Job description

Job Summary

Directs, manages, administers, and develops strategy associated policies or practices for Tourism (Discover Shelby), Community Services, Grants Management departments and Economic Development Initiatives in coordination with county partners. Assists County Manager with Economic Development, Mental Health initiatives, and capital projects in developing strategy, creating and implements contracts associated with service providers and partners, conducting research, and manages projects that benefit our internal and external customers. Participates in meetings and on Board positions representing Shelby County and the County Manager. Position will assist in the development and management of policies, legislation and upon approval, responsible for the development and enforcement of all county policies or local legislation. Will assist with budget development and implementation of the budget(s) upon approval of the budget(s) by the Commission. Manages and develops capital improvement projects including public or private partnerships and the approval of the associated actions. Delivers public information (oral and written) on a regular basis, responds to public inquiries and performs public speaking to groups or special assemblies. The ability to collaborate effectively with elected officials, business partners, contractors and other department heads is critical to ensure tactical endeavors are aligned with overall County strategic goals. Work involves developing and directing County's operations strategy, working closely with department management to coordinate tactical elements, providing vision and leadership. Researches, prepares applications and manages grants that improve quality of life for our residents. Serves in the place of County Manager in his/her absence at Commission meetings, Board meetings, and other assigned situations.
Operations and Budget Management

  • Manages staff, strategy, implementation of priorities and services in Tourism, Community Services, Grants Programs departments and Economic Development initiatives.
  • Prepares contracts, documents, research briefs, and proposes policies to direct county operations in an efficient, safe, and customer service focused environment.
  • Assists the County Manager and Chief Financial Officer with budget preparation, forecasting, and presentation.
  • Performs the roles and responsibilities of the County Manager when he/she is not present.
  • Assists the County Manager with team leadership, problem solving, and communication to internal and external customers.
  • Assists with development and evaluation of capital projects
  • Selects, directs and supervises department heads for assuring consistent and responsive services for department assigned to manage.
  • Advise the County Manager and other key members of senior management on operational matters. Maintain continuous lines of communication throughout the enterprise, keeping the County Manager informed of all critical issues .
  • Improve administrative and operational processes across enterprise.
  • Contribute to the development of the County's strategic goals and objectives as well as
  • the overall management of the organization.
  • Promote a culture of high performance and continuous improvement with a commitment to quality and safety.
  • Establish and monitor staff performance and development goals, assign accountabilities, set objectives, establish priorities.
  • Provides recommendations to the County Manager and business partners and other county officials concerning matters pertinent to current and future operations.
  • Develops annual operating budgets and manages all budget practices and expenditures for assigned departments.
  • Serves on boards for nonprofits, governmental agencies, and/or committees.
  • Develops staff effectively through training, mentoring, support, assessment, evaluation and feedback to ensure future success with the organization.
  • Performs all duties in a safe and efficient manner.
  • Performs all other duties as assigned by supervision.

Economic development
  • Assesses economic opportunities for recommendations to the county commission
  • Participates in economic and workforce development committees including but not limited to 58 Inc, Birmingham Business Alliance (BBA), Regional Planning Commission of Greater Birmingham (RPCGB) and other local economic development boards
  • Assists with development of future commercial and industrial development opportunities
  • Assists county and municipalities with developing plans and sites for future development
  • Coordinates multiple state and federal programs to develop economic opportunities in Shelby County and assists with recommendations for investment
  • Works with rural communities to assist with coordinating funding sources for rural infrastructure planning and construction to assist with quality of life and development and economic development need
  • Works with USDA-NRCS and State soil and water conservation entities to assist rural communities

Community Services and Development
  • Manages and provides support to the Community Services Department and manager
  • Assists with developing strategy for community services, partnership development, and enhancing quality of life programs
  • Makes recommendations to County Manager for community enhancements and development of grant programs to assist community partners
  • Participates on committee to review park and recreation grants
  • Makes recommendations to County Manager for future park and recreational asset development
  • Assist County Manager to lead CDBG committee of municipal leaders
  • Assist with coordination of CDBG program and plan development, project coordination, and bid compliance for communities that need assistance

Tourism and Events
  • Manages and provides support to the Discover Shelby Tourism Department and manager
  • Assists with developing strategy for tourism, event recruitment, partnership development, and enhancing quality of life programs
  • Assists with development of strategies to enhance tourism, lodging tax generation, and asset development
  • Assists partners and municipalities with strategy for event, tourism amenity, and lodging recruitment

Grants Program
  • Manages and provides support to the Grants Department and manager
  • Assists with developing strategy for grants compliance, attainment, and support to outside agencies enhancing quality of life programs
  • Assists partners and municipalities with strategies to meet community, tourism, social, and other quality of life requests via federal, state, local, nonprofit, foundation, and other grants programs
  • Seeks new grants that will enhance quality of life and needs within the County.

Qualifications and Requirements

MINIMUM REQUIREMENTS


  • Bachelor's degree. Primary courses in management, finance, economic development, public administration, information systems, or related areas.
  • Five years of progressively responsible managerial experience with overall leadership responsibilities or equivalent departmental leadership position with varying operations or business units.
  • Demonstrated work product or service accomplishments must be departmental and/or organizational start-up or re-organization of principle policies and practices development with direct implementation successes.
  • High level of resourcefulness with effective written and oral communication skills as demonstrated through past work experience and interview.
  • Valid Driver's License.
  • Willing to work nonstandard hours, typically 50 plus hours per week, nights and weekends as needed.
  • Willing and able to travel freely as necessary.
  • Shelby County resident within 12 months of employment.
PREFERRED REQUIREMENTS
  • Five years experience of local government experience in a county, city, or related governmental or quasi-governmental management position in Alabama or governmental entity serving counties or cities in Alabama.
  • Masters Degree in Business related fields, Economic Development, or Public Administration

Physical Demands & Work Environment

PHYSICAL DEMANDS Work is primarily sedentary with required standing, walking, climbing, lifting, carrying, pushing, pulling and walking on varying terrain or equipment.
WORK ENVIRONMENT Work is performed inside and outside. Priority actions associated with inclement weather events or public safety providing direct assistance to citizens during inclement weather conditions and or emergency management activities.
