Position Purpose
Builds, deploys, manages, and monitors key Performance Management systems including the District's Academic Return on Investment strategy, campus staffing, District-wide and location specific data visualization, enrollment trends, and SB 1882 contract management.
ESSENTIAL JOB FUNCTIONS
  • Collaborates with campus and District Service Center personnel to evaluate key performance indicators.
  • Manages the FWISD School Performance Framework strategy to establish the School Support Tiers.
  • Assists with evaluation of enrollment projections and utilizes the data to drive staffing allocations.
  • Prepares and presents reports for the Division of Leading and Learning.
  • Manages and participates in the System of Great Schools initiative.
  • Administers the 1882 Performance Contracts for school management partners.
  • Monitors developing District, campus, and school management partner data for improvement of overall student achievement, family experience, and District Service Center efficacy. Provides leadership with notice of changes in leading indicators.
  • Develops and implements a comprehensive monitoring and visualization plan for alignment of District performance measures with campus improvement plans to achieve increased student academic outcomes.
  • Facilitates and encourages stakeholder dialogue and communication to ensure broad engagement, support, and understanding with both internal and external partners.
  • Analyzes, monitors, and evaluates existing programs (internal/external); makes recommendations and develops strategies for continuous improvement, implementation, and execution.
  • Researches and makes recommendations for compensation systems, evaluation systems, and selection procedures based on wide review and analysis of other national/local programs.
  • Exercises proactive leadership in promoting the District's vision and mission.
  • Manages the FWISD Data Dashboard strategy and analyzes data to make evidence-based District recommendations.
  • Supports the District data reporting processes.
  • Collaborates with Division of Technology staff and other District Service Center personnel to prepare and transfer data to the District data warehouse, web-portal, ADQ file server, or other appropriate areas.
  • Responds to appropriate internal and external ad hoc report and data requests.
  • Serves as a member of the District Data Governance committee.

Professional Learning Community
  • Provides and attends professional development and specified training to enhance skills, instructional strategies, and program management.
  • Provides regular updates of program activities and services to appropriate audiences.
  • Collaborates with departments to coordinate, implement, and evaluate programs that support the special needs of all student populations.
  • Ensures equity and access to programming for all students with a focus on historically marginalized populations.
  • Continues to acquire professional knowledge and stays informed of current developments in the educational field by attending seminars, workshops or professional meetings, or by conducting research.

Safety
  • Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.
  • Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.
  • Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.

Supervisory Responsibilities
  • Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

Other Duties as Assigned

Knowledge, Skills & Abilities
  • Knowledge of best practices in project management and program evaluation, including strategic planning, resource allocation, data management techniques, and coordination of resources.
  • Knowledge of data information systems, data analysis, and the formulation of action plans.
  • Knowledge of federal and state guidelines and District policies and procedures regarding education, data privacy, budget, and programs.
  • Knowledge of evaluation systems, human resource administration, and strategic compensation plans.
  • Knowledge of best practices in data management including collecting, monitoring, and reporting of data.
  • Knowledge of testing applications, issues, and effective systems for reporting data to appropriate audiences.
  • Knowledge of K-12 education systems, teacher quality/pay-for-performance policy issues, and leadership effectiveness.
  • Skill in judgment and creativity in decision-making, together with use of qualitative and quantitative data to make actionable recommendations.
  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Skill in collecting, organizing and analyzing complex and/or technical data.
  • Skill in written and oral communications including interacting effectively with all levels of district service center and campus staff, as well as public inquiries.
  • Ability to prepare publications, documents, reports, and communication materials for mass distribution.
  • Ability to analyze, synthesize, and interpret data, in order to summarize for technical and non-technical employees, as well as, senior management.
  • Ability to establish program goals and objectives that support, develop, implement the strategic plan across the District.
  • Ability to exercise discretion regarding matters of a sensitive or confidential nature.
  • Ability to organize and coordinate work under pressure, meet tight deadlines, and proactively resolve issues.
  • Ability to use application software to access databases, email, create spreadsheets, and process professional documents.
  • Ability to organize multiple tasks and implement effective time management techniques.
  • Ability to communicate effectively, both orally and in writing with campus employees, community, and stakeholders.
  • Ability to engage in self-evaluation with regard to performance, and professional growth.
  • Ability to establish and maintain cooperative working relationships with others contacted in the course of work.

Travel Requirements
  • Travels to school district buildings and professional meetings as required.

Physical & Mental Demands, Work Hazards
  • Tools/Equipment Used: Standard office equipment, including computer and peripherals.
  • Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
  • Lifting: Occasional light lifting and carrying (less than 15 pounds).
  • Environment: Works in an office setting; may require occasional irregular and/or prolonged hours.
  • Attendance: Regular and punctual attendance at the worksite is required for this position.
  • Mental Demands: Maintains emotional control under stress; works with frequent interruptions.

Minimum Required Qualifications
  • Education:
    • Master's degree from an accredited college or university required;
    • Major in Educational Leadership, Curriculum and Instruction, or Research and Data Analytics preferred.
  • Certification/License:
    • Valid Texas Teaching Certification, Texas Mid-Management or Principal Certification, Project Management Certificate, Data Analytics Certificate; or related credential preferred.
  • Experience:
    • Required:
      • 5 years progressively responsible experience in school or district administration and program evaluation.
    • Preferred:
      • Experience with diverse student populations, especially in a large multicultural urban district;
      • Extensive experience in the field of systems thinking, student scheduling, and large-scale project management.
