Job description

Job Purpose
The Director of Program Design leads new and ongoing multi-disciplinary teaming efforts to strategically develop innovative programming and initiatives, blending a working knowledge of Hawaiian cultural foundations, applied research, high quality practices, trauma-informed approach, and effective family engagement strategies to improve the outcomes for Hawaiian kamali'i. The Director works closely with LT leadership to promote and coordinate efforts that support implementation of LT's diverse Youth Programming in Social Services and Youth Development across Kīpuka and Service Centers in a manner that ensures innovation, best practice application and cultural resonance in a manner that reflects the mission, vision, and values of the Trust.
Essential Responsibilities
  • In partnership with Youth Programming leadership from Social Services and Youth Development, kīpuka, and service center teams, leads the identification, design, and implementation of program initiatives that best serve kamali'i and 'ohana within regions of the state that reflect the mission, vision, and values of the Trust.
  • Oversee the overall design, development, and delivery of Youth Programming frameworks, instructional manuals, implementation plans and evaluation systems. Oversee all active programs/projects developed and in progress from planning and design through fruition.
  • Ensure that Program Design process is implemented in an inclusive and collaborative frame, engaging relevant and diverse stakeholders across LT teams in a process of co-creation.
  • Ensure that Program Design process includes input-gathering and co-design with the people the program seeks to serve, subject matter experts, as well as diverse community-based stakeholders, as applicable, to identify needs, clarify goals, design pragmatic plans and develop capacity for action.
  • Collaborate with Youth Programming teams and leadership to attain a comprehensive understanding of program implementation needs, staff capacity, and resourcing to inform Program Design process.
  • Oversee the process of aligning Program Design to proof of concept procedures, in creating implementation plans that are rooted in sound assessment of need, ideation of solutions, prototyping, testing, and evaluation toward development of tailored curriculum strategies that progress and evolve as the needs of LT program teams and beneficiaries continue to transform.
  • Guide the identification of main problems to solve and needs to fulfill in relation to in the Program Design process, reviewing literature and evidence-based solutions, collecting and analyzing data, assessing organizational capacity and assets, and consulting and collaborating as necessary with a wide variety of stakeholders.
  • Oversee development of intentional and impactful Program Design documents, such as instructional frameworks, manuals, guides, tools, resources, and decision rules for implementers targeting key objectives so that programs can be implemented consistently and with quality. Includes identifying related activities and services, or combination of related activities and services that support successful implementation of Program Design in achieving the desired objectives relative to available resources.
  • Facilitate collaboration with Practice Development, Youth Programming, and Organizational Development to ensure comprehensive trainings for staff to build internal capacity for effective program implementation.
  • Facilitate collaboration with Research, Evaluation & Strategy to monitor and evaluate the effectiveness of new and ongoing programming, design, and instructional resources, and discuss feedback with leadership to reassess and/or adjust programming as necessary.
  • Oversee the process of continuous quality improvement (CQI) as applied to new and existing programming to test, grow, refine, assess feasibility/scalability, and identify professional development opportunities.
  • Work with internal resources, consultants, and other external partners to modify and adapt existing programming and instructional resources as needed based on program evaluation, ensuring it is culturally sound and appropriate for the targeted demographic at LT kīpuka and other service centers. Collaborate with Practice Development, program teammates and leadership to formulate deployment plans for implementation and delivery.
  • Oversee the organization and maintenance collection of emerging, new, and ongoing youth programming, inclusive of instructional frameworks, manuals, guides, tools, resources, and decision rules for implementers to provide clarity and guidance to youth programming teams about LT approved program scope.
  • Facilitate collaboration with internal resources, consultants, and other external partners to modify and adapt existing curriculum as needed, ensuring it is culturally sound and appropriate for the targeted demographic at LT kīpuka and other service centers. Collaborates with Practice Development, program teammates and leadership to formulate deployment plans for implementation and delivery.
  • Identify areas for critical programmatic partnership to support ongoing Program Design efforts. Build and nurture relationships with external organizations and entities to maximize opportunities for shared outcomes and leveraged resources relating to Program Design
  • Kipuka Services support and technical assistance as needed:
    • Inform the development and implementation of clinical and cultural practices.
    • Assist in quality improvement activities within Kīpuka and Service Centers

Qualifications
Preferred education and experience:
  • Master's degree in social work, education, or related field.
  • At least 10 years of relevant experience in and knowledge in planning, design, implementation, and evaluation of youth programming serving vulnerable and at-risk populations, of which at least 5 years involved direct supervision of staff.
  • At least 5 years of direct experience working on projects and/or project management.

  • Demonstrated knowledge of direct practice, trauma-informed approach, youth development, and quality assurance processes
  • Demonstrated expertise in all phases of the program and instructional design process to include but not limited to:
    • Ability to design training and instructional materials and ability to train, coach and consult on the program and instructional design process.
    • Ability to quickly acquire necessary level of knowledge about the needs, or programs and services to be developed
  • Strong facilitative leadership and mentorship skills to lead, supervise, train, and evaluate teammates and create and sustain strong teams.
  • Program and project management skills (intermediate to advanced)
    • Ability to effectively oversee a rich, diverse portfolio of projects and manage them to timely completion; to identify priorities aligned with organizational needs when faced with competing and sometimes emergent demands for resources
  • Strong organizational, analytical, interpersonal, facilitation, presentation, strategic and creative problem solving skills are essential.
  • Strong oral, written, and visual communication skills
  • Demonstrated ability to remain flexible in adapting to change and learning new systems and processes. Tolerance for ambiguity, emergence, and divergent work
  • Demonstrated ability and success in collaborative efforts, ability to lead and work as member of a multidisciplinary team, understand organizational culture, systems and importance of community.
  • Understanding of systems, design thinking, adult learning styles, and coaching strategies
  • Demonstrated ability to work independently where necessary and take initiative to accomplish tasks toward meeting of key deadlines.
  • Proficiency with MS Office, technical proficiency with project management software is desirable. Ability to work flexible hours when necessary, including nights and weekends, to meet key development, design, and implementation deadlines.
  • Ability to travel required to Kipuka for meetings, conferences and events.
