and retain accreditation by the Commission of Fire Accreditation International (CFAI).Provides oversight of data management in the occupancy, hydrant, and FIRE PREVENTION modules of the records management system (RMS).Provides oversight of the pre-fire planning program by directing fire company officers in the pre-planning process and maintaining current records for all commercial occupancies.Serves as the department’s Workplace Safety Coordinator in accordance with F.A.C. 69A-62.043. Budget/PurchasingAssists in the development of the department’s budget by providing the Fire Chief information during the annual budget preparation.Coordinates with the Fire Chief in the procurement and maintenance of vehicles and equipment required for the performance of FIRE PREVENTION and inspection activities. OperationsInspects commercial, industrial and other buildings for fire hazards, efficiency of fire protection systems, oversees adequacy of fire escapes and fire exits, and general compliance with FIRE PREVENTION laws; instructs owners in the mitigation of fire hazards; examines building plans and fire protection systems for code compliance.Analyze various approaches to life safety and recommend solutions to contractors, building owners, and occupants.Review all fire incident reports to ensure quality of the information and compliance with all rules, regulations and standards.Conduct hazardous materials inspections and research technical resources concerning hazardous materials.Conduct cause and origin investigations of fires, seeking assistance from the State Fire Marshal for those incidents appearing incendiary in nature, involving fraud, or injury to a civilian or firefighter.Investigate complaints pertaining to violation of FIRE PREVENTION laws and issue corrective orders. PlanningDevelop FIRE PREVENTION training programs and group presentations relative to FIRE PREVENTION and fire investigation.Participates in City/County Development Review Committees to evaluate site development plans and advise developers to ensure compliance with life safety codes.Maintain Tier 2 documents in the RMS, meeting the State’s guidelines for fixed facilities. GeneralPerforms general administrative / clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, attending and conducting meetings, answering the telephone.Cultivates and maintains effective working relationships within the department, the District, as well as outside of the organization.Supervises subordinate personnel through the department’s chain of command. This includes staffing standards, organizing, selecting or recommending selection, assigning and evaluating work, counseling, disciplining, and recommending termination.Reviews reports submitted by subordinates for completeness and accuracy; ensures the proper documentation of all fire incidents and responses.Advises and makes decisions on unusual and difficult problems encountered by subordinate officers.Remains available 24 hours per day, seven days per week, for emergency response.Attends training, conferences, seminars, and meetings to remain knowledgeable of modern fire/rescue response operations and administration; maintains required certifications.Provides public presentations concerning FIRE PREVENTION practices and procedures.Fills Command Staff or General Staff positions as assigned during major emergency operations. AdditionalPerforms other duties as assigned.May be expected to perform additional duties in an emergency. MINIMUM EDUCATION AND EXPERIENCE (Includes, but not limited to)Bachelor’s degree from an accredited college or university in Public Administration, Management, Business Science or technical field.Must successfully complete initial medical and physical evaluations and recertify annually in accordance with F.A.C. 69A-62 and NFPA 1582 standard.Capable of operating in personal protective equipment (PPE) and Self-Contained Breathing Apparatus (SCBA) per state and federal safety standards. MINIMUM CERTIFICATES, LICENSES, REGISTRATIONSMust maintain all required certifications and licenses (including the Medical Director’s clearance) to perform Basic and/or Advanced Life Support patient care.Florida State Fire Standards (per F.S. 633).Florida State certified as Emergency Medical Technician or Paramedic.Current CPR certification.Current ACLS, ITLS, and PALS certification for Paramedics.EVOC certification – 16 hours.State of Florida Fire Inspector II certification.State of Florida Fire Officer I; Florida Fire Officer II preferred.State of Florida Fire Investigator I certification required within 6 months of employment; Fire Investigator II preferred.State of Florida Safety Officer certification required within 24 months of employment.Valid Florida Driver’s License required.Required FEMA (ICS) certifications must be completed within six months of hire. All candidates and employees must successfully pass background and drug screening. Employees may not exhibit any visible body art. MINIMUM KNOWLEDGE, SKILLS AND ABILITIES (Includes, but not limited to) KnowledgeKnowledge of principles, practices and techniques of FIRE PREVENTION; national, state and local FIRE PREVENTION codes and ordinances.Knowledge of principles and operations of automatic fire detection and suppression equipment.Have knowledge of building construction. SkillsSuccessfully apply and communicate technical FIRE PREVENTION knowledge.Follow proper inspection techniques.Detect deviations from plans, regulations, and standard safety practices.Interpret and successfully enforce a variety of codes, ordinances, standards, and regulations pertaining to FIRE PREVENTION and hazardous materials with firmness and tact.Read, comprehend and successfully interpret building plans.Maintain cooperative relations and effectively communicate with builders, contractors, businesses and the public. AbilitiesIdentify fire hazards and recommend corrective actions.Work effectively without close supervision.Comprehend and make inferences from written material such as trade manuals, cut sheets, FIRE PREVENTION code, local ordinances and Florida Statues.Communicate effectively, both orally and in writing.Prepare and maintain a variety of records and reports, maintaining and producing same within required timeframes.Participate effectively in structured classroom lecture as both student and instructor.Make effective presentations in front of groups.Develop and conduct FIRE PREVENTION activities.Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.Successful completion of background check and drug screening. EQUIPMENT Position regularly requires the use of:Office equipment, including but not limited to telephones, personal computers and productivity software, copier, printers, scanners, and fax machine.Emergency vehicles, radios.Personal protective equipment for firefighting operations.Thorough working knowledge of Microsoft Office, to include Word, Excel, Access, PowerPoint, and Outlook.Thorough working knowledge of RMS.
