The posted salary range budgeted for this position is between $7,349.25 to $9,889.41 monthly. New hires will be typically brought into the agency at a starting salary between the posted minimum and the average pay of employees in their same classification in the Office of Operations unless the average pay exceeds the midpoint for the state position's classification salary group. Offers will be commensurate with the candidate's experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who far exceed the requirements and qualifications for the role.
About the Alignment and Delivery Unit
The Alignment and Delivery Unit (ADU) is a division in the Department of Organizational Development in the Operations Office at TEA. The unit is responsible for delivering an agency-wide system of performance management that drives achievement of TEA's Strategic Plan; designing and curating a suite of processes and tools to support organizational performance management for TEA, Education Service Centers, and school districts; and supporting the development of staff capacity to progress monitor and Performance manage strategic initiatives and other work. The ADU's team of performance managers and Performance data analysts work alongside TEA staff to ensure the success of TEA's highest priorities. The ADU supports initiative planning with agency staff; fosters collaboration across divisions and offices; monitors and reports on progress; analyzes and reports on initiative data and collaborates to creatively add value and solve problems.
POSITION OVERVIEW:
The Texas Education Agency is responsible for oversight of the primary and secondary education of over 5.5 million students in Texas public schools. A strong, aligned strategic plan is critical to successfully achieving our vision to prepare the public-school students in Texas for success in college, career, or the military.
Many districts in Texas have oriented their strategic planning towards accelerating student learning in the wake of the COVID-19 pandemic. To this end, TEA is focused on providing programs to districts that embed strategic planning and Performance management to better support the successful implementation of Agency initiatives. As such, TEA is reinforcing the planning and Performance management components of all priority initiatives.
TEA seeks a Director of Strategic Alignment and Performance (Director III) to lead implementation, continuous improvement, and buy-in of an agency-wide performance management system through a combination of influence and direct inputs. The Director supervises two direct reports and manages a team of thirteen performance managers and Performance data analysts who support the performance and project management of the agency's priority initiatives. The leader in this role interacts with agency leaders from all offices, covering a breadth of policy areas, and therefore must be well versed in public education work across many sectors to effectively deliver the vision for performance management across the agency and ensure Alignment and collaboration across divisions. The Director of Strategic Alignment and Performance works closely as a thought partner with the Associate Commissioner of Organizational Development to support the alignment of performance management mindsets and practices across related organizations that comprise TEA's delivery chain throughout the state. This position reports to the Associate Commissioner of Organizational Development and works closely with agency leadership including the Commissioner of Education and Deputy Commissioner of Operations.

ESSENTIAL FUNCTIONS:
• Lead the implementation of an agency-wide system of performance-management and progress monitoring of Strategic initiatives and ensure ADU team is prepared to support all aspects of implementation for performance management best practice; develop and continually improve systems to track progress and ensure accurate, transparent, and on-time reporting and analysis of progress and Performance results to internal stakeholders through the creation and maintenance of dashboards and monthly progress meetings. Identify issues, risks, and opportunities for improvement, and propose strategy adjustments to improve coordination and communication; mitigate or avoid risks
• Proactively develop and maintain strong relationships with people across the organization at all levels to gain their investment in and use of the agency-wide performance management system; create and build support amongst senior stakeholders for the value proposition of the Alignment and Delivery Unit to support the achievement of TEA's Strategic Plan; develop communications that reflect a cohesive system that includes performance management tools, routines, templates, and trackers; provide strong and clear guidance on establishing milestones, metrics, targets, and monitoring and help create a common language and understanding on the elements of performance management
• Seek opportunities to deepen Strategic Alignment that reinforce coherence and connections within the system, exemplifying organizational systems thinking; develop holistic content knowledge and raise connections through regular collaboration and facilitate cross-functional sharing within and outside Performance Routine meetings; identify areas where initiatives overlap and address redundancies within scope sheets, project plans, and Performance routine scope and sequences to support Alignment and consistency
• Lead a team of performance managers and Performance data analysts who support the day-to-day performance management of initiative owners to ensure they meet project milestones and metrics and serve as a thought partner on issues and risks that arise; supports and develops direct reports to continuously improve their individual performance and grow professionally; supervise two direct reports: Director of Performance Management and Director of Performance Data Analytics
Qualifications:
MINIMUM QUALIFICATIONS:
Education: Graduation from an accredited four-year college or university. Master's degree preferred.
Experience: At least seven (7) years of experience in managing large, complex projects and systems. At least two (2) years of experience with a specific focus on strategic planning combined with performance or project management systems; experience in education practice or policy preferred.
Substitutions: Education and experience may substitute for one another on a year-for-year basis.
OTHER QUALIFICATIONS:
• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military.
• Strong understanding of performance management concepts and systems, with a specific focus on developing program design that incorporates performance management conceptually and through practices; experience with process engineering/re-engineering and implementing systems change
• Strong understanding of change management and stakeholder communications and the ability to intentionally incorporate these frameworks into strategic considerations about how to implement an agency-wide system through influence and modeling of best practices
• Ability to lead by influence to build investment in TEA's system of planning and Performance management
• Experience coaching leaders to design and align vision, strategy, goals, and measures to accomplish a desired result with fidelity
• Ability to support program teams to develop initiatives and workstreams with strong performance management metrics that consider the stage of initiative maturity both directly in a consulting capacity and through the development of the coaching capacity of the ADU team of performance managers and Performance data analysts
• Strong familiarity with project management software tools, methodologies, and best practices
• Excellent analytical skills and proven ability to solve problems creatively
• Highly organized; ability to balance the demands of multiple projects at different stages of development while maintaining quality and consistency across all work
• Exercise strong judgement in making decisions with demonstrated ability to break down complex information into component parts, ask questions, synthesize, and analyze; develop plans to address identified issues
• Experience with education systems, K-12 education, and Texas public school districts
• Excellent written and oral communication skills; strong facilitation skills
• Incorporate a disposition to self-reflect, give/receive feedback, and continuously improve
