Location Shelton, ConnecticutUSJob ID REQ-052544Perkin Elmer is hiring a Director, Compliance and International Trade Control, Global reporting to PerkinElmer’s General Counsel.
This position will lead PerkinElmer’s Export Control organization and is responsible for developing the policies, processes and internal controls related to export compliance activities such as export classification, license determinations, sanctioned party list screening, sanction and embargo regulations, encryption, and transfer of technology. S/he will provide export controls training and monitoring of the program to ensure compliance with export compliance regulations in all countries whereas we do business.
The Director will also assist in developing an enterprise risk management strategy for PerkinElmer, including identifying key areas of risk, plans for mitigation, and associated policies and trainings. The director will be responsible for tracking and ensuring compliance with key risk mitigation policies and practices. This role requires a strategic thinker with strong leadership abilities, exceptional communication skills, and a deep understanding of global compliance requirements.
The Director will oversee at least 3-4 direct reports located at various PerkinElmer sites, with a view to achieve an organizational re-design of the compliance function and will work to improve and execute all aspects of PerkinElmer’s compliance programs, including process design, periodic self-testing, training and education, and business strategy review.
Responsibilities
- Develop and implement a comprehensive global compliance strategy aligned with the organization's objectives and values.
- Stay abreast of relevant laws, regulations, and industry standards across all regions in which the company operates.
- Conduct regular assessments and audits to identify areas of potential compliance risk and develop mitigation strategies.
- Design and implement compliance training programs for employees at all levels of the organization.
- Collaborate with cross-functional teams to integrate compliance considerations into business processes and decision-making.
- Serve as the primary point of contact for regulatory agencies and external auditors.
- Advise Trade Compliance global team; Production, Global Business Units, and site GMs on business-critical import and export compliance matters.
- Provide global trade compliance oversight of activities at all PerkinElmer sites.
- Serve as a business partner to enable long-reaching strategic decisions (e.g., manufacturing and R&D footprint, OEM partnerships, product branding and launching, and mergers & acquisitions)
- Partnering with other trade compliance leads, Logistics, Procurement and Production team members to evaluate products and determine preferential and non-preferential origin and duty mitigation strategies (such as the use of Free Trade Agreement) worldwide.
- Work collaboratively with site leaders to ensure robust internal controls are integrated into operational processes and procedures.
- Develop and continuously measure organization KPIs.
- Align Export Administration Regulations, Office of Foreign Asset Control, and foreign government agency regulations to support PerkinElmer’s business globally.
- Develop and maintain policies related to complying export control laws and regulations.
- Translate the regulations into procedures and work instructions that are practical.
- Provide training and awareness to the trade compliance organization on export control topics.
- Monitor the effectiveness of the internal control plan as it relates to export activities.
- Sanctioned Party List Screening
- Is responsible to ensure the company’s screening program is compliant.
- Is the escalation-point for complicated scenarios and red flags.
- Export Classification
- Expertise to provide guidance to the team on export classification control number assignment.
- CCAT submissions when needed.
- Export Licensing and determinations
- Is responsible to provide oversight and support on existing licensing program.
- Will be the point-person for new scenarios that may require license determination.
- Transfer of Technology
- Maintain Transfer of Technology Plans
- Respond to inquiries related to deemed exports.
- Deemed export License determination and Licenses applications when required.
- All training related to Transfer of Technology
- Encryption
- Classification of all software for encryption controls
- Submissions of required reporting related to encryption controls.
- Antiboycott
- Provide training and education related to antiboycott regulations.
- Escalation points for questions related to antiboycott language.
- Submission of required reporting
- Support the trade compliance “advocates” to ensure –
- Products are properly classified.
- Screening is in place and completed.
- Export Controls are in place to comply with regulations; and
- The escalation point person for Projects are prioritized based on risk.
- Escalation points for trade regulatory issues across business units and geographic locations.
- Investigation and legal assessment of potential violations of trade regulations.
- Consult with outside counsel or consultants when needed.
- Coordinate and prepare voluntary self-disclosures (where necessary)
- Provide guidance & support on any corrective actions that may be required.
- Prepare regular reports on status of trade regulations activities and projects.
- Develop regulatory audit protocol (to include Export/Re-export, Import/Customs on a localized, regional and/or global level) based on risk, changes in regulations and organizational changes.
- Identify potential compliance issues, recommend, and implement corrective actions.
- Establish a technical training library of trade topics that can be used by the immediate or extended teams.
- Ensure appropriate trade compliance clauses are included in customs documents, purchase orders, standard terms and conditions, contracts, and agreements.
Basic Qualifications:
- Bachelor’s degree, supplemented by a JD or other graduate degree in a trade or compliance related field is preferred.
- 8-10+ years of demonstrated trade regulatory experience.
- 7+ years leading and developing cross-border teams, preferably spanning multiple industries.
Preferred Characteristics:
- Must have strong executive presence and confidence in advising business leaders regarding trade and compliance issues.
- Ability to analyze risk and reward with intellectual and professional rigor.
- Strong working knowledge of the Export Administration Regulations (15 CFR)
- Proven experience in prioritizing multiple global cross-functional projects.
- Strategic leader who can support a Trade Compliance vision while maintaining an execution-orientation for driving results; success will depend on strong business acumen and existing knowledge of best practices.

The annual compensation range for this full-time position is $160,000 to $242,000. The final base pay offered to the successful candidate will be determined by factors including internal equity, work location, as well as individual qualifications, such as job-related skills, experience, and relevant education or training.
