Description
Under limited supervision, supervise staff and perform highly responsible work in overseeing the City's building code program. The class is responsible for staff supervision, planning and managing building code enforcement operations, policy and procedures, evaluation, and administrative functions. Work involves overseeing the enforcement of Part I and II of the Virginia Uniform Statewide Building Code in the building, fire alarm and suppression, electrical, plumbing and mechanical areas for new construction, renovation, and modifications of existing structures. Work also involves leading a team of inspectors, plans examiners, and clerical workers; reviewing plans and specifications to issue permits for major new construction; approving legal proceedings against code violators; and representing the division before governmental and professional agencies, as well as the general public. Reports to the Building Official and acts as the Building Official in their absence.

Essential Job Functions
Oversees the administration governing minimum codes, construction standards and requirements of new and existing buildings, residential housing, electrical, mechanical and plumbing systems; ensures compliance of the same with the Virginia Uniform Statewide Building Code.
Directs and supervises activities of inspectors performing inspections of commercial construction, residential construction, as well as fire and life safety systems, electrical, mechanical and plumbing systems in the enforcement of State and national codes, standards, laws, etc.; directs and supervises the activities of clerical staff.
Performs administrative functions such as recording information, preparing budgets, controlling and reporting on expenditures, compiling reports, serving on or assisting committees or boards, and making presentations.
Oversees review of plans and specifications, the advising of citizens and building professionals on needed changes or corrections to meet codes, and the issuance of building permits and inspection certificates.
Reviews inspection activities and approves issuance of warrants or summons upon property owners in cases of code violations; oversees and participates in preparation of evidence and testimony for litigation against code violators; testifies in court, as necessary.
Researches and maintains currency in all applicable building codes; develops plans, policy and procedures; advises less experienced staff, other staff agencies, citizens, and professionals on building code requirements; recommends revisions to building codes as required.
Supervises staff including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and terminating or recommending termination.
Assists damage assessment leader for catastrophic events such as hurricanes, ice storms, tornadoes, etc.
Manages and directs operations by coordinating with supervisor, other staff agencies, professional groups, and business or civic groups; reviewing and scheduling work requirements, developing schedules, evaluating progress, and recording significant events and activities.
Manages computer data entry and retrieval; conducts plan reviews; recommends streets addresses and changes for the City as may be required to ensure life/safety.
Oversees or performs on-site inspections for difficult situations to ensure compliance with all applicable building codes; issues written warnings, citations, and violation notices.
Oversees the resolution of disputes over violations through counseling or negotiation with parties involved, coordination or negotiation with other agencies, and the initiation of other actions as required, including legal processes.
Attends and conducts staff or case meetings to exchange information; attends, or schedules others to attend classes or seminars to improve knowledge and skills.
Performs other related duties as required. Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
Required Qualifications
Bachelor's degree in civil engineering, architecture, a closely related field and a minimum of five years of directly related, full-time equivalent experience or any equivalent combination of education and experience which provides the required knowledge skills and abilities. Requires a valid driver's license.
Must possess certification as Certified Building Official within 18 months of employment.
Supplemental Information
Knowledge of modern building construction practices materials, and equipment and of the various stages of construction when potential violations and defects should be identified and corrected.
Knowledge of the principles, practices, methods and procedures of building, electrical, mechanical, plumbing and fire related systems.
Knowledge of State and local codes and laws, including the Virginia Uniform Statewide Building Code and the associated national codes; ICC , NFPA, etc. .
Knowledge of the legal aspects of administering the building code.
Knowledge of engineering principles as applied to the designing and construction of a broad range of building structures and facilities.
Knowledge of the principles of supervision, organization and administration.
Knowledge of the current literature, trends, and developments in the field of building inspection and code enforcement.
Knowledge of the geographical layout of the City.
Ability to read and interpret plans, and specifications accurately and make comparisons with construction in progress.
Ability to express ideas effectively orally and in writing. Is able to make effective oral and written presentations before large groups of people.
Ability to exercise independent judgment and initiative in applying standards to a variety of work situations.
Ability to exercise considerable tact and courtesy in frequent contact with property owners, developers, contractors, and the public. Is able to establish and maintain effective relationships as necessitated by work assignments.

Ability to read a variety of inspection reports, codes, policy manuals, guidelines, architectural drawings, diagrams, building plans, production reports, etc. Requires the ability to prepare budgets, correspondence, reports, evaluations, etc., using prescribed formats. Requires the ability to speak with poise, voice control and confidence.
Ability to apply principles of logical thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; deal with several abstract and concrete variables.

Physical Requirements:
Must be physically able to operate a variety of machinery including a computer, voltage tester, two-way radio, etc., as well as automated office machinery, including a computer, calculator, etc. Must be physically able to operate an automobile. Must be capable of pushing and pulling up to 50 lbs. of force occasionally and/ or 20 lbs. of force constantly and/ or a negligible amount of force constantly pounds of force frequently to lift, push, pull or otherwise move objects. Physical demands are for Light Work. Requires the ability coordinate hands and eyes rapidly and accurately in using office equipment and inspection tools. Requires the ability to handle a variety of items such as office equipment and inspection tools. Must have minimal levels of eye/hand/foot coordination. Requires the ability to differentiate between colors and shades of color. Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress. Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear.) Must be able to communicate via two-way radio.

Retirement
(Virginia Retirement System employer) for employees hired on or after 1/1/14 - Hybrid Members
Hybrid plan members contribute 4 percent of creditable compensation to the defined benefit plan and 1 percent to the defined contribution plan each month. Members may voluntarily contribute up to an additional 4 percent in 0.5 percent increments to the defined contribution plan each month. Members can increase or decrease their voluntary contributions on a quarterly basis. With the mandatory and voluntary contributions to the defined contribution component of the plan, members can contribute a maximum of 5 percent with a 3.5 percent match from the employer. Members invest in various investment options that best fit their needs.
Vested after 5 years in the defined benefit part of the plan. Vested in phases based on years in the Defined Contribution part of the Plan. Sick Leave
Part Time employees earn 4 hours per month Sick leave accrues at the end of the month and may be accrued with no ceiling.

All regular full time employees are granted 24 hours of personal leave each calendar year. Personal leave must be preapproved and is not cumulative.

Employer Sponsored Short Term and Long Term Disability
Provides disability coverage for employees work and non-work related disabilities. Work related disabilities are covered starting on day one (1). Non work related disabilities are covered starting on day eight (8), after you have been employed for one year.
Flexible Spending Accounts
Employees may participate in the Health Reimbursement, Dependent Care Reimbursement and Premium Reimbursement Accounts. All deductions are made on a pre-tax basis and will reduce your taxable income.
Life Insurance
The city pays the entire premium for life insurance coverage in the amount of 2 times annual salary for natural death and 4 times annual salary for accidental death.
Optional Life Insurance
Employees have the option of electing additional life insurance coverage in the amount of 1, 2, 3 or 4 times their annual salary. Employees may only purchase optional life insurance on spouses and children if they are enrolled in optional life insurance for themselves.
Family and Medical Leave Act (FMLA)
12 weeks of job protected leave for leaves approved in accordance with the Family Medical Leave Act. Employees receive continuation of health insurance, job protection and consideration for a comparable job when available, or an equivalent job, upon return to work.
Funeral Leave
24 hours of paid leave of absence in case of death in immediate family.
Holidays
Suffolk follows the Virginia State holiday calendar as set by the Governor of the Commonwealth of Virginia.
