As a Director, Solutions Delivery, you may be eligible for the following benefits per the OMMA MOU:
  • MEDICAL AND DENTAL CAFETERIA: For employees hired on or after January 1, 2023, the City will contribute $1,774.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.
  • DEFERRED COMPENSATION: The City contributes 1% to a deferred compensation program.
  • LIFE INSURANCE: City employees receive Basic Life Coverage ($5,000) + AD&D ($10,000) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.
  • TUITION REIMBURSEMENT: Full-time employees are eligible for 75% reimbursement for work related coursework up to a maximum of $5000 per fiscal year.
  • VACATION/ANNUAL LEAVE: Leave accrual rates vary between 6.24 - 11.78 hours per pay period based on years of service.
  • ADMINISTRATIVE LEAVE: Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.
  • HOLIDAYS: The City observes 12 holidays per year
  • COST OF LIVING ADJUSTMENT
    • Pursuant to the OMMA MOU, effective the first full pay period of July 2024, the City shall provide a 3% increase in salary to all employees
  • This position is a represented job classification covered by the Oxnard Mid Manager's Association (OMMA) labor agreement.

The City of Oxnard is currently looking for a Director, Solutions Delivery(Information Technology Officer II) to join our growing team of technology professionals. The Solutions Delivery Director is a key member of the IT leadership team and reports to the Chief Information Officer. The director will oversee the implementation, maintenance, and optimization of the City's applications including GIS, ERP, Public Safety, Citywide, Legacy, and Communications & Collaboration systems. The director will lead the day-to-day activities of the Solutions Delivery Team. This individual will apply proven team building and communication skills, problem-solving skills, knowledge of IT best practices, technical expertise, and technical leadership to drive business value for the City of Oxnard.
Payroll Title/Classification: Information Technology Officer II
DISTINGUISHING CHARACTERISTICS:
The Information Technology Officer II is the advanced journey level class for the Information Technology Officer series. This class is tasked with managing City resources and contract staff to oversee systems projects and initiatives. This class is distinguished from the Information Technology Officer I in that the Information Technology Officer II is responsible for maintaining City subject matter expertise in highly complex mission critical enterprise-wide systems which require expertise in multiple industry areas.
SUPERVISION RECEIVED/EXERCISED:
Receives general supervision from the Deputy Chief Information Technology Officer and/or Chief Information Officer. Exercises supervision over City staff and contract staff in the assigned function area.
WORK SCHEDULE:
The normal work week is Monday through Friday 8:00 am-6:00 pm with every other Friday off. This position may be required to be available to work additional hours as needed to respond to workload needs.
Please note:
The Information Technology Department supports public safety personnel including the Police Department. Therefore, as part of the selection process, applicants will be required to successfully complete a thorough background investigation, which includes a polygraph exam.
Core Duties:
Oversees and leads the team responsible for the technical implementation and maintenance of the City's IT applications and data solutions. These are principally commercial solution implementations and associated services including:
  • Geographic Information System (GIS)
  • Enterprise Resource Planning (ERP) systems
  • Public Safety applications and technology
  • Citywide services and administrative applications
  • Desktop- and server-based communications and collaboration tools
In addition, there are a number of smaller custom databases that serve specialized needs across the city.
Specific areas of responsibility include:
Business Solutions Implementation and Maintenance
  • Directs and ensures the ongoing support, maintenance, and upgrade of City solutions, prioritizing stability, security, and optimal performance, while also ensuring systems evolve in alignment with organizational priorities and changing needs.
  • Directs the technical configuration, testing, and deployment of applications, ensuring that each stage aligns with sound practices and industry standards.
  • Spearheads the technical evaluation, selection, procurement, and configuration of commercial solutions and services including on-premise and hosted COTS software, SaaS, managed services contracts and any variations.
  • Monitors and manages the quality and compliance of commercial solution implementations, ensuring they meet organizational standards, industry best practices, and regulatory requirements.
  • Establishes and monitors supplier Service Level Agreements (SLAs) and Key Performance Indicators (KPIs) addressing and resolving issues with vendors and service providers.
  • Coordinates with cross-functional teams and suppliers to troubleshoot and resolve system issues.
Data Management and Quality
  • Guides the formulation and execution of the organization's data management strategy, ensuring alignment with City goals and promoting a data-driven culture across departments.
  • Oversees the development and implementation of data quality standards, processes, and metrics, ensuring accuracy, consistency, and reliability in the City's data assets.
