I) Job Purpose
The Director of Youth Initiatives provides division-wide leadership and supervision of MHMR Youth Center projects, programs, and services. The Director of Youth Initiatives is responsible for the oversight, development, and monitoring of assigned Youth Center projects and initiatives. This individual is a member of the Youth Leadership Team and is involved in program planning, policy development, intra-agency and inter-agency coordination of services and programs, grant writing, development, and management of budgets, as well as establishment and enhancement of stakeholder relationships.
This position requires use of the employee's education, license, and expertise to make decisions.
II) Essential Functions
A) Directs Youth Center projects and services
1) Develops, maintains, and implements project processes and functions in accordance with federal, state, and agency requirements
2) Provides oversight and management of Youth Center specialized projects and programs
3) Provides support for Senior Director of Youth Services, including supervision and project management in Senior Director's absence
4) Maintains positive, professional attitude in all interactions with Youth Center staff, all agency employees/contractors, and service recipients
5) Participates in the development of processes and procedures to promote project efficiency and effectiveness in achieving outcomes identified for Child & Family Services. All policies and procedures will be developed in accordance with federal, state, and agency regulations.
6) Completes special projects as required by Senior Director of Youth Services
a) Consistently completes special projects with a minimum of supervision
b) Consistently completes special projects with a high level of fidelity to instruction
c) Consistently completes special projects within expected time frame(s)
7) Ensures program stakeholder relationships are maintained and expectations are met; safeguards relationships and shared interests with other program stakeholders and ensure benefit from Senior Director's oversight and accountability for any operations, relationships, outcomes, or other issues
8) Conducts project analysis studies to develop and recommend solutions to problems; implements solutions; and advises Senior Director of actions or needs for assistance
9) Identifies and participates in meetings, conferences, etc., that are relevant to the promotion of project/program operations
10) Coordinates and monitors expenditures for discretionary funds in accordance with agency policies and procedures; provides expenditure updates to Senior Director
11) Ensures flow of clinical information and documentation between providers, agency, and projects Identifies interruptions and/or delays in the flow of information and proposes revisions to procedures as needed to maximize the effectiveness of team and project continuity of services functions
B) Supervises directly or indirectly all project and program staff; provides leadership and ensures professional accountability and efficiency for Youth Center services and MHMR Tarrant staff
1) Ensures that projects and programs are adequately staffed to meet established project objectives, including posting, interviewing, hiring, training, and scheduling training of staff, in accordance with agency policy and program requirements
2) Supervises professional, technical, and clerical project/program staff
3) Models behaviors which promote professional, team-based services to consumers, agency and division staff, and stakeholders
4) Establishes and maintains a team approach in serving youth and meeting programmatic needs and demands
5) Monitors employee training records and ensures staff remain current with all required training
6) Completes employee appraisals annually or as directed by agency and/or Senior Director of Youth Services
7) Contributes to the development of performance standards for staff and monitors performance; provides feedback and support to staff regarding level of performance; identifies and carries out corrective action as needed; and coordinates all corrective action with the Senior Director and the Personnel Department
8) Participates in regularly scheduled meetings to develop strategies to increase system capacity, focus projects on specific populations, and other related goals
9) Assists in conducting staff meetings at intervals congruent to clinical needs of projects to disseminate information and provide consultation
10) Provides individual consultation for project(s) staff to identify barriers to services, provides case consultation, and assists with problem-solving related to clinical service
11) Coordinates and conducts training of staff to support process implementation and service provision.
12) Encourages and participates in exchange of information on youth issues, crisis management, and problem resolution among division and agency staff
13) Ensures that Youth Services is operating in compliance with community standards, billing requirements, specialized contracts, grants and initiative requirements, and agency policies and procedures
14) Ensures program is adequately staffed to handle all crises and urgent issues, monitors consumer services, caseloads, level of care recommendations, and authorizations per the utilization management (UM) guidelines for persons being served
C) Ensures adequate and appropriate reporting of project activities
1) Coordinates the collection of data and prepares or provides for preparation of periodic reports of data collected as requested by Senior Director of Youth Services
2) Presents project reports and other program information to inter- and intra-agency groups
3) Develops efficient process for data collection, minimizing impact on project operations
4) Submits all reports as scheduled and/or requested by Senior Director
5) Ensures continuous quality improvement of team and project operations
D) Maintains cultural competency and sensitivity
1) Persistently maintains a culturally competent and sensitive environment in work locations for all youth and caregiver engagement at all time
2) Behaves in a culturally sensitive manner in all professional environments, regardless of location
E) Works as a member of Youth Leadership management team
1) Attends all scheduled staff meetings
2) Maintains positive, professional attitude in interactions with other team members 100% of the time
3) Provides input and engages in problem solving with other team members
4) Serves on CFS, Youth, and/or agency workgroups as agreed upon by Senior Director of Youth Services
5) Adopts trauma-informed practices into every level of operations and encounters through active involvement in the MHMR Tarrant Trauma-Informed Care transformation
6) Assists Senior Director in developing resources and resolving barriers to service provision
F) Completes and maintains all required training
1) Completes all agency-required training within first 60 days of hire
2) Completes all required MHMR Tarrant training and maintain current training status
3) Completes all required program-specific and role-specific training and maintain current training status
4) Completes training updates as specified under agency procedures and maintains current status
5) Obtains prior authorization from Senior Director of Youth Services for special training at least two weeks in advance

S) Ability to develop knowledge of major classes of medications and related side effects
T) Extensive knowledge of Youth needs and characteristics associated with the present primary and disability population
U) Extensive knowledge of case management, habitation, and rehabilitation principles, objectives, standards, and methods
V) Ability to evaluate youth and organizational risk in emergency situations and to coordinate intervention with local authorities
W) Working knowledge of the functions of federal, state, local, and community resources to make effective referrals

IV) Internal & External Customer Service
This position requires extensive internal and external contacts with individuals served, family members, significant others, inter- and intra-agency staff, service providers, and practitioners. The employee will accomplish this with advanced written and verbal skills. Contacts may include, but not limited to, answering phone calls and emails within one business day, and conducting self professionally in all interactions.
V) Travel
This position may require significant travel within Tarrant County. A company vehicle may be available, or you may be expected to use your personal vehicle. Staff is responsible for maintaining accurate records and submitting these on time to receive compensation allowed as determined by division and agency policy. Staff is responsible to pay, in full, any traffic tickets and fines for traffic violations while working. Tickets received by agency due to a staff's traffic violation, while driving a company vehicle, are deducted from staff paycheck.
