The Deputy Director of Real Estate (Permitting and Planning) represents and coordinates MBTA involvement in the planning and permitting processes for land and third-party development next to MBTA service locations and advocates for mitigation, service subsidies, and improvements or other enhancements such as bus lanes, shelters, access improvements, bike cages, etc. The Deputy Director engages with municipalities and developers to ensure early, meaningful engagement with developers and regulatory authorities, and engages internally with MBTA operating departments and the Office of Chief Engineer to identify appropriate mitigations that support the MBTA mission.
This position is responsible for building and maintaining a tracking system with reporting capacity of relevant planning processes and third-party municipal and Massachusetts Environmental Policy Act (MEPA) permitting filings for development projects proximate to MBTA, and for leading and coordinating the MBTA's responses through formal comments, participation in scoping sessions, hearings, and other public meetings.
- Track and report local and State permitting processes in MBTA communities to identify projects with potential impact.
- Represent and coordinate MBTA involvement in the permitting processes for third-party developments next to MBTA service locations and advocates for mitigation, service subsidies, and improvements or other enhancements such as bus lanes, shelters, access improvements, bike cages, etc.
- Attend scoping meetings, hearings, and other municipal proceedings, and provide oral and written comments.
- Ensure early, meaningful engagement with developers and regulatory authorities to exact appropriate mitigations that support the MBTA mission, and benefit future development.
- Collaborate with MBTA operating departments, Office of Chief Engineer, and Capital Delivery to identify and plan for potential facility or service improvements that might serve as mitigation or address issues posed by adjacent development.
- Lead and coordinate with MassDOT Office of Planning on MEPA submissions. Work with MBTA departments to coordinate what to study and identify best solutions to mitigate impacts.
- Draft formal comments for municipal permitting, MEPA processes, and draft Section 61 Findings.
- Participate in the MassDOT/MBTA Program for Mass Transportation and other planning initiatives.
- Real Estate Asset Management Support: internally to support MBTA operational needs, and externally to support private partners, and other public agencies.
- Provide development project teams with urban design insights related to opportunities for MBTA infrastructure improvement.
- Facilitate the introduction to developers of the MBTA review process and especially the MBTA Zone of Influence license procedures.
- Gather feedback and community sentiments concerning development projects located in proximity to the MBTA system.
- Attend frequent public meetings that often occur outside of 9 to 5 work hours throughout the region.
- Perform all other duties and projects that may be assigned.
- No direct reports.
- May supervise consultants and consulting contracts.
- Bachelor's degree from an accredited institution.
- Five (5) years' experience with environmental and development permitting process in state and municipal settings.
- Two (2) years' experience in supervision, management, and/or leading organization wide projects/programs.
- Knowledge of Real Estate finance, development, and Planning.
- Strong writing and public speaking ability is essential.
- Ability to write effective reports and business correspondence.
- Possess the means to commute throughout the region for work-related travel, whether by personal conveyance or public transit.
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
- An associate degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement.
- A master's degree in a related subject substitute for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
- Analytical financial and financial reporting experience.
- Local Real Estate market knowledge.
- Real Estate Project Management.
- Motor Vehicle Driver's License preferred to attend municipal meetings.
- Bachelor's or master's degree from an accredited institution in Urban Planning, Architecture, Real Estate, Environmental Policy, Construction Management, or related field.
