Director of Compliance and Contracts, RSD
Salary Range: $111,150 - $123,500

POSITIONOVERVIEW
The Director of Compliance and Contracts, RSD, will serve as a vital member of the Leadership Team and provide vision and leadership to the agency on impact and performance regarding Resident Services. The Director will ensure that data is routinely collected and reviewed to support management and staff to ensure that program implementation meets quality, fidelity and accountability standards data driven culture. The Director of Compliance and Contracts, RSD, will further the mission of the agency and lead the sustainability and growth of these funding streams through public grant procurement, maintenance, and compliance oversight. The Director is responsible for overseeing and maintaining all government contracts and ensuring all regulatory compliance for billing, contract performance. The Director is responsible for accurate ONE System data and internal resident data across YARDI and PASS systems.
ESSENTIAL FUNCTIONS
Systems Oversight
- Ensure HMIS (ONE) System Compliance and administration, including uploads of documents, exits and enrollments within the system, ensuring additional ONE system needs are completed, as well as acting agency lead and ensuring opening and closing of staff ONE system accounts.
- Review monthly and quarterly PASS Quality Assurance reports to ensure contractual obligations are being met, when support is needed developing training opportunities in collaboration with Resident Services Training Manager
- Complete monthly, quarterly, and yearly CARBON reporting for the Resident Services Department
- Lead on the full implementation of salesforce database throughout the agency and our effective use of data to establish program effectiveness and to refine program when necessary.
- Oversee the accurate and on time reporting for external and internal dissemination of data.
Grants Oversight and Management
- Effectively collaborate with agency leadership around identifying, developing, and maintaining government contracts for Resident Services Department and consult on other opportunities as needed.
- Develop and maintain effective partnerships between program, finance, and data teams in support of developing and implementing new and existing contracts.
- Maintain strong working systems for contract management.
- Ensure that all contract programmatic and financial deliverables are met.
- Represent HomeRise externally as needed in grants management and collaboration with funders.
Compliance Oversight and Management
- Day-to-day management and coordination of activities adhering to compliance regulations.
- Implement strong systems to support smooth and timely billing, reporting, and tracking.
- Develop, implement, and maintain systems to ensure certifications, NPI numbers, and other regulatory needs are met to support billable services.
- Provide initiative-taking leadership and direction regarding all compliance regulations.
- Support all RSD audits including but not limited to: Medi-Cal, Medi-Care, MHSA, and county/state/federal audits, including responses to funders after.
- Coordinate with Director of Resident Services to ensure RSD compliance is consistently met.
- Coordinate with HomeRise leadership and program staff to understand need areas, capacity, and alignment with potential funding opportunities.
- Lead annual Resident Satisfaction Surveys and Townhalls.
- Agency lead for Critical Incident reports.
Qualifications
QUALIFICATIONS
- A bachelor’s degree is required in (psychology, social work, or public health).
- Minimum of five years’ experience may be substituted for four-year degree; professional experience in compliance, contracts management or related field.
- A strong understanding of relevant laws, regulations, and compliance standards.
- In-depth knowledge of supportive housing, housing first, trauma-informed, and harm reduction principles and demonstrated ability to coach/train staff in these areas.
- Proven ability to develop linkages among social service delivery systems and community-based resources.
- Excellent communication skills to interact with internal teams, external partners, and regulatory authorities, including the ability to communicate complex legal and compliance issues clearly and concisely.
- The ability to analyze complex legal and contractual documents, identify compliance risks, and develop effective strategies to mitigate the risks.
- Familiarity with specific industry knowledge in which HomeRise operates is preferred.
- Relevant certifications such as Certified Compliance and Ethics Professional (CCEP), or Certified Professional Contracts Manager (CPCM) are a plus.
- Demonstrated commitment to social justice: Sensitivity to people experiencing homelessness and the issues of homelessness and recovery, and ability to work with people from diverse educational and personal backgrounds.
- A commitment to ethical conduct and a keen sense of integrity.
- The ability to adapt to changes in regulations, industry standards, and organizational needs.
