Job Description
GENERAL DESCRIPTION:
The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed.
The Division Chief, Facility Operations is responsible for the facility-based capital projects. The position performs highly advanced (senior level) managerial work providing direction and guidance in capital project planning and implementation, project management, and development and implementation of a facility management program for TDEM. Work involves establishing the strategic plan and goals and objectives; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; and reviewing and approving budgets. Responsible for overseeing the construction of large-scale projects. Plans, assigns, and supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
This position reports to the Chief Operating Officer. Coordinates with the Facility Administration Division operations with the Division Chief, Facility Administration.
This position is at-will and serves at the discretion of the Chief. *Salary is a fixed rate.
ESSENTIAL JOB DUTIES AND RESPONSIBLITIES:
- Provide agency project management and coordination of the design and/or construction of facility-based capital projects, to include but not limited to, consultant selection, assisting in contract negotiations, quality assurance, reviewing of design/construction plans and specifications, reviewing cost estimates, preparing, tracking, and managing schedules, managing project budgets, negotiating agreements, monitoring contracts, pay requests, and change orders, etc. Conduct activities in coordination and collaboration with TDEM executive leadership and TAMUS Facilities, Planning, and Construction group.
- Responsible for directing consultants and monitoring of projects, including regular status updates from initial concept through project completion.
- Review plans, specifications, design and related documents, reports and studies; oversee and coordinate the development and preparation of plans, specifications and cost estimates for facility-based capital projects; prepare cost/benefit analysis. Work with architects, engineers, and contractors to ensure building plans meet code requirements.
- Develop, implement, manage, and maintain a facility management program for all TDEM facilities.
- Conduct a variety of grant-related duties; research and identify grant funding opportunities; prepare grant applications for TDEM and oversee all grant-related processes once funding is received.
- Perform a variety of budgetary and financial functions; monitor expenditures; prepare and recommend budgetary adjustments as necessary.
- Compose, prepare, review and approve a variety of documents including technical reports and letters, memoranda, specifications, proposals, contracts, studies, and other correspondence.
- Represent the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.
- Plan, develop, implement, coordinate, monitor, and evaluate policies and procedures.
- Plan, assign, and supervise the work of others.
- Maintain a regular course of attendance during authorized work schedule and work extended hours when needed.
- Ability to travel 20%.
- Perform related duties as directed when such duties are a logical and appropriate assignment to the position.
- Face-to-face and person-to-person interactions are required.

MINIMUM QUALIFICATIONS:
Education - Master's degree or an equivalent combination of training and experience.
Experience - Ten (10) years of progressively responsible management positions. Three (3) years of supervisory experience. Experience in project management, construction, infrastructure, program management, public administration, or business administration is preferred.
Preference for degree or experience in project management, construction management, civil engineering or construction engineering technology, or related disciplines.
A completed advanced degree may be substituted in lieu of work experience, with thirty (30) semester hours equivalent to one (1) year experience at the hiring supervisor's discretion.

- Ability to travel (20%).
REGISTRATION, CERTIFICATION OR LICENSURE:
Must complete the following training courses: IS-100, IS-200, IS-700, IS-800, and the Professional Development Series within the first twelve (12) months of employment.
