Washington County Disability, Aging, and Veteran Services (DAVS) within the Department of Health and Human Services (HHS) is seeking a highly skilled, strengths-based, and equity-focused Senior Program Coordinator! The Senior Program Coordinator will join a collaborative and mission-driven team committed to serving the community and a wide array of stakeholders.
As the Area Agency on Aging (AAA), DAVS promotes the health, well-being, and safety of older adults, people with disabilities, and family caregivers through multiple programs and services, provided directly by staff and through contracts with community-based organizations.


The Senior Program Coordinator will play a pivotal role in shaping the delivery, quality, and impact of Older Americans Act programs and other services offered by DAVS as our organization grows and evolves to meet the complex needs of our community.
This position is eligible to work remotely 2-3 days per week.

The ideal candidate has demonstrated experience with contracts and grants management, program development, strategic planning, and collaborative governance. They have collaborative and appreciative leadership skills and utilize trauma-informed and strength-based approaches. They also have skills in public speaking, negotiation, problem-solving, and change management. Additionally, they have specific experience managing programs in or working directly with social services, health care, or non-profit sectors.

Primary responsibilities include:
  1. Coordinates, oversees, and monitors assigned programs, grants, revenue, and service contracts to assure compliance with statutes, guidelines, budget parameters, and grant or funding requirements; assesses program area service provision needs and systems on a division-wide basis; analyzes information on service utilization, referral systems, community needs, service evaluations, and program management; and identifies needed service additions and modifications. Programs overseen are Older Americans Act programs including, but not limited to, Supportive Services, Nutrition, Caregiver Support, and Disease Prevention; SHIBA, Oregon Money Management Program, No Wrong Door/Aging & Disability Resource Connection, Oregon Wellness Network, and others as assigned.
  2. Provides supervision and leadership to a team of 5-10 staff in a hybrid work environment who are in turn responsible for a variety of programs, services, and administrative functions. Participates as a member of the DAVS leadership team, working together to support the operations of DAVS, and the many services provided. Approves expenses within assigned program areas.
  3. Plans methods of providing services to meet identified needs; develops plans in coordination with internal and external stakeholders; and advises stakeholders in the formulation of objectives, methods, and budgets. Includes the development of the area plan in collaboration with DAVS staff, supervisors, and stakeholders.
  4. Negotiates and monitors contracts for assigned programs with agencies to provide services; defines budgetary parameters, scope of work, deliverables, and schedules; evaluates agency eligibility; monitors compliance with contract agreements; monitors case recording, accounting, and administrative procedures; and reviews contract expenditures and approves payments.
  5. Supervises the design and implementation of quality assurance, reviews program audits, and performs site visits within assigned program and contract areas.
  6. Serve as Privacy Officer for DAVS, representing DAVS in county-wide privacy manager meeting. Evaluate trends with privacy incidents and breaches and makes recommendations for changes to policy and training. Facilitates training and technical assistance to DAVS staff.
  7. Participates in the preparation of annual and biennial program plans and prepares program budgets in coordination with contract agencies, service, and revenue projections. Responsible for managing assigned program budgets in collaboration with the Division Manager, Fiscal Analyst, and Accounting Assistant Senior.
  8. Works with technical assistance agencies, providers, and assigned staff to identify technical assistance and training needs; arranges for or provides consultation and technical assistance and training to agencies and programs within specialty areas.
  9. Acts as liaison between the department, local agencies, state agencies, service providers, and the public; prepares and consults with agencies on grant development for funding of direct and contracted services; provides outside agencies with information on current federal, state, and local funding sources; and prepares, reviews, and makes funding recommendations.
  10. Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity and inclusion and actively promotes an environment respectful of living and working in a multicultural society.
  11. Provides education and materials to community organizations and collaborating agencies; speaks to community groups; and participates in development communication materials and other media.
  12. Participates in advisory committees and public hearings as necessary and interprets and explains applicable laws and policies to staff and the public.
Education and Experience:
A typical way to obtain the knowledge and abilities would be:
  • Bachelor's degree in social work, social sciences, public administration, gerontology, or a related field; AND six (6) years of increasingly responsible work experience in service program administration serving older adults, persons with disabilities, or other community-based populations.

Steps of the process:

  5. Conditional Offer: A successful candidate will require to successfully clear a 3rd party background check as a pre-employment condition and Oregon State comprehensive background check as a condition of continuous employment.
