Summary:
Directs all aspects of safety and security services for the hospital inclusive of Public Safety, Emergency Management, and the Intercept Paramedic Program. Establishes and coordinates new and existing policies and procedures regarding the operation of the Delivery Network and associated services. Implements standards and assist other departments in obtaining goals and objectives throughout the enterprise.

Responsibilities

1. Responsible for overseeing all Emergency Management, Public Safety, and Intercept Paramedic Services functions for the L M Healthcare Delivery Network including associated off-sites.

2. In accordance with regulatory requirements, responsible for complex technical areas such as hazard control and risk assessment, occupational safety, and health protection.

3. Serves in a lead role of the delivery network Incident Command structure and activation of Incident Command Team.

4. Create, oversee and maintain delivery network Emergency Response Plans Works closely with the enterprise Emergency Management team.

5. Facilitate disaster preparedness training

6. Manages a team of staff charged with performing complete, thorough, and thoughtful investigations into concerns brought to the attention of the designated departments responsibility.

7. Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions

8. Development of the continuity of operations plans, performance improvements plans, and implementation of corrective action.

9. Maintains cooperation and professional collegiality interdepartmentally and demonstrates supportive communications amongst enterprise and delivery network partners.

10. Consistently demonstrates an awareness of and a sensitivity to patient rights and confidentiality. Maintains confidentiality of hospital and departmental information according to established policy.

11. Acts as a liaison with federal, state, and local stakeholders on behalf of the delivery network. Assist with the inspection process involving local, state, and federal agencies. Including collaborative response and action plans with local Fire, Police, Emergency Medical Services

12. Provides cooperative and courteous service to staff, patients, and visitors as part of the organization's commitment to our Standards of Professional Behavior.

13. Manages the productivity and efficient operations of assigned departments.

14. Maintains the department(s) expense budget within established ranges of variance.

15. Establishes and maintains standard of departmental training for all areas of responsibility as demonstrated by response to emergency situations operations, procedures and equipment use and via team member competency and regular drills as directed.

16. Oversees the contracted public safety and transportation vendors and staff when applicable to ensure compliance with the conditions of their contract including adherence to policy and practice required of the organization.

17. Develops programs that target employee awareness and staff development in regulatory and/or timely subjects in conjunction with regulatory guidelines and best practice.

18. Continually demonstrates a commitment to managerial development through participation at meetings, professional training and/or certification, and the pursuit of continuing education including hospital-wide safety programs to increase or improve the safety of all persons on Hospital property.

19. Develops, conducts, and evaluates formal and informal safety rounds and maintains documentation.

20. Directs Hospital Security and Loss Prevention Program and ensure that there is a reliable valuables collection process in place to minimize loss of patient?s belongings. Coordinates and assists in development of materials and programs that educate the staff on personal safety, loss prevention and risk reduction.

21. Coordinates and monitors hospital owned parking areas to ensure personal safety, availability to patients, visitors, and staff.

22. Measures progress towards and/or deviation from established personal, departmental and hospital projects or goals, receptive to feedback when necessary.

23. Maintains all records in a complete, current, and accurate manner; submits all reports in a timely manner.

24. Completes performance appraisals on time and measures staff on established criteria -based performance standards; utilizes available tools in counseling staff to achieve higher standards.

25. Maintains effective communication and support for problem resolution within the department and interdepartmentally.

26. Actively contributes to and participates in various hospital committees as assigned.

27. Assess, evaluate, and determine efficacy of current security infrastructure and develop plan to restructure and implement based on needs of the organizations

28. Assists with the preparation and administration of EMS operations, responsible for oversight of all supply ordering for highest efficiency and placing medical equipment in service.

29. Reviews reports on all occurrences and completes follow-up when required to ensure task completion

30. Ensures all patient care reports and supporting documentation are complete and delivered in a timely manner. Ensures that all documentation is completed and submitted in a timely manner.

 

 

 


Qualifications


EDUCATION:
Baccalaureate in any of the following areas: Criminal Justice, Political Science, Emergency Management, Industrial Safety, or related field. Master?s Degree preferred.
EXPERIENCE:
Seven to ten years? experience in Safety/Security leadership, Emergency Management or EMS with at least five years of management /supervisor responsibility. Policy level involvement with budgetary responsibility and experience managing contracted services. Liaison with outside agencies on regulatory compliance required. Multiprogram/site oversight experience preferred.
LICENSURE:
Connecticut State Security Permit required upon completion of training as allowed by Public Act 18-20- required within 6 months of hire.
Valid driver's license and acceptable driving record.
CT "Class 1" endorsement to carry a side arm- required within 6 months of hire.
Nonviolent Crisis Intervention Certification preferred.
Completion of ICS/NIMS Courses 100-700 within 3 months of hire.
SPECIAL_SKILLS:
Ability to manage staff and coordinate activities interdepartmentally. Strong organization and communication skills at the program level. Excellent report writing and investigative techniques and the ability to control stressful situations. Understanding of State and Federal laws and regulations governing emergency management. Ability to communicate effectively with a diverse group of people both verbally and in writing. Ability to define and analyze information, take charge and execute effective decisions in changing situations. Ability to make effective and persuasive presentations on complex or controversial topics to diverse groups.
