Please note: Based on the compensation range we are advertising the starting salary offer will be determined based on the successful candidates' qualifications within the budgeted salary range of $133,740 - $150,000 annually. However, there is ability for longevity growth and progression in salary for the individual once employed.
What this job is about:
As the Deputy Chief Technology Officer, your primary focus will be overseeing the day-to-day technological operations and tactical implementation of One Washington's technical workstreams and deliverables.
Beyond that, you will have a diverse array of responsibilities ranging from ensuring the technical aspects of the One Washington enterprise resource planning (ERP) implementation are fortified, evaluating new and existing tools, and providing expertise and guidance around technology and methodologies that will benefit the overall One Washington program.

Gov. Jay Inslee has tasked this group with one of the largest and most transformative information technology projects in Washington state history. Duties
What you'll do:
  • Create and manage systems, processes and workflows to ensure all technical workstreams of the One Washington Workday ERP system implementation are aligned.
  • Oversee day-to-day technological operations and tactical implementation of the technical workstreams and deliverables to achieve operational efficacy.
  • Provide support and guidance to technical workstream and team leads and encourage employee engagement and team cohesion.
  • Ensure all technical staff assigned to the project receive adequate Workday ERP system training.
  • Select, hire, onboard and supervise technical employees within the One Washington technology team.
  • Lead by example and set standards for performance and quality expectations among the technical workstreams.
  • Set and enforce expectations for developing and maintaining documentation of technical specifications, processes and standards related to the Workday ERP system implementation.
  • Become a subject matter expert on all technical aspects of the Workday ERP system implementation.
  • Ensure compliance with all relevant Washington-state and OFM policies, processes, and standards.
  • Monitor progress against technical project plans and timelines to proactively take corrective action to ensure deliverables and milestones are completed timely.
  • Document and lead problem-solving of complex technical issues.

Qualifications
Required Qualifications:
  • Ten years of professional experience in overseeing or leading large and/or complex system implementations.
  • Bachelor's degree in computer science, information technology, or a closely allied field. Please note: Additional two years of relevant professional experience may substitute for the educational requirement.

Desired Qualifications:
  • Master's degree in computer science, information technology, or a closely allied field.
  • Experience with project management principles and methodologies.
  • A professional certification such as Project Management Professional (PMP) certification.
  • Governmental and/or public-sector experience in managing complex IT projects, such as:
    • Major system implementations, business transformations, and/or rollouts of cloud-based Software-as-a-Service (SaaS) systems.
    • Architect design, implementation, and administration of an enterprise environment that is built to serve a large number of customers.
  • Experience directly supervising or managing technical staff and working with other project resources in a matrixed environment.
  • Experience with enterprise resource planning (ERP) system implementations, especially with Workday.
  • Proficient in Microsoft Office Suite: Including Excel, Word, Visio, PowerPoint, and SharePoint.
  • Experience developing and maintaining system documentation regarding policies, procedures, guidelines etc. and enterprise network solutions documents including but not limited to MS Visio diagrams, technical configuration documents, reference manuals, project plans, and implementation plans.

    Insurance Benefits
    Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.
    Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

    Retirement and Deferred Compensation
    State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
    Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
    Social Security
    All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
    Public Service Loan Forgiveness
    If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
    Holidays
    Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
    Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
    Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
    Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
    Sick Leave
    Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
    Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
    Vacation (Annual Leave)
    Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
    Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
    Pay status includes hours worked, time on paid leave and paid holiday.
