Under executive direction, the purpose of the position is to perform highly responsible work assisting in the direction and overall management of the County's Corrections System consistent with all County and departmental policies and procedures, as well as, regulatory requirements applicable to the work. Employees in this classification function in a leadership capacity. Work is performed with independence and initiative under the general supervision of the Chief of Corrections. Performance is reviewed through observation, conferences, reports, and achievement of desired results.

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification.   • Assists the Chief in the planning, organization, and implementation of the Department's goals and objectives; coordinates and integrates all activities toward achievement of established goals and objectives.
  • Assists the Chief in the development, implementation, and control of the departmental budget; ensures all functions and programs under charge are performed within established budgetary parameters, including performing cost control activities, monitoring revenues and expenditures, and ensuring sound fiscal control; develops and monitors vendor contracts for compliance.
  • Assists in the direction of Corrections work in compliance with all laws, rules, and regulatory standards governing the operations of the detention/correctional facilities and programs, and the confinement, safety, health, and protection of criminal offenders; directs safeguarding of all Corrections staff, property, and facilities within the scope of responsibility.
  • Assists in the direction of formulation and delivery of training procedures and performs in-service training of Officers; enforcement of departmental rules, policies, and regulations; participates in the development and planning of emergency response, e.g., riots, fire.
  • Assists in the direction of a wide variety of detention/correctional activities, e.g., inspections, inmate classifications, fire safety, key control, perimeter security, and inmate visitor screening.
  • Attends, participates, and/or leads a variety of management, executive and administrative meetings to keep up with trends in probation issues, legislative changes, and safety concerns.
  • Ensures that laws and policies have been met for investigations involving accidents, deaths, contraband collection, and unusual incidents.
  • Prepares and maintains a variety of critical executive/administrative records and reports.
  • Performs duties as assigned/necessary which are related, or logical in assignment to the position.
Education:
  • Bachelor's Degree from an accredited institution in Criminal Justice, Public or Business Administration, Psychology, or a closely related field is preferred.
Experience:
  • Fifteen (15) years of progressively responsible correctional supervisor and administrative experience with at least five (5) years of management experience at the minimum level of Captain or equivalent in an adult prison, jail, or community corrections agency;
  • An equivalent combination of education, certification, training, and/or experience may be used to substitute degree or years;
  • Successful completion of a criminal justice command academy training (i.e., National Jail Leadership Command Academy, Florida Senior Leadership Program, Valencia Public Safety Leadership Program) or the ability to successfully complete a criminal justice command academy training. Must apply for training within twelve (12) months of appointment to the position.
  • Two (2) years of experience as a Certified Corrections Major or equivalent is preferred.
Required Certifications:
  • Must obtain Certified Jail Manager Certification or Certified Public Manager Certification within twelve (12) months.
  • Must possess and maintain current Florida State Corrections Certification or be able to obtain within 12 months of selection.
  • Must possess and maintain current CPR and First Aid Certifications or be able to obtain within 12 months of selection.

Miscellaneous:
  • Must possess and maintain a valid Florida Driver's License.
  • Must not have any discipline above a Written Reprimand in the last twelve (12) months.
  • Ability to effectively manage/direct a staff comprised of professional management personnel engaged in supervising/managing detention/correctional activities.
  • Ability to understand and follow written and oral instructions; ability to clearly communicate information both verbally and in writing.
  • Authoritative knowledge of correctional facility operations; skill in the use and operation of handguns, and other handheld weapons.
  • Considerable knowledge of dealing with and managing the signs and symptoms of mental health issues and substance abuse in a correctional facility environment.
  • Authoritative knowledge of adult inmate care, custody and control principles, practices, procedures, and systems; knowledge of law enforcement principles, procedures, techniques, and equipment.
  • Authoritative knowledge of pertinent federal, state, and local rules, regulations, ordinances, and other regulatory standards applicable to the work.
  • Skill in reading, analyzing, and interpreting professional periodicals and journals, technical procedures, and legal documentation.
  • Capable to work under stressful conditions; ability to analytically observe, and objectively and clearly report routine and non-routine, emergency and non-emergency activities; skill in safe First Aid methods, procedures and practices.
  • Skill in the principles and techniques of customer relations skills; ability to deal diplomatically with irate, violent, or frantic individuals; ability to react quickly and calmly in emergency situations.
  • Ability to work independently in an office and correctional environment; ability to prioritize work, organize and make sound judgments in inmate supervision; skill in analyzing and developing effective solutions; ability to investigate complaints.
  • Must be able to perform intermittent physically demanding work; must be able to sit, stand, walk or climb stairs for extended periods of time.
  • Skill in establishing and maintaining effective working relationships and communications with inmates, social service agencies, co-workers, County and department management, security and classification staff, members of the judiciary, elected officials and the general public.
  • Ability to operate basic office and communications equipment, e.g., radio, computer terminals, printers, copy machines, telephone systems, facsimile machines.

Physical Demand Requirements:
  • Physical Demand: Light
  • 20 pounds maximum lifting.
  • Frequent (up to 2/3 of the work time) lifting, carrying up to 10 lbs.
  • If less lifting involved will require significant walking/standing may be required.
  • If mostly sitting is involved will require push/pull on arm or leg controls.
  • Expressing or exchanging ideas by spoken word or perceiving sound by ear.
  • Good eyesight for production or safety of self and others.
  • Physical agility is required in kneeling, bending, stooping, and reaching.
  • Required to have clear vision at distances of 20 inches or less.
