Job Description
The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
Career Services offers Cash Assistance clients opportunities to help them increase their job skills and build a career that will lead to success and financial security. HRA's Career Services works closely with clients to find opportunities that match their skills, needs, and career goals, and help them work toward opportunities to grow and build a successful career. Career Services is comprised of four (4) units who work cohesively to effectively carry out its core mission. Career Services is comprised of the following units: Provider, Client and Business Services, Education and Youth Services, Systems Innovation and Engagement and Contracts, Budgets and Special Projects.
Career Services/Office of Contracts Budget and Special Projects is responsible for the development of a framework for risk management, improving, processes, capacity, and outcomes; guides team members, staff, internal and external stakeholders through the process of monitoring services and using data as part of everyday practice for the improvement of outcomes for the Office of Contracts, Budgets and Special Projects.
Career Services/ Office of Contracts Budget and Special Projects seeks to hire one (1) Administrative Community Relations Specialist NM-I to function as the Director of Continuous Quality Improvement and Specialist Initiative, who will:
-Responsible for the lead development, implementation and monitoring of standard operating procedures and onboarding guidelines for the Office of Contracts, Budgets and Special Projects; including the establishment of protocols, internal and external workflows, and maintenance of established guidelines; including quality control steps that provide planning, implementation, assessment, and improvement. Develop and/or coordinate the timely development, maintain, and publish up-to-date Policy Bulletins.
-Responsible for the development and overseeing CQI management reports maintained by the CQI analyst for the monitoring and tracking of fiscal, procurement, monitoring and compliance activities; manage the timely coordination required for the development of metrics for new programs and updates to current contract awards performance evaluation rubrics; meeting with Executive Directors and Directors to review concerns and implement and manage strategies to address operational risk; documents and monitor progress of plan the for each program; this includes utilizing SharePoint, HHS Accelerator, PASSport, FMS, APT and other electronic platforms to perform related tasks.
-Responsible for the development, implementation and management of controls that ensures contractors compliance with PPB rules and regulations set by the MOCS and DSS and program for the review and approval of Memoranda of Understanding, Sub-Contracts, Site documents and compliance with ADA regulations. Development and management of special initiatives, communication and training of contractors and staff; evaluating quality and effectiveness of policy, procedures and guidelines. Participate in setting, modifying, and implementing quality assurance policies/procedures, and establishing and maintaining standards. This includes and is not limited to the development of effective messaging platforms and monitoring continuity in all communication to vendors, providers, and internal and external agency partners.
-Development and administration of controls for the management of SharePoint, the Virtual File Cabinet (VFC), Career Services Provider Resource Center, Intranet Quorum (I.Q), Career Services Contract Monitoring and Management system. Ensure and project manages the completion of all phase development. Develop and maintain controls for the Career Services Contract Management Shared Drive and continuity in records management.
-Manage relationships with internal and external partners. Perform periodic audits of internal and external customer requests and review documentation to ensure that requests have been accurately and completely fulfilled in a timely and responsive fashion; this includes performance of monitoring activities of the Career Services Contract Management, Career Services Procurement, Career Services Solicitation, and the Career Services Contract Monitoring Outlook mailboxes. Lead the coordination, development and presenting information for the Office of Contracts, Budgets and Special Projects to providers in CareerStat.
-Research innovative strategies that identify best practices that continuously address QUALITY IMPROVEMENT of performance by staff and vendors; including and not limited to development and implementation of risk management tools, policies, and procedures. This includes and is not limited to designing and planning informational sessions; present program materials and PowerPoint presentations to the Human Service's providers that promote contract compliance and provide technical assistance; Coordinate and distribute information and materials for meetings; plans meeting agendas and meeting set-up; maintains contact list of contracted vendors/providers executive and program staff; fosters a positive working relationship with all contracts; works closely with contract manager and the vendor/provider to improve contractual/fiscal compliance; keep current with trends and maintain updated guideline information by researching Web sites, attending meetings, maintaining contacts with the MOCS, the ACCO, OLA and professional/community organizations that are involved in agency activities,
-Assist with the development and implementation of enforcement mechanisms and remedies to correct program deficiencies; and provide the ADC with weekly summary reports.
-Prepares management reports and narratives through the compilation of statistics and data; develops and utilizes reports to conduct data analyses and monitor progress toward compliance with provider issued Corrective Action Plans (CAPs) and program benchmarks; and guides subordinate staff in preparation and submission of routine and ad-hoc analysis of data, reports, and recommendations, to ensure accuracy.
Qualifications
1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or
2. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in "1" above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in "1" above; or
3. Education and/or experience equivalent to "1" or "2" above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 2 years. However, all candidates must possess a four-year high school diploma or its educational
equivalent approved by a State's Department of Education or a recognized accrediting organization and two years of full-time experience in a broad administrative or policy-making capacity with responsibilities as described in "1" above.
