Overview of UWBA:  United Way Bay Area (UWBA) mobilizes the Bay Area to dismantle the root causes of poverty and build equitable pathways to prosperity. UWBA brings together partners from the nonprofit, business, and government sectors to address Bay Area poverty. We partner across sectors, develop solutions, capture the data we need, and use those insights to support public policy and create research-backed community initiatives. These initiatives include:

  • Housing Justice: Improve access to stable, affordable housing and homelessness prevention.
  • Employment & Career Opportunities: Build systems and pathways to career and employment opportunities. 
  • Financial Stability: Help families increase income and savings on their way to financial stability.
  • Basic Needs: Ensure access to basic needs like food, housing, and legal services.

The Opportunity:

Are you passionate about helping people in the Bay Area communities move out of poverty and addressing the root causes of poverty? Would you like to lead program evaluation and learning initiatives that support us to do our best work? Do you have advanced analytical, technical, project management, and teaching skills that you would like to leverage to have a positive impact on our local community? This position represents an opportunity to leverage those skills and to work with a team of committed professionals working to create greater opportunities for children, youth, and families in low-income communities.

The Director, Data and Evaluation position will drive the design, planning, implementation, and oversight of program evaluation and impact measurement efforts at UWBA. This role will oversee the execution of innovative data initiatives aimed at scaling and improving community impact.

The Director, Data and Evaluation is responsible for developing and implementing evaluation tools and strategies for our CIT programs, ranging from shared database training tools for staff to reports used by staff and leadership to drive program development and impact. The Director will play a key role in driving systems and culture change around data and evaluation throughout the organization. This person is responsible for translating complex data into actionable metrics, designing the regional learning curriculum connected to data and evaluation, sharing our learnings externally, and for leading regional trainings and events. The Director, Data and Evaluation is responsible for administering the Exponent Case Management database, Salesforce database related to community impact, and other data systems developed to support CIT. The Director will supervise the Data and Evaluation team, which includes one Senior Data Manager and two Program Analysts. This role will report to the Vice President, Impact Strategies.

This position is hybrid and may require some travel around our 8-county region as well as spend some time in the UWBA offices located in San Francisco or San Jose for organizational meetings and events.

What you’ll do:

Evaluation and Analysis

  • Lead the design and implementation of both quantitative and qualitative program evaluations for UWBA programs
  • Lead analysis of client and community data using Salesforce, Tableau, Excel, or other data analysis software. Provide summaries and analyses for staff, partners, and leadership on a regular basis. Supervise and oversee data analysis projects for Program Analyst, interns, and other staff.
  • Facilitate processes to support learning from program evaluation efforts and community data trends. Create reporting tools, such as Tableau dashboards, to build CIT capacity for data-driven decision-making.
  • Develop and distribute analyses, instructions, and tools to share learnings widely. Present data and learnings at internal and external convenings.

Database management

  • Oversee design, implementation, and maintenance of program data monitoring and evaluation systems. Supervise and oversee Senior Data Manager’s d.atabase administration projects
  • Establish and maintain internal standards and protocols related to the collection, storage, and processing of CIT program data, including adherence to state and federal data privacy regulations.
  • Lead design, implementation, maintenance, and training for Salesforce features related to tracking CIT program data, working in partnership with IT and UWBA Salesforce administrator. Supervise and oversee Senior Data Manager’s Salesforce projects.
  • Oversee efforts to provide technical assistance to UWBA and partner staff that advance evaluation capacity building and quality assurance.
  • Lead the migration of data to other software, as needed, working with members of the IT department, Finance, and partners.

Regional Learning and Capacity Building

  • Communicate with external initiatives and learn from their evaluation efforts. Act as a point of contact with others interested in learning more about our evaluation efforts.
  • Design and lead regional training around data and evaluation, providing actionable insights for both partners and UWBA. Develop tools and compile information to help build partner capacity to track impact.
  • Represent United Way within external groups and collaborations, attend meetings as appropriate to accomplish identified outcomes.

Fundraising

  • Lead external grant proposal and reporting processes, including tracking and reporting metrics for grant proposals and contributing narratives when the grant supports data/evaluation. Provide grant reporting and the support to staff for grant reporting.

Team Management

  • Hire, train, and supervise team members, including, but not limited to the Senior Data Manager, SparkPoint Program Analyst, and Community Impact Program Analyst.
  • Compile and manage program budgets, including tracking expenses, reviewing cost center reports, communicating with Finance, and working with other CIT leadership.
  • Work with CIT leadership for overall management of CIT to implement organizational priorities related to data and evaluation.
  • Manage contracts with consultants and vendors.

Support general organizational goals:

  • Support organization-wide planning, development, and communication activities as needed; and
  • Other duties as assigned, dependent on organizational needs and employee skills

Who you are:

Position Requirements:

  • At least five years of related professional experience in program evaluation, data management, and analysis.
  • At least three years of supervisory and team management experience.
  • Excellent project management and organizational skills.  Meets deadlines and completes tasks with a high degree of accuracy and dependability.
  • Excellent written and oral communication skills. Presents written and verbal ideas in a style that is clear, fluent, concise, and persuasive.
  • Ability to work effectively with non-profit, government, community, and labor professionals and leaders as well as corporate executives. 
  • Computer proficiency in Microsoft Office (Word, Excel, Outlook, and PowerPoint) and experienced in database management. Comfortable and interested in learning becoming proficient in new software systems and tools.
  • Bachelor's degree or relevant work experience in fields related to applied research, program evaluation, and social sciences. 
  • Commitment to deepening expertise around racial equity, diversity, inclusion, and self-awareness. 
  • Familiarity and knowledgeable of different non-profit, public, philanthropic and private stakeholders in the 8 Bay Area Counties preferred
  • Experience with Salesforce, case management software, web-based survey platforms, and/or with an e-advocacy platform is preferred
  • Experience in grantmaking, fundraising, marketing preferred

Salary:

  • Salary range: $120,000 to $140,000 annually, depending on experience and qualifications.