  • Establishes and enforces a data governance framework that defines data ownership, stewardship roles, and data usage policies, ensuring compliance with federal and state regulations, city policies, and internal protocols.
  • Actively explores, integrates, and uses data from internal and external, public and private data sources where a tangible benefit may be gained in efficiency, effectiveness, and/or risk reduction in delivery of city services.
Data Analysis & Business Intelligence:
  • Leads the integration of GIS data with business intelligence platforms, combining spatial analytics with internal and external data sources to offer new and valuable views and insights into city dynamics and operations.
  • Champions the use of GIS data in identifying service gaps, optimizing resource allocation, and enhancing service delivery, thereby increasing efficiency and effectiveness in city services.
  • Supports City and department decision-making through the aggregation and analysis of various data sets.
  • Proactively explores and evaluates potential AI solutions to enhance City operations and services. Establishes groundwork for future AI initiatives by staying informed of emerging AI trends and fostering a culture of innovation within the IT department.
Solution Architecture:
  • Is accountable for the City's technology solutions ensuring that new and existing solutions are reviewed and are technically sound, scalable, secure, and suited for the intended purpose.
  • Implements a review process for architectural governance, standards, and best practices, ensuring consistency, security, and optimal performance across solutions.
General Responsibilities:
  • Monitors emerging technologies and industry trends, making recommendations for enhancements and advancements to support the city's mission.
  • Improves productivity by highlighting deficiencies and recommending changes in tools, training, processes, reporting, and employee engagement.
  • Maintains quality service by establishing and enforcing organization standards.
  • Resolves issues, ensuring a proactive, fast path to resolution. (This work effort may extend beyond the course of the standard work schedule).
  • Delivers and exceeds IT Team performance target ensuring internal service level commitments are met.
  • Develops and manages their department's budget, tracking expenses, and ensuring cost-effectiveness.
  • Collaborates with internal stakeholders, such as IT teams and executive management, to ensure that a broad perspective of requirements are considered in the design and implementation of new systems or processes.
  • Manages vendor relationships, negotiates contracts, and oversees service level agreements to ensure the delivery of high-quality services.
  • Fosters a collaborative and high-performing team culture where perspectives are valued, new ideas are encouraged, and continuous improvement is expected.
Education:
  • A Bachelor's Degree from an accredited college or university with major coursework in Computer Science, Information Systems, Electronics Engineering, Voice/Data Communications, Public/Business Administration or a related field.
Experience:
  • Possession of six (6) years of progressively responsible professional experience in IT application solutions, including system implementation, maintenance, user training, stakeholder management, and system integration, including 2 years of supervisory experience.
  • Demonstrated experience in managing and implementing ERP systems.
  • Demonstrated experience in managing and implementing GIS-based applications.
  • Demonstrated experience in integrating and managing MS365 applications to enhance user experience and productivity.
  • Strong background in managing enterprise data assets, ensuring their security, compliance, and alignment with organizational objectives.
  • Competence in drafting RFPs and overseeing competitive procurement processes, including scope definition, proposal evaluation, vendor selection, and contract negotiation.
  • Ability to establish and maintain productive relationships with IT vendors, including contract negotiation, compliance with service agreements, vendor performance management, and issue resolution to maintain high service standards and achieve organizational objectives.
  • Strong knowledge of architectural governance processes to ensure solution consistency, security, and performance.
  • Knowledge of relevant industry standards and frameworks, such as PMBOK, ITIL, COBIT, Agile/Scrum, and Lean Six Sigma.

Highly Desirable Experience, Qualifications and/or Certifications:
  • Local government or public sector experience especially public safety (police and fire).
  • Experience in successfully building and implementing an organization's enterprise data strategy.
  • Experience organizing and facilitating a solutions architecture governance board.
  • Experience with Google Workspace, especially in migrating to MS365.
  • Professional certifications such as PMP, CSM, ITIL, or CBRM.
  • Post-graduate education in computer science, information systems, or related field from an accredited university.

  • License, Certification and Other Requirements:
    • Possession of, or ability to obtain, a valid class C California driver's license
    • Must be able to speak and understand English to effectively communicate with fellow employees, customers, and vendors.

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.
This position requires a 12 month probationary period.
