POSITION SUMMARY:
Under the general supervision and direction of the Water/Wastewater Superintendent, the Distribution and Collections Manager has charge of the repair and maintenance work in the water distribution, sanitary collection systems, and storm water collection systems, and supervises the Distribution and Collections staff. This position requires sound management and communication skills and the ability to work independently, exercising good judgment and initiative. This position qualifies as emergency personnel as permitted Wis. Stat. Sec. 66.0502.ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Assigns and supervises the work of the Distribution and Collections staff.
  • Supervises and performs all necessary repair and maintenance work in the water Distribution and collection systems.
  • Serves as supervisor on the job site by overseeing and directing shoring activities in compliance with governing safety regulations.
  • Maintains and updates maps and records related to the operation and maintenance of the water distribution system, sewer collection system, and storm water collection system.
  • Documents maintenance activities.
  • Operates all the equipment and tools incidental to assigned work.
  • Excavates and repairs water mains, hydrants, water services, manholes, catch basins, storm and sanitary sewer.
  • Monitors weather conditions and plans operations accordingly.
  • Cleans, straightens, adjusts, and repairs valve and curb boxes.
  • Taps water mains for service connections.
  • Inspects water main and sewer installations.
  • Flushes and test fire hydrants.
  • Notifies customers of service interruptions.
  • Exercises gate valves.
  • Administers sewer televising program.
  • Oversees general maintenance and operations of lift stations.
  • Consults with Superintendent and Engineering Department regarding sewer and water main projects.
  • Reads water meters and registers.
  • Maintains all necessary system records regarding meters, valves, fire hydrants, cross-connection inspections, sanitary sewer and storm water.
  • Maintains an adequate inventory of parts and meters.
  • Maintains and updates water and sewer GIS system.
  • Investigates customer complaints.
  • Notifies other underground utilities of excavations so other facility locations can be marked.
  • Required to work nights, weekends, overtime, and at odd hours when emergency conditions require it.
  • Takes the necessary action to obtain emergency repair crews for Distribution and collection work.
  • Trains employees in field maintenance operation and promotes work safety for employees under his/her direction.
  • Requisitions repair and replacement parts, tools, equipment and material for maintenance of the distribution systems.
  • Collects water samples from distribution system for laboratory analysis.
  • At times, may assist in the maintenance of filter plant, wastewater facility and pumping stations equipment.
  • Assists the Water/Wastewater Superintendent in duties and responsibilities as assigned.
  • Maintains prompt, predictable, and regular physical attendance.
  • Performs other related duties consistent with the function of the classification.
DESIRED MINIMUM QUALIFICATIONS:
Education and Experience:
  • High school diploma or GED.
  • Five years of recent increasingly responsible experience in a municipal water, wastewater, storm water, or engineering.
  • Significant supervisory experience desirable.
  • A combination of education and experience that can be demonstrated to result in the possession of the knowledge, skills, and abilities necessary to perform the duties of this position may also be considered.
  • Possession of Surface Water DNR Subclass "D" Certification within one year of hire.
  • Possession of Collection system DNR Subclass "SS" Sanitary Sewage Collection System within one year of hire.
  • Valid Wisconsin Driver's License required and must be maintained during tenure.
  • Valid Commercial Driver's License required and must be maintained during tenure.
Necessary Knowledge, Skills and Abilities:
  • Thorough knowledge of Water/Wastewater operations, methods of treatment, lab work theory and practices, safety procedures, and general knowledge of equipment maintenance.
  • Ability to provide leadership and foresight in all functions of the water distribution system, wastewater collection system, and storm water collection system.
  • Skill in providing excellent managerial skills and the ability to communicate with personnel, citizens, contractors, and vendors.
  • Thorough knowledge of the types of mechanical and electrical equipment found in Water Utility and Wastewater Treatment Facility operations; ability to read, interpret, and implement engineering plans and specifications.
  • Ability to read, interpret, and apply organizational policies, laws, rules, and regulations as required by federal, state, and municipal ordinances.
  • Knowledge of occupational and safety hazards and precautions necessary in the work place.
  • Thoroughness, resourcefulness, and good judgment.
  • Ability to effectively and professionally interact and deal with the public and coworkers; ability to handle stressful situations; discretion is required.
  • Computer skills including working knowledge of Microsoft Office software and related technology.
  • Ability to provide truthful and accurate written and verbal communications.
  • Promptly responds to business communications during non-business hours.
TOOLS AND EQUIPMENT USED:
Motorized vehicles and equipment, including pickup truck, fork lift, saws, pumps, compressors, generators, common hand and power tools, shovels, wrenches, detection devices, personal computer and related software; multi-line telephone; copy machine; fax machine; motorized vehicles and equipment.

The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee occasionally works near moving mechanical parts and is occasionally exposed to wet and/or humid conditions. The employee occasionally works in high, precarious places and is occasionally exposed to fumes, airborne particles, untreated sewage, risk of electrical shock, and vibration. The employee is occasionally exposed to toxic or caustic chemicals.
Special CONDITIONS OF WORK:
Must be able to respond to work in emergencies and in all types of weather conditions at any hour of the day or night. Must be able to work unsupervised for extended periods of time.
