Mission:

The mission of the Texas Department of Banking is to ensure Texas has a safe, sound, and competitive financial services system.

General Description:

Performs highly advanced (senior-level) managerial work and provides direction and guidance in strategic operations and planning for medium size state agency. Responsible for all fiscal functions, including accounting, budgeting, purchasing and procurement, risk management, building management, processing and approval of travel vouchers, preparation of payrolls, state property accounting, handling of cash receipts and disbursements, performance measures reporting, preparation of financial reports, business continuity planning, and all financial governmental and legislative reporting. Provides direction, guidance, and assistance to Administrative Services division staff. Works with minimal supervision and general direction of the Deputy Commissioner with extensive latitude for making decisions in accordance with agency policies and state laws.

This position has direct contact with all Department staff, Finance Commission of Texas members, other state agency personnel, and the public. 

Job Duties:

   Directs and supervises various fiscal functions including accounting, budgeting, purchasing, and procurement, building management, processing and approval of travel vouchers, preparation of payrolls, state property accounting, handling of cash receipts and disbursements, and preparation of internal and external financial reports.
   Ensures compliance with laws pertaining to the accounting, budgeting, purchasing, travel, payroll, fixed assets, and payable areas. 
   Directs the detailed reporting of expenditures and encumbrances made by the various operating units and directs the maintenance of the operating budget through centralized purchasing and disbursement.
   Plans, organizes, and directs programs to control the financing of agency operations.
   Formulates and revises agency policies regarding the use of operating funds. 
   Develops and implements methods for the control of cash receipts, deposits, and disbursements; the documentation of claims for payment; and the preparation and processing of payrolls.
   Audits and approves all operating and travel vouchers.  
   Reviews and approves all quarterly and annual federal and state disbursement and payroll reports, such as the 941, 940, W-2s, and 1099s.
   Prepares and/or directs the preparation of all required internal and external financial reports, such as monthly financial reports, the Annual Financial Report, and the annual agency budget.
   Prepares legislative fiscal notes.
   Reviews guidelines, procedures, rules and regulations and monitors compliance.
   Oversees the reconcilement of the internal reporting of fixed assets to the State Property Accounting System.
   Oversees the operations and maintenance of the internal accounting software (MIP and CAPPS).
   Directs the allocation of agency funds to agency operating programs.  
   Manages the Department's Risk Management and Safety Program.
   Acts as the continuity coordinator for the agency.
   Prepares budget estimates for Administrative Services.
   Serves as agency security coordinator and/or backup.
   Prepares data for legislative testimony and may attend or monitor legislative activities.
   Develops goals and objectives consistent with the agency's strategic plan.
   May represent the agency at meetings, hearings, conferences, and seminars.

   Performs other duties as assigned.

 

Minimum Qualification:

   Graduation from an accredited four-year college or university with major course work in accounting, business management, banking, finance, or a related field is required.  
   Eight (8) years of finance administration and fiscal accounting, including experience in State of Texas accounting, budgeting, reporting, property accounting, purchasing, and human resources.
   Three (3) years managerial/supervisory experience.  
   State of Texas online accounting systems mastery or work experience (CAPPS Financials and HR/Payroll, and USAS).

Preferred Qualifications:

   Certification as a Certified Government Financial Manager.
   Certification as a Certified Public Accountant.
   Certification as a Level 1 Professional Continuity Practitioner.
   Certification as a Certified Texas Contract Manager.
   Certification as s Certified Texas Contract Developer.

Knowledge, Skills, and Abilities:

   Extensive knowledge of finance administration, budget control, and fiscal accounting.
   Knowledge of the Uniform Statewide Accounting System (USAS), Uniform Statewide Payroll System (USPS), State Property Accounting (SPA), CAPPS - Financials and HR/Payroll.
   Extensive knowledge of governmental accounting, budget control methods, policies and procedures and laws and regulations pertaining to fiscal operations. 
   Thorough knowledge of state laws pertaining to public funds and governmental finance. 
   Thorough knowledge of business continuity planning.
   Skill in establishing plans and setting objectives.
   Proficient in operating personal computers using word processing and spreadsheet software such as Word and Excel.  
   Ability to direct and supervise others, to direct complex accounting programs, to budget funds, to set up accounting systems, to understand and interpret laws and regulations and to interpret and apply complex accounting theory.
   Above average skills in written and verbal communications

This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. It requires extensive computer, copiers, printers, telephone, and client/customer contact. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual, speech and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers.

   Frequent sitting.
   Frequent work under stress, as a team member, and in direct contact with others.
   Travel with less than 10% with possible overnight stays.
