Job Description

Position Overview:

Under the direction of the Vice President of Government Relations, the position is based in Washington DC and responsible for leading Discover's Regulatory Affairs program. The role includes managing the development and implementation of Discover's regulatory advocacy agenda, strategies, and initiatives that align with the Company's business strategies and operational objectives.

The Director creates a culture of effective risk management, accountability, and demonstration of risk awareness across the organization.

Responsibilities:

  • Identifies and assesses all current and proposed regulatory actions that have a significant fiscal, operational, and/or reputational impact on the Company and its customers to provide strategic insights and guidance to executive leadership, business partners, and other constituencies.

  • Devises strategic plans and agendas to advance departmental and corporate goals through the regulatory process and formulates appropriate outreach programs to accomplish these objectives.

  • Collaborates with senior management and Legal colleagues to provide inputs to regulatory agencies and officials that effectively communicate Discover’s public policy positions, and oversee preparation and filing of all correspondence and submissions with the CFPB, FDIC, Federal Reserve, SEC and others on proposed regulations impacting the Company’s current and planned business activities.

  • Serves as the Company’s principal liaison with regulatory agencies at all levels and maintains effective relationships with Discover's trade associations and coalitions to champion initiatives in connection with all regulatory policy priorities.

  • Leads advocacy campaigns on Discover’s behalf before regulatory bodies to advance the interests of the organization and shape critical public policy proposals to enable it to operate without undue regulatory restriction.

  • Effectively and efficiently marshals all resources, including the management of outside counsel and budgets to achieve the Company’s financial goals.

  • Communicates critical regulatory risks on an ongoing basis to ensure awareness and advance the Company’s risk strategy and risk management approaches.

Minimum Qualifications

At a minimum, here’s what we need from you:

  • JD from Accredited Law School and Bar in good standing

  • 10+ years of experience with familiarity with the regulatory and competitive environment of the financial services industry, and in particular financial activities engaged in by Discover. current knowledge and understanding of regulatory policy and affairs
