About This Role
This is a full-time, remote position affiliated with ChildFund’s International Office in Richmond, Virginia, USA. Strong preference will be given to candidates with current residence and work authorization in the United States and proximity to the Washington, DC metro area. The Technical Director, Ending Online Sexual Exploitation and Abuse of Children (OSEAC) Programs is responsible for providing strategy and technical leadership in the development and implementation of a flagship program to prevent and combat OSEAC within ChildFund’s operating context. The Director oversees a growing portfolio of projects and builds organizational capacity to meaningfully reduce the risk of OSEAC through 2030 and beyond. By working with subject matter experts, pursuing fundraising opportunities, and relying on their own technical knowledge, the Director leads and ensures effective strategy execution.
Required and Preferred Experience and Education

• University degree required; master’s degree preferred.
• At least 9 years of program experience in international development, child protection, social work, or a similar field. Experience engaging with the tech industry in the United States is a plus.
• At least 5 years of international child protection experience, including child protection systems strengthening, social service workforce strengthening, case management system development, or national information management system (CPIMS) implementation.
• Demonstrated successful experience with grant proposal development.
• Experience with US government donor agencies and grant-making processes (e.g., USAID).
• Demonstrated track record of success with institutional fundraising from governments, multilateral agencies, foundations, and corporations.
• Demonstrated networking experience with multilateral agencies, foundations, and other institutions focused on child development and protection programming.
• Experience or expertise in global policy and programs related to OSEAC is preferred.
• Previous experience managing or mentoring teams is preferred.
• Project management experience and/or certification is preferred.

Primary Responsibilities
Strategic Leadership

• Develop and lead the implementation of a comprehensive strategy for ending online sexual exploitation and abuse of children (OSEAC) within ChildFund International.
• Oversee the execution of the OSEAC organizational strategy by creating and implementing KPIs, benchmarks, and an annual tracking plan.
• Coordinate diverse stakeholders, including subject matter experts, and collaborate with global teams to advance project plans.
• Represent ChildFund’s OSEAC strategy and programs externally to donors, media entities, other organizations, and the public.
• Provide strategic guidance to executive leadership on emerging trends, risks, and opportunities related to online child protection and opportunities for influencing, funding, and programming.

Policy Advocacy

• Collaborate with the Policy Director, Ending OSEAC Coalition Project Director, Country Office advocacy team members, ChildFund Alliance, and Regional Directors to develop an international policy advocacy strategy focused on legislation addressing OSEAC.
• Collaborate with global and US government representatives to advance effective policies.

Institutional Fundraising

• Cultivate and maintain relationships with key funding partners to ensure sustained support for ChildFund’s online child protection efforts.
• Raise new funds to support OSEAC programming, research and learning, and advocacy efforts.
• Collaborate with ChildFund business development and fundraising teams to identify and pursue opportunities for additional grants and partnerships for OSEAC programs.
• Provide technical and thought leadership on ending OSEAC to fundraising teams.

Partnership and Collaboration

• Collaborate with the Director, Child Protection, Gender and Social Inclusion, Child Protection Advisor, and program teams to integrate online child protection measures into existing projects and develop new initiatives.
• Support training and capacity building of ChildFund staff and partners on online child protection best practices.
• Conduct regular assessments to identify training needs and ensure ongoing learning and improvement.
• Establish and maintain partnerships with relevant external stakeholders, including government agencies, NGOs, and industry partners.
• Cultivate new external partnerships and existing partnerships to develop multi-asset partners and amplify opportunities for funding, thought leadership, programs, policy, and research.
• Collaborate with the Director, Monitoring and Evaluation to develop and implementing monitoring and evaluation frameworks and KPIs for assessing the impact of online child protection programs.

Research and Program Design

• Collaborate with the Director, Research and Learning to identify and plan research initiatives to inform the development of evidence-based strategies and interventions.
• Support the establishment of academic/research partnerships.
• Support program design efforts to ensure alignment with best practices and provide technical inputs related to the inclusion of trauma-informed principles, survivor-centered approaches, and with a lens to the unique needs and experiences of survivors of online sexual exploitation and abuse.
• Regularly review and analyze data to inform programmatic adjustments and improvements.

Safeguarding

• Remain alert and responsive to any safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the Safeguarding Policy and procedures, and conduct yourself in a manner consistent with the Safeguarding Policy.

Required Competencies

• The ability to speak, read, and write fluently in English. Proficiency in another language(s) is beneficial.
• Proficiency with Microsoft Office applications, including Teams for online meetings and collaboration.
• Strong knowledge of international laws and conventions related to child protection, particularly online child protection.
• Strong knowledge of best practices for trauma-informed care and survivor-centered approaches.
• Demonstrated excellent project management skills.
• Excellent communication skills, with the ability to craft and effectively disseminate high-impact written and verbal messages across mediums, including digital platforms.
• Strong public speaking skills.
• Excellent analytical skills, with the ability to review and interpret data and work with closely with technical teams on research and evaluation.
• The ability to work effectively and collaboratively across global teams.
• Strong networking and relationship-building skills, with the ability to relate to donors, technical experts, and co-workers and coordinate diverse groups of stakeholders.
• Existing expertise or knowledge about technology practices for child protection is a plus.

Other Criteria

• The ability to travel up to 25 percent internationally.
• The ability to work effectively in a remote setting.
