The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
HRA/General Support Services (GSS) provides safe, healthy, and appropriate facilities for HRA's various social service programs. Its many functions include facilities planning and coordination, design and construction, renovation, repair and maintenance, custodial and other building services, health/safety program coordination, lease and property management, land use and environmental review activities, contract administration for facilities services, and warehouse operations. GSS plays a major role in HRA emergency preparedness.
General Support Services (GSS), Office of Facilities Operations (OFO) is recruiting for one (1) Administrative Space Analyst M II to function as the Director, Division of Building Management who will:
-Direct, instruct, and supervise staff (Administrative Space Analysts managers level 1, Space Analysts level 1 and 2, Clerical Associate III, PAA I support staff, and City Laborers) for the HRA/GSS/Facilities Operations/Division of Building Management.
-Develops and implements management control systems including but not limited to the daily operations OF BUILDING MANAGEMENT staff and supervisors, control documents relevant to the collection and dissemination of data and information such for surveys, property management reporting system, tracking relocations, building profiles, etc.
-Liaison with Agency programs, unions, various city, and state agencies in response to the critical agency initiatives, lease space utilization, physical/structural integrity OF BUILDINGs, health and safety requirements Fire & Life Safety and EAP requirements and building systems operations.
-Conduct meetings and provides relevant information related to existing site conditions at construction schedule meetings, final coordination meetings, construction kick-off meetings, and relocation management meetings for the renovations, relocations, and relinquishments with Agency executive program executive management and supporting areas, executive program management and onsite program management.
-Evaluate, inspect and monitor interior space and perimeter footprint of the building by utilizing technical knowledge and skills to document and report physical plant maintenance and building systems repairs relevant to fire safety; health and safety, construction industry standards to ensure quality control, public safety, traffic flow and public assembly guidelines in accordance with the mandates of various city state and federal regulatory agencies such as the Mayor's office, DCAS, DOB, FDNY, OSHA, COSH, PESH, DOL, OTI.
-Apply knowledge, technical skills, and ability to coordinate, manage and execute all site preparation and pre-construction activities for construction/renovation of HRA leased office space including relocation/storage of furniture, coordinates the removal of telecommunications and network systems equipment, special equipment as well as final preparation of relocation management plans.
-Estimate labor, materials, and equipment and work hours necessary to complete staff relocations, pre-construction activities, and building relinquishments.
-Control and monitors project management functions performed by facilities operations liaisons, building managers and assistant facility coordinators including but not limited to the development and implementation of relocation management plans and support of critical agency initiatives.
-Overall management including but not limited to streamlining, monitoring, and regulating unit activities/operations by review and assessment of information and daily reporting provided by building managers and making periodic on-site inspections for quality control and milestones completion.
Qualifications
1. A baccalaureate degree from an accredited college or university and five years of full-time paid experience requiring general knowledge of construction and construction costs, electronic data processing equipment, telephone communications systems, building standards and leasing procedures, in the evaluation and layout of space in office buildings, garages and other structures used for commercial and industrial purposes, at least two years of which shall have been of a supervisory nature; or
2. High school graduation or evidence of having passed an examination for a high school equivalency diploma or the U.S. Armed Forces G.E.D. certificate with a score of at least 35 on each of the five tests and an overall score of at least 225 in the examination for the diploma or certificate, plus nine years of full-time paid experience as described in (1) above, at least two years of which shall have been of a supervisory nature; or
3. A satisfactory equivalent. However, all candidates must be high school graduates or possess the equivalent as described in (2) above and must have at least two years of supervisory experience as described in (1) above.
