The Director of Contracts is a senior level contract management position which provides leadership and support in every aspect of the contract lifecycle including contract negotiation and administration with our client. The candidate will work closely with the CEO, Chief Program Officer, General Managers, Program Managers/Directors, Contracts and Subcontracts Team, Accounting, and executive leadership to ensure compliance with prime contract terms, applicable laws and regulations, and company policies. The Director of Contracts works under the general supervision of the Chief Program Officer/Sr. Vice President.
Responsibilities include, but are not limited to, the following:
- Perform contract management and administrative duties including maintaining and organizing contract documents in share drive database; supporting proposal review and preparation; completing contract awards and modifications; interfacing with Government and prime contracting agents
- Analyze contract requirements, special provisions, terms, and conditions to ensure compliance with prime contract terms, appropriate laws, regulations, and corporate policies and procedures
- Assist with coordinating and preparing legal responses related to contracts
- Complete company novation(s) as requested by executive leadership
- Assist with annual compliance related to GSA Schedules and GSA sales reporting
- Maintain responsive, clear communications with both internal and external stakeholders
- Ensure final contract documents are consistent with agreements reached in negotiations
- Coordinate with Program Managers to monitor supplier cost, scheduling, and technical performance of Contracts
- Serve as the Contracts Manager (CM) for the companies OASIS-UNR contracts and comply with CM responsibilities
- Serve as our client's Subject Matter Expert to provide guidance to CPO Office and executive leadership ensuring compliance on all contract matters at all times
- Work with Sr. Contract Manager and Subcontract Manager to maintain and update contract templates and contract clause libraries
- Identify, track, mitigate and resolve risk issues regarding our client's contracts, including its subsidiaries
- Review and Update, Joint Venture Agreements, Independent Consulting Agreements, and other company agreements
- Support delivery/task order execution through Contract Modifications, Program Control, Invoice Reviews, and Closeouts
- Track, enter and reconcile contract and task order data in GSA's ASSIST Web Portal for all of our client's GSA OASIS and FEDSIM task order awards
- For our client, track and enter Service Contract Reporting data in SAM.gov annually
- Provide guidance and advice to Program Managers (PMs) to ensure contractual compliance of programs
- Educate PMs on different contract types and applicable laws and regulations associated with each
- Contribute to the responses for Requests for Information, Quotes, Proposals, Sources Sought, and Market Surveys
- Support acquisition planning and strategy meetings
- Assist during government audits and reviews
- Signatory authority to execute contractual documents on behalf of our client, including its Subsidiaries
- Other tasks, advisory assistance as required.
Required Skills:
- 12 - 15 years supervisory, Federal contract administration/management experience including contract negotiation, administration, execution, and closeout
- Experience within the federal Government contractor environment
- Experience working in a cross-functional environment with Finance, General Managers, Program Managers, IT, and other departments
- Ability to work independently with minimal guidance
- Extensive knowledge and understanding of Government regulations to include FAR and DFAR
- Knowledge and experience with DCMA and DCAA audits
- Experience with multiple contract types to include CPFF, T&M, and FFP, etc.
- Experience with contract-related issue resolution, both internally and externally
- Excellent problem solving, critical thinking skills, attention to detail, and strong work ethics
- Experience assisting the proposal team and providing proposal support
- Excellent oral and written communication skills
- Experience working directly with GSA Contracting
- Experience responding to DCMA audits is desired
- Experience of dual role to include both Leadership and Team player with excellent interpersonal "people" skills
Education and Work Experience:
- Bachelor's degree and 12 - 15 years supervisory experience in contract administration/management within the Government contractor environment
Security Clearance:
- Must be a U.S. Citizen due to government contract requirements and clearance requirements
- Must possess at least Active Secret clearance, and be able to obtain a U.S. Government Top Secret Security Clearance
- Applicants selected for employment will be subject to a Federal background investigation and must meet additional eligibility requirements for access to classified information or materials.
Preferred Skills:
- Certified Federal Contract Manager (CFCM) certification or FAC-C Level III or DAWIA Level III is highly desired
- Juris Doctor from an accredited law school is preferred. Candidate must be a member in good standing of the bar in at least one U.S. jurisdiction
