Director of Civil Engineering – Municipal Engineering, Public Works, & Capital Improvement Projects
Location: Fort Worth, Texas
Salary: $150,000 - $225,000
DUTIES:
· Direct and manage Engineering, Capital Projects, and CIP Administrative Department services and activities.
· Manage and implement strategic, goals, objectives, policies, and priorities; evaluate, recommend, and develop growth initiatives and identify areas of concern in the promotion of development services and projects.
· Manage public works and capital projects from development through construction.
· Ensure projects are completed on time, within budget and align with agreements and compliance; evaluate and implement corrective action(s) to ensure project meets expected outcomes, goals, and objectives.
· Provide advice and administrative support to City Officials, City Council, and other internal and external stakeholders, as appropriate.
· Represent the Assistant City Manager and City Manager at meetings, conferences, and at civic groups, as needed.
· Represent the city/municipality at public meetings, as appropriate.
· Perform and coordinate development review activities, in conjunction with the Director of Development Services, as appropriate.
· Administer and enforce flood plain ordinance.
· Assist internal and external stakeholders with information pertaining to public works and capital projects, geographical and ordinance requirements.
· Oversee the completion of activity, demographic and statistical, and annual reports; ensures agendas and associated materials, minutes and meetings are conducted appropriately.
· Act as city/municipality Engineering representative for other governmental entities, including but not limited to TXDoT, NCTCOG, and DCTA.
SUPERVISORY/BUDGET RESPONSIBLITIES
· Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
· Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.
EDUCATION, EXPERIENCE AND LICENSES/CERTIFICATIONS:
· Bachelor's Degree from an accredited college or university in Engineering, or related field; and,
· Six (6) years of professional level in Civil Engineering, and,
· Four (4) years of management or supervisory experience, and,
· Professional Engineer license from the State of Texas, OR Master's Degree from an accredited college or university in Engineering, or related field; and,
· Four (4) years of professional level in Civil Engineering, and,
· Three (3) years of management or supervisory experience, and,
· Professional Engineer license from the State of Texas, OR Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.
REQUIRED SKILLS/QUALIFICATIONS:
· Knowledge of Engineering design software, Eagle Point Auto CAD.
· Knowledge of HEC 1, HEC 2, and/or HEC-RAS (hydrology and hydraulics software).
· Knowledge of Federal, State, and Local Government laws, ordinances, codes, and legislative processes, and public safety.
· Knowledge of city/municipality policies, procedures, mission, and goals.
· Knowledge of integrated communications and use in community relations and community engagement.
· Knowledge of business and management principles involved in strategic planning, resource allocation, and coordination of people and resources.
· Skill at the intermediate level with Microsoft Office 365 and other software systems necessary to complete work.
· Skill in data analysis, development of strategic plans, problem solving and action plan execution.
· Skill for ensuring continuous improvement in processes, relationships, and cost savings.
· Skill in developing and implementing organizational structures, procedures, and technology.
· Skill in analyzing and researching, to interpret and understand policies, laws, and regulations, and to provide workable recommendations and solutions to problems that maintain compliance.
· Skill in judgment and creativity in decision-making; considering the relative costs and benefits of potential actions and selecting the most appropriate one.
· Ability to work independently to direct multiple work streams while balancing competing priorities with attention to detail.
