Director of Utilities
Location: Borough Ephrata
About the Role: The Borough of Ephrata is seeking a dynamic and experienced Director of Utilities to lead and manage our Electric, Water, and Wastewater Divisions. This pivotal role involves planning, directing, and managing operational activities and improvements, ensuring our utility operations meet current and future needs. You will set goals, lead subordinate division superintendents and managers, and be a key player in developing and maintaining our utility services (This position is still evolving a bit so the ideal candidate should be open to added job responsibilities).
Key Responsibilities:
- Provide operational and financial direction to the Electric, Water, and Wastewater Divisions.
- Supervise, direct, and evaluate staff across multiple divisions.
- Represent the Department in various boards/committees and attend necessary meetings.
- Communicate effectively with staff and the public about utility services.
- Set and manage departmental goals and priorities.
- Respond to public inquiries and emergencies related to utility services.
- Ensure successful project execution within budget and customer expectations.
- Oversee and maintain the energy portfolio, manage utility costs, and conduct rate reviews.
- Align divisional operations with the Borough’s overall strategic priorities.
- Assist in preparing and managing the Department’s Operating and Capital budgets.
- Undertake special projects as directed by the Borough Manager.
- Manage the reconciliation of electric costs and the calculation of monthly Power Cost Adjustment.
- Should be available via phone for after hour emergency calls.
Qualifications:
- Bachelor’s degree in civil, Mechanical, or Electrical Engineering, or a related field, or equivalent experience.
- At least five years of progressive operations experience in a leadership capacity.
- Strong management, public relations, and customer service skills.
- Knowledge of municipal utility operations, including wastewater, water, and electric systems.
- Excellent interpersonal skills, with an emphasis on teamwork, initiative, and judgment.

TRAVEL: This position requires paid travel 3 days a month to Ohio, all expenses will be paid by the Borough.
