Job Summary
The incumbent works on a team that produces live and on-demand video and broadcast products for distribution to the web, social media platforms, and news organizations. They work on complex, highly visible, potentially sensitive projects that allow the Bureau of Global Public Affairs to proactively present coordinated, foreign policy and public diplomacy messages via web-based, Digital Video, and broadcast technologies. The incumbent is self-directed, self-motivated, and able to balance multiple responsibilities on tight deadlines. They possess excellent communication skills and are both intensely creative and technically expert.
Primary Responsibilities and Skills Needed
- Comprehensive knowledge of Digital Video production from inception to completion. Working with teams using creative concepts to produce video streaming products including project and task management for posting finished products to DoS online platforms.
- Knowledge of the principles, concepts, and practices of Digital Video & broadcast production to independently perform recurring assignments.
- Specialized experience operating Digital Video equipment to create products ranging from informational features, streaming clips of DoS events, and interactive productions.
- Experience in live routing and encoding applications used for video-over-IP applications and live streaming on YouTube, Facebook, and Twitter.
- Adobe Creative Suite, with focus on Digital Video post-production for social media.
- Familiarity with RTMP, Teradek encoders, decoders, and CORE routing system highly desirable.
- Digital file expertise with understanding of H.264 video codecs and files, transfer of large digital files, sharing, tagging, captioning, and archiving.
- Develop and apply proficiencies in all elements of live streaming applications including creating live streams and channels, operating hardware, and software encoders, CDN management, modifying and embedding video players, and multi-screen content delivery.
- Digital video and broadcast production support services include production values and aesthetic qualities such as artistic and creative aspects directly in the roles of camera operation, audio mixing, technical director, and live master control routing.
- Provide backup support to other production positions, including in-person and robotic camera operator, audio mixer operator, camera-control engineers technical directing, lighting, and floor director in GPA facilities and other State Department event venues.
- Provide signal acquisition team support to operate a range of complex and sophisticated broadcast equipment used in the production, recording, and transmission of program material used for broadcast, web, and social media distribution.
- Technical expertise for live "hybrid" broadcast programming, with proficiency in integrating virtual platforms such as Zoom, WebEx, and Google Meet with broadcast equipment and workflows. Operate teleprompter during live and recorded productions in the State Department studios, briefing rooms, and other venues in the building, often for high-level Department principals including the Secretary of State and under time sensitive deadlines requiring preparation of scripts with very limited advanced notice.
