Salary Range: $77,339 - $124,516
Purpose of Classification:
The purpose of this classification is to assist the Director in the planning, directing and managing of staff and operations of the County's Enterprise Geographical Information System (GIS).
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Manages, directs and evaluates assigned staff; develops and oversees employee project schedules to ensure adequate coverage and control; compiles and reviews status reports; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to the GIS Director, County administrators, and elected officials; and assists with the revision of procedure manuals as appropriate.
Assists in the development of long- and short-term goals, plans, and objectives for the division; evaluates performance of current systems/programming in relation to growing needs of the County; evaluates system effectiveness and identifies needed changes, modifications and/or enhancements; makes recommendations; assists in developing and monitoring performance indicators; and tracks usage of GIS software deployment throughout the year.
Assists in developing and implements and monitors department work plan, policies and procedures; assists in formulating and developing work methods and practices, policies, standard operating procedures, training programs, etc.; implements innovative methodologies for GIS work processes; monitors GIS ticket requests; coordinates availability of online maps and applications for public consumption with GIS development team; monitors implementation of work processes, policies and procedures by staff; updates departmental guidelines as needed; and manages training programs.
Assists in managing and maintaining all GIS software licenses and hardware maintenance agreements; makes recommendations regarding integrating GIS with core business systems within the County; increases cloud applications; identifies and reduces unused software licenses; and makes recommendations regarding the upgrade of GIS hardware architecture.
Assists in preparing long-range capital improvement items; conducts needs assessments for Division and other County departments regarding GIS services; makes recommendations; assists in developing and implementing formal plans to update County GIS base map.
Assists in developing and implements a formal GIS training plan utilizing existing applications and functionality; conducts needs assessments for GIS as well as other County departments for services; expands and markets the GIS quarterly E-Newsletter; and develops and schedules training sessions for employees.
Assists in developing and implements division budget; projects expenditures and revenues; recommends staffing levels and outlays for client services; approves invoices; monitors expenditures to ensure compliance with approved budget; and prepares and submits budget documentation and reports.
Performs related administrative duties; receives and responds to requests for information from the public, County administrators and employees, elected officials, etc.; and distributes requests for digital GIS data to appropriate staff.
Serves as Director, GIS in absence of the same.
Minimum Qualifications:
Bachelor's degree in GIS, Geography, Information Technology, Engineering, or related field required; six years of progressively responsible experience in managing large enterprise GIS systems, with three years of management experience for a comparably sized organization or as a Deputy Director for a smaller organization; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license; and possession and maintenance of GIS Professional Certification (GISP) preferred.
