Business Overview:

The Ethics and Compliance Department provides transversal support to all the business functions performed globally across BNP Paribas. Market Integrity centers on the idea that markets should be fair and operate with the highest integrity with the protection of clients' interests as a priority. Regulators, law enforcement, exchanges, financial institutions, and investors all rely on the orderly operation of financial markets to provide a foundation of economic growth and efficient access to capital. The violation of these principles can cause severe disruptions in investor confidence and ultimately threaten the stability of the financial system.

 

The Head ofAMER Surveillance Governance & Oversight leads the AMER CIB teams responsible for Market Abuse Surveillance, Surveillance Oversight & Quality Assurance, and Permanent Challenge. Specifically, this role is a strategic partner that supports the Global Head of Market Abuse Surveillance; ensuring the AMER regional surveillance framework reasonably complies with all US, LatAm and Canadian rules and regulations and is consistent with the global surveillance framework and aligned in governance, policies, standards and risk monitoring, where applicable.  The Head ofAMER Surveillance Governance & Oversight will facilitate the strategic implementation at the regional AMER level in accordance with global guidance.

Responsibilities:

-         Responsible for the implementation of the Compliance Market Abuse surveillance and investigation strategy for the AMER CIB region.

-         Manage the AMER CIB teams responsible for Market Abuse Surveillance, Surveillance Oversight & Quality Assurance, and Permanent Challenge.

-         Ensure the AMER regional surveillance framework reasonably complies with all US, LatAm and Canadian rules and regulations and is consistent with the global surveillance framework and aligned in governance, policies, standards and risk monitoring, where applicable;

-         Serve as the point person for AMER regulatory inquiries, examinations and internal audits related to surveillance matters. 

-         Coordinate with the AMER Head of Market Integrity to organize the handling and oversight of projects related to Market Abuse Surveillance. 

-         Escalate potential issues and risk concerns to the Chief Compliance Officer, Head of Market Integrity and/or the Anti Money Laundering Officer for discussion and further investigation if deemed necessary.

-         Provide reporting and updates on Market Abuse surveillance issues, initiatives, and emerging risks to AMER CIB management.

-         Responsible for the completeness of the AMER Market Abuse Surveillance assessment and check/challenge of the various annual risk assessment exercises. Following the assessments contribute to the AMER annual Compliance plan and manage completion of action items.  

-         Manage that the AMER Market Abuse Surveillance generic control library; Market Abuse reporting (both local and global requirements) and service level agreements/operating level agreements are maintained and timely updated.

-         Contribute to management discussions regarding 1LoD/2LoD shared activities, provide check and challenge to new surveillances implemented by 1LoD. Coordinate with global governance and implementation.

-         Review the completion of the AMER Surveillance Review and Calibration Program ("SRCP") across 1LoD/2LoD;

-         Manage that the AMER Model Risk Management Control Plan for 1LoD/2LoD is operating successfully and ensure SRCP program guidelines meet SR11-7 Model Risk Management Guidelines. Contribute to the Model Risk Management and Validation Control Committee.

-         Contribute to global efforts regarding resources, surveillances, and technology. Contribute to the global Oversight and Quality Assurance Program. Coordinate with the other regions on cross-functional strategic initiatives and facilitate the implementation of global initiatives on the regional level.

               Provide updates to the Global Head of Market Abuse Surveillance on the AMER Market Abuse Surveillance, Surveillance Oversight & Quality Assurance, and the Permanent                 Challenge framework initiatives, issues, and emerging risks.

-         Strong knowledge of U.S. securities, commodities, and banking regulations, including the rules and regulations of the SEC, CFTC and exchanges and associations under such federal agencies, including FINRA, NYSE, CBOE, ISE, CME, NYMEX and ICE US.

-         Prior Capital Market Surveillance management experience in US regulations.

-         Strong ability to apply knowledge of rules and regulations to numerous types of trading and banking activities and operational arrangements in addition to interpreting the effect of new regulations on these activities.

-         Exposure to trading desks, electronic trading market and securities industry.

-         Excellent interpersonal and communication skills, including writing, with the ability to interact effectively with across regions and various levels of management and maintain relationships with stakeholders.

-         Attention to detail and the ability to manage multiple undertakings at the same time and with different level of granularity, constantly keeping focus on priorities.

-         Transversal competency:

o     Ability to anticipate business / strategic evolution, Ability to inspire others & generate people's commitment, Ability to develop and adapt a process

-         Behavioral competency:

-         15 years of experience with a financial services firm and/or self-regulatory organization in a compliance or regulatory related position.

 

Preferred Qualifications:

-         Prior trading or audit background and/or trade flow experience; Product knowledge (Fixed Income, Equities/Derivatives, Commodities, etc.) or

-         Familiarity with SR 11-7.

-         Bachelor's Degree, Masters or JD preferred but not required

The expected starting salary range for this position in New York is between $189,000 and $275,000 annually. The actual salary may vary based upon several factors including, but not limited to, relevant skills/experience, time in role, base salary of internal peers, prior performance, business line, and geographic/office location.
