Job Description

The Director of Projects will be responsible for managing multiple projects and jobsites as well overseeing estimators and project support staff. The position will support business development as well as engage with new prospects and existing clients with a goal to expand the Energy Segment’s footprint throughout the United States.

The Director of Projects will facilitate and ensure all work is safely constructed with efficient delivery and required quality standards – adhering to standardized work plans, means and methods, safety/risk management policies, as well as frequent schedule and financial meetings with the project teams. This position will be responsible for assisting the Energy Segment’s business unit executive leadership in the development and deployment of policies and programs to various projects in the region and neighboring states.

25% to 50% travel is required for this position. This role will develop and oversee work from the Houston, TX office.

Duties & Responsibilities

  • Monitors ongoing owner and developer budgets within the industry sector to track upcoming business development and project bid opportunities.
  • Interfaces with new prospects, existing clients, Original Equipment Manufacturers (OEM), engineering companies, subcontractors, and other internal and external contacts.
  • Manages and provides supervision for all aspects of project management, estimate development (including scope, schedule, cost, safety, and quality), construction and engineering and those who complete those activities and ensures activities are in conformance with each project’s plan, specifications, and client requirements.
  • Ensures competitive, safe, cost effective and quality estimates for new and existing construction projects in mechanical and piping setting of chillers, package boilers, steam, prime movers, and appurtenances.
  • Ensures estimates and project plans are completed using a thorough and complete bid analysis containing all relevant project data, facts, and information, containing solid plans for the scope of work involved in projects with sound reasoning and optimal construction means and methods.
  • Maintains and oversees working relationships with procurement staff for solicitation of any required subcontractor and vendor quotes for development of project estimates and proposals.
  • Reviews and ensures bids, estimates and project plans that are presented to the leadership team demonstrate competency in all components of each estimate and contains supporting documentation to justify the estimate and the information used to assemble it.
  • Ensures safe working conditions and adherence to safety procedures, company, federal and state safety regulations on projects and leads/participates in company-wide and job-specific safety programs.
  • Ensures a standard work package and work package progress System for is built for implementation through projects.
  • Trains and assists multiple project staff in the training, development, building, and maintaining of their work package and progress systems.
  • Oversees building standards for tracking completions and project turnover.
  • Manages development efforts of processes for smooth turnover between construction and completions to eliminate double work and promote efficiency.
  • Maintains understanding of each contract’s requirements and communicates to the project team for compliance.
  • Responsible for overseeing Project Execution Procedure/Plan development.
  • Manages both cost and schedule for self-performed and subcontracted work.
  • Selects subcontractors through bid analysis and ensure contract issuance and proper insurances are in place prior to commencement of work.
  • Oversees and/or negotiates revisions, changes, and additions to contractual agreements with clients, suppliers, and subcontractors.
  • Reviews and approves project invoices, to ensure vendor and subcontractor payments.
  • Lead and/or participates in the implementation of QA/QC programs.
  • Confers with senior and executive management to ensure all work procedures and constructability issues are resolved with clients, subcontractors, vendors, and designers.
  • Evaluates weekly construction methods, determine cost-effectiveness, and discuss any concerns with Project Superintendents.
  • Ensures project records, files, and check sheets are complete and thorough for project closeout per contract requirements.
  • Ensures projects have the tools, resources, and staff to execute properly and efficiently within contract requirements.
  • Holds team accountable for deliverables and collaborates between the different groups to develop the most efficient processes for new and existing projects.
  • Participates and/or negotiates and oversees administration of terms and conditions of client contracts.
  • Manages estimating process to include takeoff, schedules, and proposals.
  • Manages the solicitation and scoping for subcontractor bids and proposals during proposal phase of Projects
  • Manages subcontract agreements and vendor purchase orders for multiple projects.
  • Oversees and/or prepares weekly and monthly cost reports, and forecasts.
  • Evaluates job performance, productions, and performs schedule updates.
  • Leads the planning and scheduling of future and current projects.
  • Leads regular job meetings and oversee the preparation and distribution of meeting agendas and minutes.
  • Reviews and responds where necessary to all project documents including, but not limited to, correspondence, drawings, specifications, submittals, RFI's, and change requests.
  • Oversees preparation of change cost estimates and proposals and ensures proposed change order logs and records are maintained.


Required Qualifications

  • Bachelor’s degree in Construction Management, Engineering, Business, relevant work experience, or equivalent combination of education and experience.
  • 10 years’ direct experience in construction project management to include project execution and operations, bid development and estimating, or equivalent role; Direct experience with projects focused on “on-site/behind the meter” CHP projects. Experience in setting of prime movers, chillers, package boilers and appurtenances.
  • Experience in heavy commercial/industrial and institutional markets
  • Supervisory experience in the construction industry.
  • Experience in subcontract management, scheduling, and purchasing.
  • Experience in various contracting delivery methods from general construction to full EPC.

Required/Skills/Abilities

  • Demonstrable understanding of the energy/supply side markets with a focus on “on-site/behind the meter” CHP generation.
  • Detailed knowledge and experience in proposal/bid support, project management, project execution and operations for complex projects.
  • Industry knowledge of typical pricing metrics associated with “on-site/behind the meter” energy projects.
  • Keen awareness of industry recommended practices, OSHA requirements, equipment, and QA/QC.
  • Driven and self-motivated problem solver with ability to take proactive initiative to help expand the division’s footprint.
  • Ability to build and maintain strong business relationships with project operations teams as well as co-workers, different departments, client representatives and subcontractors.
  • Assertiveness and self-assurance in presenting and supporting conclusions, strong communication and interpersonal skills.
  • Demonstrated written and verbal communication skills; ability to compose basic and complex technical documents, business/project plans and formal letters; ability to effectively communicate and provide presentations to executive leadership, clients, employees, clients, stakeholders, and contract partners.
  • Excellent organizational, planning, scheduling, and time management skills with ability to coordinate and prioritize multiple tasks concurrently and meet fast-paced, changing schedules and priorities.
  • Ability to focus on details, while analyzing and managing larger obstacles.
  • Ability to prioritize high volume workload to meet often changing deadlines for multiple bids, projects, and expansion activities.
  • Computer proficiency to include Microsoft Office, MS Project, project controls, scheduling and estimating software.
  • Aptitude for mathematics; ability to analyze, compare and interpret detailed, but sometimes poorly defined information, and be able to make sound and accurate judgments based on this information.
