OVERVIEW:
Since 2016, CCSCC has been providing a series of digital literacy training to participants in the County through various partnerships and funding sources which include school districts, City of San Jose, County of Santa Clara and more recently State resources funding strategies to address the digital divide. Most previous strategies prioritize digital literacy to support families and youth.
Through the funding of the Dept. of Aging Adult Service (DAAS), we will focus on older adults and people with disabilities who experience social isolation and are targets of crime, fraud and scam. This project will prioritize pro-social activities and prevention services to keep people informed, safe, and proactively seek positive social connecting and wellness activities through the use of technology.
Technology and access to learning how to use tech can facilitate social connections and prevent crime. The agency is a pioneer in developing and implementing innovative services tailored to the specific needs of older adults and people with disabilities, which are crucial to improving their lives and at the same time creates programs that benefit participants in making social connections.
POSITION SUMMARY:
The staff will leverage learning, share knowledge and best practices and practice across programs, undergo continuous program improvement processes to support the client centered delivery of service within each CC program that works with the target older adults and people with disabilities population and work to leverage agency and partner resources to better support families. This is a County-wide program and services will be rendered at different locations. Staff will also be serving the homebound clients by rendering in home residence coaching and practice.
The Digital Inclusion Specialist will work closely with older adults and people with disabilities by providing cyber security and safety orientations, small groups, or 1-1 coaching on technology access and cybersecurity. Staff will be using a person-centered approach when working with participants and helping participants put together their action plans and supporting them with meeting their goals. Staff will support clients in identifying SMART goals (Specific, Measurable, Achievable, Relevant, Time-based).
The Digital Inclusion Specialist develops, obtains, and maintains data tracking systems. Enter participants' data into AWARDS and other tracking systems used for reporting and evaluation.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Prepare Action Plan and tracking tools for identifying client needs including Digital Literacy Interests.
  • Update existing Digital Literacy Curriculums: Including topics such as: Computer hardware, Email Setup, Navigation, Connecting to Networks, Cybersecurity, and Intro to Computer hardware.
  • Schedule Orientations at the determining locations/participants home.
  • Distribute outreach material promoting the availability of available resources: including flyers, and marketing material.
  • Lead and participate in outreach, engagement and education activities, door knocking, and coordinating with participants to promote benefits associated with the following:
    • Provide information and resources in the community that are culturally, linguistically, and developmentally appropriate
  • Work collaboratively with the CC staff: administrators, program staff, and partners in the surrounding community to leverage resources and inform, outreach and engage Participants in services relevant to them.
  • Promote interagency collaboration and interface amongst community agencies to leverage programs, services, activities and resources.
  • Must be able to work a flexible schedule to coordinate and provide services and activities for Participants during non-traditional hours which includes day, evening, weekend, and holiday hours, and school holidays, as appropriate.
  • Perform other related duties and responsibilities as assigned.

QUALIFICATIONS:
EDUCATION AND EXPERIENCE
  • Minimum of a Bachelor's degree from an accredited educational institution with major course work in child development, health sciences, social services, public administration, psychology, or a related field preferred (Equivalent experience, training, and competence in early care and education will be considered).
  • At least three (3) years of job-related experience with demonstrated competence in early childhood, family support, and school readiness programs and services.
  • Experience working with culturally diverse populations and their needs.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
  • Bilingual language skills in Spanish or Vietnamese preferred (other languages will be considered).
  • Ability to work with diverse workgroups and serve clients with diverse economic, social, racial, age, disabilities and cultural backgrounds.
  • Knowledgeable about local community resources.
  • Demonstrate strong coordination, organizational, and time management skills.
  • Maintain a professional and confidential work environment.
  • Ability to plan, organize, prioritize, and multi-task.
  • Serve effectively as a member of a team internally and externally.
  • Excellent verbal and written communication skills.
  • Experience working with community members from diverse ethnics, age, disabilities, social, and economic backgrounds, with the ability to be culturally sensitive and appropriate.
  • Be flexible, proactive, adaptable, and able to work in a fast-paced and changing environment.
  • Knowledge of modern office methods and practices, including filing systems, presentations, business correspondence, and report writing.
  • Knowledge of computer programs and the internet (i.e., Microsoft Word, Outlook, Power Point, Excel).

PHYSICAL REQUIRMENTS
  • Ability to use computer workstation and other standard office items.
  • The work is sometimes physical, requiring setting up for events which may require transporting or lifting cumbersome materials (i.e., easels, flip charts, refreshments, brochures, chairs, tables); must occasionally lift and/or move up to 25 lbs.
  • Must be able to report to service site on a regular and reliable basis,
  • Able to travel between sites and to offsite events throughout the county, as appropriate.

OTHER QUALIFICATIONS:
  • Criminal background check via livescan fingerprint.
  • Must have a TB test performed and submit results.
  • Provide proof of COVID-19 vaccination and booster status.
  • Automobile, valid driver's license and auto insurance per agency policy; or have access to reliable transportation.

WORKING CONDITIONS:
  • Fast paced, diverse and dynamic environment.
  • Ability to deal with stressful situations, and
  • Works inside & outside including motor vehicle travel between sites.

HOURS AND OTHER CONDITIONS:
  • Standard office hours are Monday through Friday, from 8:00 a.m. to 5:00 p.m.
  • This is a full-time, non-exempt position. Rare evenings and weekends for workshops, meetings and off hours support as needed.
