SAIC’s National Intelligence Community (NIC) Business Unit, USG Mission and Information Technology Division, provides solutions and services supporting digital modernization programs in areas such as systems engineering, multi-cloud computing, cybersecurity, data science and analytics, artificial intelligence and machine learning, quantum computing, application development, DevSecOps, cloud network operations, and secure communications.
We are seeking a highly motivated Deputy Program Manager (DPM) to join our multi-million dollar National Intelligence program supporting the Cloud Investment Multi-Cloud Management (CIMM) team. As a contributor to the Intelligence Community’s first multi-cloud initiative, you will be at the epicenter of emergent cloud computing technologies, establishing a foundation that will evolve to include all agencies within the IC. As the DPM, you will plan, direct, and coordinate commercial cloud-related activities, including cloud brokerage advisory services, infrastructure deployment, operational improvements, customer outreach services, and multi-cloud strategy and governance advisory services.
Your responsibilities will include but are not limited to:
Providing management oversight of all contract personnel and ensuring high-quality and acceptable task completion, and deliverables from contract personnel in compliance with the Cloud Investment and Multi-cloud Management (CIMM) Base Indefinite-Delivery Indefinite Quantity (IDIQ) Statement of Work (SOW)
Leading daily operations of the program by analyzing workflow, establishing priorities, developing standards, and setting deadlines
Assigning and reviewing the work of cloud systems analysts, cloud architects, cloud engineers, and other cloud related workers
Providing frequent periodic reports on the status of the contractor staffing
Performing horizontal planning and interfaces with other functional areas, ensuring technical solutions and schedules are implemented in a timely manner
Performing day-to-day management of the program, and developing long-term and strategic objectives to ensure mission needs will be satisfied in future years of the contract
Overall responsibility for ensuring all Contractor tasks are completed within the timelines, tasking guidance from the Government is clear and unambiguous, contract personnel are qualified to perform the tasks, and potential personnel problems are pre-empted
Consulting and coordinating with the appropriate Government Senior Manager for problem resolution, task scheduling, new resource requirements, training needs, and task clarification
Establishing and implementing streamlined processes and procedures, enabling the Contractor to rapidly respond to surge requirements for increased contract personnel
Analyzing the technical and information needs from an operational and strategic perspective, and determining immediate and long-range personnel and equipment requirements
Oversight of the Work Breakdown Structure (WBS), Integrated Master Schedule (IMS), Jira boards, Confluence spaces, Microsoft SharePoint Program Management Information Systems (PMIS), and ServiceNow ticketing system
Stakeholder engagement with the TO Sponsor and CIMM C2E Cloud Service Providers (CSPs)
Maintaining the Monthly Contractor Status Report (MCSR) and Contract Data Requirement List (CDRL)
Updating the Program Management Plan and Task Order Strategic Plans
Ensuring uniformity of streamlined methodologies, including Standard Operating Procedures (SOPs), DevSecOps practices, and Cloud Capability Comparative Analysis (C3A)
Execution of CIMM CSP research activities
Programmatic execution meetings, including Program Management Reviews (PMRs) and Technical Exchange Meetings (TEMs)
Ensuring transparent solutions, driven environments in order to meet the Sponsor’s satisfaction goals and employee benefit
Being a multi-cloud evangelist and promoting new solutions and features to enhance cloud computing activities in the IC
Identifying tools and resources needed to enable repeatable and differentiated offerings, and capabilities in identified CIMM task areas
Utilizing logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems
Considering the relative costs and benefits of potential actions to choose the most appropriate one
Motivating, developing, and directing people
Monitoring and assessing performance of yourself, other individuals, and/or organizations to make improvements or take corrective action
Analyzing the technical and information needs of the organization from an operational and strategic perspective, and determining immediate and long-range personnel and equipment requirements
Qualifications
Required Qualifications:
Active TS/SCI with Polygraph
Bachelors degree
Experience with Program Estimation Review Techniques (PERTs)
4+ years of experience in project management
- Possess knowledge of business processes and technical environments, software tools, business policies, management, and monitoring utilities and procedures
Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources
Knowledge of principles and processes for providing customer services (This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction)
Knowledge of production processes, quality control, costs, and other techniques for maximizing the effective implementation of computing systems to meet mission needs
Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems
Excellent written and verbal communications skills
Strong organizational skills
Desired Qualifications:
Certifications and/or Operational experience with Amazon Web Services (AWS), Microsoft Azure, Google Cloud Platform (GCP), IBM Cloud, and/or Oracle Cloud Infrastructure (OCI)
Certification: Project Management Professional (PMP)
- Experience with data visualization and analytical tools
Strong analysis and quality assessment skills
