Job description

The St. Louis County Department of Human Services seeks a Project Manager in the Community Development division to be responsible for the management and coordination of the federally funded Community Development Block Grant - Disaster Recovery (CDBG-DR) Program and all related aspects of grant administration, compliance, and monitoring.


This is a grant funded position with funds expiring in September 2029 with the possibility of extension.The typical starting salary is $90,000-$129,937 depending upon the candidates qualifications as well as budgetary considerations. Lead in the management, coordination, and monitoring of all approved Community Development Block Grant - Disaster Recovery (CDBG-DR) projects from inception to completion.
Manage CDBG-DR projects through program workstreams, including coordination of status reports, client meetings, and management of work plans, ensuring they are delivered on time and within budget constraints.
Support revisions to and regular maintenance of the Action Plan and Project Management Plan.
Assist in analyzing data and public input to prioritize project needs in collaboration with County Leadership.
Assist in aligning project needs with available funding.
Assure that grant obligations are met, including effective budgeting and resource management, monitoring and assisting in progress reporting to governmental agencies.
Manage outreach activities and interface with the general public, including public hearings, website communications, program materials, or other outreach related to citizen participation.
Coordinate communication efforts with any consultants or project partners.
Coordinate with local officials and DR team to provide technical assistance for CDBG-DR program compliance or application development.
Create Grants Management Plan that provides basis for monitoring, controlling, and reporting on progress, schedule, costs, and milestones.
Manage reporting, regular updates, data tracking, and process changes in the Disaster Recovery Grant Reporting (DRGR) system.
Prepare and submit timely reports on all project progress related to CDBG-DR projects.
Assist in tracking overall program Low and Moderate Income (LMI) Benefit.
Manage the performance of duplication of benefits analysis for all CDBG-DR projects.
Ensure and maintain regulatory compliance, including environmental reviews, Section 3, and Davis-Bacon.
Provide direct supervision to staff responsible for the oversight and implementation of the activities carried out by CDBG-DR fund recipients
Perform other duties as required or assigned. Candidates should possess a Bachelor's degree in a related field; a Master's degree preferred. Candidate should also have four years of professional work experience related to the HUD CDBG and/or CDBG-DR programs, or an equivalent of training and experience.
Candidates must possess a working knowledge of federal grant programs, specifically HUD and/or CDBG grant programs, including related statutes, regulations, policies, and processes.
SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.
The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.
The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.
All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
