Tetra Tech Inc. is currently seeking a motivated Director of Hazard Mitigation Planning Programs. This professional will have the opportunity to be a part of Tetra Tech's growing national Hazard Mitigation Planning practice with a passion for making a positive and lasting impact in the places they work. The position requires strong technical and communication skills, knowledge of nature based solutions, climate change and impacts, and demonstrated experience in Hazard Mitigation, resilience and adaptation planning. This is a fully Remote role.
Key Responsibilities:

  • Provide project management support and manage Hazard Mitigation, resilience and climate-adaptation planning projects funded by FEMA, CDBG-MIT, or state programs.
  • Oversee project teams and mentor staff, including the coordination and review of project assignments and team utilization.
  • Prepare, monitor, and manage project and program budgets and schedules while managing risk.
  • Assist in business development efforts by contributing to strategic planning, marketing and business operations planning.
  • Collaborate with sales staff to create proposals in response to client requests for proposals (RFPs).
  • Maintain situational awareness of emerging research/industry best practices by participating in industry organizations/professional societies and speaking at conferences.
  • Interface with clients to clarify technical questions and provide updates to upper management as necessary.

The selected candidate will:
  • Work collaboratively with clients, and a team of professionals and supervise Hazard Mitigation project managers and planners.
  • Liaise with professionals on technical aspects of project and program development.
  • Conduct outreach, stakeholder engagement, and facilitation of meetings with clients and residents.
  • Assist in the writing, preparation, and technical review of planning documents, reports, presentations, visualizations.
  • Advise, research, and analyze socio-economic, land use, demographic, environmental, climate data.
  • Grow the Mitigation Planning program through the identification of public and private client relationships, business development, networking, and preparing winning proposals.
  • Assist with identifying new markets and opportunities.
  • Knowledgeable about federal, state, private funding sources to support advancement of adaptation projects. Manage project scope, budget, schedule, contract, and multi-disciplinary project teams to ensure client and project team satisfaction.

Qualifications:
Education and Certifications:
  • Master's Degree preferred in Emergency Management, Urban Planning; Sustainability; Climate Change; Resilience; Public Policy, or related field or equivalent experience.
  • Certified by American Institute of Certified Planners (AICP) or working toward certification a plus.
  • Writing sample required to be appended to application.
  • FEMA DMA 2000 planning experience.
  • U.S. HUD CDBG-MIT planning experience.
  • Travel up to 30%.
  • Must have a valid driver license.

Desired qualifications in the ideal candidate includes:
  • PMP (PMI) (within 12 months of hire).
  • Proven track record for project management of planning projects.
  • Robust network in the Hazard Mitigation Planning space to support business development.
  • At least 10 years of demonstrated knowledge of mitigation and resilience planning; land use/general planning; mitigation and adaptation strategy identification; risk assessment; climate hazards; federal/state funding mechanisms; federal and state climate, resilience, emergency management policies and programs, best practices and standards.
  • Proven and demonstrated high quality technical writing skills.
  • Excellent leadership, communication, organizational and collaboration skills. Ability to multi-task and problem solve.

  • Ability to successfully support complex and time sensitive projects, manage time and client requests and resolve issues in a timely and high quality manner.
  • Proficient using MS Office software including Word, Excel, PowerPoint.
  • Proficiency in GIS, Adobe Creative Suite, In Design a plus.
  • Well-developed time management skills and work on tasks as part of a larger project team.
  • Highly self-motivated, client focused and work well in a team environment.
  • Have excellent written and verbal communication, client interaction and organizational skills.
  • Strong work ethic.
