Director of Disease Investigations
Department of Public Health
{Communicable Disease}
Number of Positions: 1
Mission : CDPH works with communities and partners to create an equitable, safe, resilient and Healthy Chicago.
As an essential member of the Communicable Disease (CD) Program within the Disease Control Bureau, the Director of Disease Investigations (DDI) is responsible for the oversight and supervision of the DISEASE INVESTIGATIONS of the CD Program. In addition, this position includes the development, implementation, and evaluation of streamlined, comprehensive, and effective methods and best practices of communicable disease investigation.
ESSENTIAL DUTIES:
Communicable Disease:
Directs the implementation OF DISEASE investigation in the CD Program to prevent the further transmission OF DISEASEs.
Providers administrative and operational supervision to investigator managers (CDCI Supervisors), investigators (CDCIs), and other technical and non-technical personnel supporting DISEASE INVESTIGATIONS.
• Assigns, trains, and evaluates staff; provides guidance and direction on complex disease investigation issues.
• Prepared to serve within the CD Incident Command Structure as directed by a CD Medical Director and/or Outbreak Coordinator during active disease outbreaks.
• Schedules and directs short- and long-term planning for the CD Program, including developing programs and projects and analyzing associated outcomes.
• Develops and administers procedures, protocols, and standards for public health programs involved in communicable DISEASE INVESTIGATIONS.
• Reviews program contracts and agreements; researches, coordinates, develops, and monitors contractual obligations and terms with external contractors and/or vendors.
• Directs the development and management of budgets, grants, and administrative functions.
• Interprets Centers for Disease Control (CDC) and Illinois Department of Public Health (IDPH) guidelines as they relate to communicable disease intervention and reporting.
• Advances knowledge of communicable diseases, especially local epidemiology and impact, through continual education development.
Program Liaison:
• Coordinates with CDCI Supervisors and epidemiological staff on reports identifying trends and potential outbreaks of communicable diseases.
• Collaborates across Bureau programs to establish standard investigation protocols in accordance with disease case definitions and in adherence with recognized best practices (e.g., CIFOR).
• Collaborates with departments, contractors, and community organizations that interface with associated communicable disease programs.
• As requested, acts as a liaison with various local, governmental, and community-based coalitions and agencies to enhance and promote departmental services and programs.

THIS POSITION IS EXEMPT FROM CAREER SERVICE
Qualifications
MINIMUM QUALFICATIONS:
Graduation from an accredited college or university with a Bachelor's degree in Public Health, Social Work, or a directly related field, plus six years of work experience in disease control investigations or prevention, of which three years are in a supervisory role related to the responsibilities of the position, or an equivalent combination of training and experience
Licensure, Certification, or Other Qualifications:

SELECTION REQUIREMENTS:
This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral parts of the interview will be selected.
Preference will be given to candidates possessing the following:

  • Previous experience in a position requiring knowledge of the methods and procedures used to investigate, treat, and contain communicable diseases (e.g., DIS, contact tracing, Partner services).
  • Supervisory and or management experience related to the responsibilities of the job.
  • Experience in grants management to including monitoring and reporting on performance against identified metrics, writing and submitting responses to notifications of funding opportunities, and/or developing and maintaining ongoing rapport with funders.
  • Proficiency level related to developing data collection efforts (e.g., surveys, records).
  • Previous work experience building, maintaining, and promoting effective partnerships (e.g., federal, state and/or local public health agencies) that support planning, delivery, monitoring, and evaluation of public health care services.
