Basic Eligibility For A Position With The NRO

Where You Will Work 
The National Reconnaissance Office (NRO) Office of Inspector General (OIG) Deputy Assistant Inspector General for Investigations (DAIGI) leads a team of Special Agents at NRO Westfields conducting criminal, civil, and administrative investigations involving NRO programs and operations. This is one of two DAIG positions in the OIG Investigations Division supervising the work of Investigators in the NRO OIG and reporting to the Assistant Inspector General for Investigations.
The DAIGI provides oversight of a broad range of investigative activities conducted in accordance with the IG Act of 1978, as amended, under the guidelines established by the Council of Inspectors General on Integrity and Efficiency (CIGIE). This includes criminal, civil, and administrative investigations regarding potential violations of regulations, executive orders, or federal laws by NRO personnel, contractors, or others involved with NRO programs. The NRO OIG Investigations Division operates in a dynamic environment involving multiple, competing priorities, some of which may require immediate action. The DAIGI coordinates priorities and assures the timely and efficient execution of all operational and administrative activities.

What You Will Be Doing    
As the Deputy Assistant Inspector General for Investigations, you will be responsible for the following duties:
  • Oversees day-to-day investigative operations conducted by one of two teams of Special Agents.
  • Provides advice and guidance to Special Agents in the performance of their duties, and assesses their strengths and developmental needs.
  • Reviews and edits reports, subpoenas, and other documents.
  • Reviews investigative casework to ensure compliance with CIGIE standards. 
  • Develops investigative action plans in response to complaints and inquiries received or initiated by the OIG.
  • Addresses budgetary and logistical requirements, to include specialized technical resources.
  • Tracks and reports statistics regarding investigative activities and results.
  • Coordinates information with internal and external parties.
  • Interacts with all levels of the NRO workforce (civilian, military, and contractor) as well as representatives of other Offices of Inspector General, Department of Justice, Federal Bureau of Investigations, Defense Criminal Investigative Service, other law enforcement agencies, corporate representatives, and the Congressional Oversight Committees.
  • Contributes to OIG goals as a member of the OIG management team.
  • Establishes and maintains effective interpersonal relationships with co-workers and stakeholders inside and outside of the NRO and promotes the exchange of diverse opinions and viewpoints. 
  • The DAIGI may also conduct high level, particularly sensitive investigations.
What You Need 
  • At least 12 years of investigative expertise, with knowledge of the criminal, civil, and administrative investigative process, including application of relevant statutes, policies, and procedures.
  • A Bachelor’s degree required in an appropriately related discipline.
  • Previous supervisory experience.
  • Strong ability to analyze information and recommend appropriate actions.
  • Strong writing and editing skills (the ability to write and edit clearly and precisely).
  • Impeccable integrity, discretion, and ability to work with very sensitive information.
  • Strong interpersonal skills with ability to lead personnel and activities in a team environment; must be able to deal effectively with people under a wide variety of conditions.
  • Strong oral communications skills to include the ability to provide effective briefings to senior management.
  • Ability to deal with a heavy workload and handle numerous matters simultaneously.
  • Ability to adjust work hours and personal schedule as necessary.
  • Ability to travel occasionally, both domestically and overseas, in support of investigative and other OIG requirements.
  • Certification from a federal or state law enforcement academy.
  • Familiarity with the National Reconnaissance Office and its relationship to the Intelligence Community and the Department of Defense, and/or familiarity with related Intelligence Community missions.
  • An understanding of the role and duties of an Inspector General.
  • Previous experience conducting procurement fraud investigations.
  • A background in any of the following: government procurement, information technology, finance, or supply chain risk management.
Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above.

Other Information
  • Overtime Statement:  MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Travel Statement:  MAY be required to travel in military or commercial aircraft to perform temporary duty assignments.
  • Financial Disclosure:  MAY be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Salary
2024 salary range for the Washington, DC area:
GG-14 $139,395 – $181,216. 
GG-15 $163,964 – $191,900. 
**This position is a Senior Level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position. To qualify for the position,federal government employees MUST currently at a minimum be at the GG – 14/15 grade level. Federal applicants who exceed the advertised grade may voluntarily request acceptance at the lower grade per IAW DoD 1400.25 Volume 2006.
Hiring Incentives
The NRO may offer hiring incentives and other entitlements at management’s discretion.
Trial Period
All new DCIPS employees will be required to serve a 2-year trial period.
