The candidate selected for the Deputy Department Manager (DDM) role will work in conjunction with the Jacobs Space Exploration Group (JSEG) Space SystemsDepartment Manager (DM) and DDMs to provide excellent support to the NASA customer.  Specific responsibilities will be to serve in a senior leadership role supporting the Telemetry, Electromagnetic Effects, and GN&C Branch  (ES31), Power and Electrical Integration Branch (ES32), EEE Parts Engineering, Analysis, and Packaging Branch (ES33), Avionics Design, Analysis and Test Branch (ES34), and the Flight Systems Integration & Test Branch (ES61). 

The DDM is responsible for the proactive management of assigned Task Orders and personnel to ensure effective accomplishment of Marshall Space Flight Center (MSFC) requirements as defined in the Engineering Services and Science Capability Augmentation (ESSCA) Performance Work Statement, plus any additional skills that may be required as the ESSCA contract matures. 

DDM Duties include but are not limited to managing the following:

  • Ensure the safety of personnel by encouraging Team Leads to be safety leaders and leading by example in our Beyond Zero culture.
  • Lead and develop a strong and high performing group of Team Leads to succeed in delighting the government customer and JSEG management.
  • Work in conjunction with the Department Manager in the development of Team Lead goals and objectives, and independently conduct Team Lead performance evaluations.
  • Oversee the support provided to the ES31, ES32, ES33, ES34 (ES30 Division) and ES61 (ES60 Division),  customers by the JS32, JS33, JS34, and JS35 JSEG teams.
  • Work with the Team Leads in assigning and balancing team skills across Task Orders to meet customer and JSEG management expectations. 
  • Collaborate with Team Leads to assign and develop lead personnel for each task order or subtask as appropriate.
  • Work with Team Leads to train and develop personnel through on-the-job training, strategic technical assignments, peer-to-peer training, classes, etc.
  • Forecast future resource/skills/development needs in collaboration with Department Management to efficiently manage and train the workforce to maximize flexibility and efficiency.
  • Oversee operations and identify and manage cost/technical/schedule risks to ensure accomplishment of Task Orders requirements and quality product delivery, ESSCA goals and objectives, and the JSEG annual business plan.

Support the Department Manager with the following Task Management duties:

  • Monitor and forecast Task Financial Performance, monitor/review/analyze financial variances
  • Monitor Task Order revision planning, including cost estimating 
  • Review Task Order revisions in JTOMS for accuracy and completeness
  • Monitor and facilitate Task Order deliverables
  • Approve task deliverables as required
  • Monitor task folder contents (Task Orders, TQPs, Deliverables, Customer Communications)
  • Review & Approval of TQPs
  • Oversee Team Lead creation of TOARs from the bi-weekly inputs. Review TOAR inputs and develop content for significant accomplishments and Areas of Emphasis for Operations Reviews.
  • Execute the approvals, processes, forms, etc., needed for Task Order operation such as: JAMIS change forms, travel pre-authorizations, expense reports, subcontractor SOWs, and material and equipment Order Requests and Purchase Orders
  • Support Department Management on hiring, personnel decisions, personnel issues
  • Implement JSEG programs and initiatives 
  • Ensure compliance of personnel to JSEG and NASA requirements
  • Provide recommendations for continuous improvement and champion the TIPI program

Provide support to ESSCA contract operations:

  • Ensure excellent customer relations and harmonious team dynamics and operations through excellent conflict resolution. 
  • Review mid-year and end-of-year presentations to customer at department and contract level.
  • Facilitate excellent coordination/communication/collaboration with other Deputies, Team Leads, JSEG management, CED management, Teammate Principals, ESSCA Technical Fellows, BFO and HR.
  • Support JSEG leadership communication, sharing, and development of best practices for MSFC and across ESSCA.
  • Actively work with JSEG and MSFC personnel to explore new work areas and develop new task scope.
  • Drive employee awareness and commitment to personal safety, mission success and client satisfaction.
  • Notify JSEG management and appropriate Teammate Principal of activities that could require disciplinary and/or safety actions.
  • Conduct special projects as assigned by the Department Manager or Office of the Program Manager.

Degree in Engineering or related discipline required.  Typically, educational requirements are the equivalent of a Ph.D., with a minimum 9 years of experience, Masters with at least 13 years of experience, or BS with at least 15 years of experience.

Outstanding technical and leadership qualifications are required. Excellent communication and interpersonal skills are required. Prior supervisory experience at the Team Lead level or equivalent is required.  Sound understanding of JSEG Performance Management System (JPMS) is required. Participation in contract wide committees or tiger teams is desirable. 

Essential Functions

Work Environment

Office environment. Requires ability to provide clear, concise, accurate and timely communication, both verbally and in writing (100%). Requires ability to interact professionally with co-workers, management, and client (100%). Requires travel in the domestic USA (<15%).

Physical Requirements

Requires sitting for extended periods of time in meetings with peers, management, and with our client at NASA facilities to discuss technical issues (10%). Also, requires sitting for extended periods of time at a desk to write reports and perform engineering tasks (80%). Requires ability to use stairs or elevators for access between floors and multiple buildings at NASA and Jacobs facilities (10%).

Equipment and Machines

Requires ability to operate a personal computer, a telephone, fax machine, copier, calculator, and other general office equipment (100%).

Attendance

Normal workday is from 7:30 a.m. through 4:30 p.m., Monday thru Friday. Minimal overtime may be required (10%) to meet schedule milestones and to support technical demands of the job. Regular attendance is a necessity and adequate arrangements for delegating duties during absences are required.

Other Essential Functions

The ability to work independently with minimal supervision, and to make rational decisions, and to exercise good judgment is essential (100%). Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.

Proof of U.S. Citizenship is required.
