Job Summary
This position will provide leadership for planning and administration of new facility construction and major renovation projects across the college. They will supervise the hiring and work of associated contractors (architects, construction companies, etc.), effectively manage the budget and oversee the life cycle for multiple concurrent projects while keeping stakeholders appraised, ensure the safety of all involved parties, and maintain current facility plans by campus with a strategic outlook.
Essential Duties
Responsible for the planning, coordination, and control of building and renovation construction projects from inception to completion. Ensures that college stakeholder needs for project functionality and standards are met. Manage project timeline while adjusting for construction delays and change requests with consistent communication. Supervises hiring and work of employees and contractors. Oversee material selection, use and safe operation of construction tools and equipment, and obtains necessary permits while complying with all regulatory standards.
Serve as the lead contract administrator of executed construction contracts for Facilities. Evaluate vendor performance with input from others, processing change orders when necessary, providing input for contract modifications, providing input regarding renewals of contracts, all in close coordination with College central purchasing buyers. Serve as a liaison with Purchasing, Legal Counsel and other College personnel to expedite solutions, optimize communications and improve efficiency wherever possible.
Solicit and oversee the selection process of architectural/engineering (A/E) firms, consultants, and contractors in a manner that delivers a high quality, fiscally responsible solution. Oversee preparation of design and construction documents and contracts. Development of RFP, solicitation of contractor(s), bid package documentation, contractor walk through, bid RFI's in partnership with A/E, and complete detailed timelines and project cost submissions for internal approvals. Once approved, award to qualified contractor. Oversee and facilitate all permits and approvals necessary to accomplish the project. This includes local, state, College and other approvals applicable to the specific project. Complete applications, attend meetings, which in some cases occur outside of normal working hours, prepare presentations and submit answers to questions to the appropriate authority.
Assist in planning and coordinating of college-wide use of space and physical facilities. Maintain current floor plans and data on college facilities. Receive and analyze requests for space and incorporates into master planning process. Develop plans to modernize and maximize facility use. May develop analytical studies in support of space or physical facility changes.
Develop comprehensive understanding of college needs through discussions with impacted departments and senior management. Proactively identify opportunities and work with administrative and academic leadership to respond to the evolving needs of the college and our student community. Attend meetings of the Finance and Facilities & Safety Committees of the Board of Regents and make presentations regarding current and proposed projects as requested. Regularly provide updates on project status in team meetings.
Minimum Qualifications
Bachelor's degree in engineering, Facilities Planning, architecture, construction or related discipline. Degree requirement may be substituted with relevant and equivalent work experience.
Seven or more years of experience in facility design, construction and project management required.
Three years strong skills in negotiation, tact, diplomacy and communication as it relates to construction agreements and documentation.
Three years' experience in procurement and contracting methods for design and construction related services for complex, multi-million dollar facilities including Design-Build and Construction Manager at Risk.
Ability to read, analyze, interpret and mark-up construction documents, building regulation manuals and technical journals. Must thoroughly understand all construction related building regulations, accessibility planning, financial reports, and legal documents.
Excellent oral, written, and interpersonal communication skills.
Ability to respond to common inquiries or complaints from College employees, students, regulatory agencies or members of the community.
Ability to effectively present information to Cabinet, the Board of Regents, public groups, and/or college committees.
Familiarity with A/V, Mechanical/Electrical/Plumbing, HVAC, lighting, and building environment control systems.
Ability to work evenings and/or weekends and be reachable by phone or email as needed.
Willingness to travel throughout the college using own means of reliable transportation.
Ability to access all campus facility locations (balance, climbing, reaching, stooping, crawling as necessary to maneuver) in any seasonal temperature.
Ability to lift a minimum of 30 lbs.
Preferred Qualifications
Prefer AIA, AICP, IIDA, LEED AP or applicable professional certifications.
