Director Of Engineering And Internal Services

Under the general direction of the City Administrator or Assistant City Administrator, performs complex
engineering work and department supervision of all city Internal Services including, but not limited to,
Development Engineering, Facilities, Central Shop and Information Services.

Duties: Essential functions:
- Serves as a member of the city's leadership team and collaborates with the team in planning and
implementing goals and strategic plans for the City.
- Supervises Development Engineering, Facilities, Central Shop and Information Services divisions.
- Provides support to all City departments and facilitates for their success in project management,
engineering, GIS services, property acquisition, information services, vehicle maintenance, fleet
management and facilities.
- Oversees the review of private project development plans for compliance with codes, regulations, and
standards, adequacy of applications for permits and compliance with approved plans.
- Prepares and administers department and division budgets, policies, work plans, project cost estimates
and schedules, and implements new programs.
- Ensures effectiveness of department employees in performing assigned duties through supervision,
training, evaluation and participation in hiring decisions.
- Is responsible for coordinating the capital improvement program for all Internal Services.
- Meets with City officials, contractors, consultants and the public to provide efficient and effective
services in all aspects of the department.
All other duties as assigned.

Qualifications: Must be a college graduate, with at least a bachelor's degree in civil Engineering and have seven (7) years
previous engineering experience or must have an equivalent combination of education and experience.
Must be a licensed professional civil engineer. Must possess a valid driver's license.

SKILLS, KNOWLEDGE AND ABILITIES

Must have thorough knowledge of civil engineering principles, practices and methods as applicable to a
municipal setting. Must have skill in management, budgeting and motivating employees. Must have
considerable skill in arriving at cost estimates on complex projects. Requires skill in operating a computer
including word processing, spreadsheet and database and computer-aided-design (CAD) software. Must
have ability to communicate effectively both orally and in writing with elected officials, employees,
consultants, governmental agency representatives, and the general public. Must be able to conduct
necessary engineering research and compile comprehensive reports.
Must have skill in analyzing and resolving problems, including developing and presenting related
recommendations. Must have skill in short- and long-range planning, including capital programming, have
skill in public relations, and be able to work well with the public.
Physical Demands: Work is performed mostly in office settings. Some outdoor work is required. While performing the duties of
this job, the employee is occasionally required to stand; walk; reach; climb and balance; stoop, kneel crouch
or crawl; and lift up to 25lbs.
