ABOUT LOS ANGELES COUNTY DEPARTMENT OF HEALTH SERVICES:The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation. Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty. In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings to supportive housing.

DEFINITION:
Coordinates activities in connection with the planning, development, and execution of an extensive and on-going major building construction and alteration program and with master planning for long range facilities development for a large County department or institution.
Essential Job Functions
Inspects or supervises the inspection of capital projects and other building or alteration projects during and after construction to ensure compliance with department's needs; evaluates proposed changes and makes recommendations.
Approves plans and specifications prior to the start of construction, having ascertained that they are in conformity with the expressed needs of the department and in accordance with standards imposed by local, State or Federal agencies which participate financially.
Prepares or supervises the preparation of drawings, specifications, and estimates for building alterations and equipment installations which are to be carried out by County building craftsmen.
Performs plan reviews, makes and coordinates required revisions on capital projects that are in AUTOCAD Format.
Determines or supervises the determination of space needs in terms of anticipated operational requirements, making projections and recommendations for intermediate and long range building expansion or alteration programs.
Coordinates capital projects and other building or alteration projects, and represents the department's interests in contacts with the Chief Administrative Office, the Department of Real Estate Management, city, State and Federal officials, community planning agencies, County and contract architects and engineers, contractors, lessors, equipment manufacturers, and personnel of involved agencies.
Confers with administrative and operating personnel regarding function, scope, and operational requirements of proposed buildings, or in connection with alteration requests in existing buildings, and gathers other pertinent information regarding space utilization needed to prepare program statements, justifications, and space layouts.
Conducts surveys and makes recommendations as to site requirements for new facilities and the suitability of available buildings or sites.
Prepares or supervises the preparation of requests for proposed capital projects and other construction or alteration projects, including leased properties.
Prepares or supervises the preparation of specifications for purchase of building equipment and evaluates bids received.
Makes preliminary cost estimates for major construction projects and ascertains that projects are kept within budgetary limitations; approves change orders for additional work.
Prepares or supervises the preparation of applications to agencies which may participate financially in building projects and provides those agencies with technical or such other information and periodic reports as may be required.
Directs the development and maintenance of master land use and facilities plans as needed.
Supervises a staff which participates in facilities planning and related services as needed.
Represents special fund agencies to negotiate and recommend contract architects' fees and architectural services agreements and related documents outlining scope of projects and budget, which are submitted for approval to the Board of Supervisors as needed.
Expedites and coordinates delivery and installation of building equipment and ascertains that deficiencies are corrected during the warranty period.
Coordinates building and equipment maintenance, telephone moving, and miscellaneous related services incidental to primary responsibilities.
Requirements
MINIMUM REQUIREMENTS:
OPTION I - Two (2) years of experience as a Departmental Facilities Planner I*.
OPTION II - A Bachelor's degree** from an accredited college or university -AND- Four (4) years of experience at the Architectural Associate*** level in connection with the planning, development, design or coordination of major architectural building and alteration projects.
OPTION III - A Bachelor's degree** from an accredited college or university -AND- Four (4) years in a responsible staff**** capacity analyzing and making recommendations for the solution of problems of major building projects*****.
One (1) additional year of the required experience may be substituted for each year of college for Options II and III******.
DESIRABLE QUALIFICATIONS:
Additional credit will be given to applicants who possess the following:
Experience in Health Care Access and Information (HCAI)*******
Certificate of membership from one of the following:
  1. American Institute of Healthcare and Hospital Management
  2. American Institute of Architects
  3. American Society of Interior Designers
Any additional experience in excess of the Selection Requirement for the qualifying option.
LICENSE:A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS II - Light:Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping, or squatting. Considerable walking may be involved.
SPECIAL REQUIREMENT INFORMATION:
*To qualify under Option I, applicants must have County status in this class, as evidenced by holding or having held such payroll title.

***Experience at the level of Architectural Associate in the County of Los Angeles is defined as functioning as a job captain providing technical direction to architectural design drafting personnel; coordinates and prepares master plans, schematic, preliminary and complete working drawings for large or complex projects.
Large or complex projects refers to projects that require more years of design experience and planning that are $10M or more in construction value. Major projects are defined as larger projects in value in excess of $10M, preparing concept and programming documents, coordinating with other Countywide Departments, larger tenant improvements and/or leased spaces to include major renovations/space enhancements.
****Responsible staff capacity in the County of Los Angeles is defined as: Experience at the journey-level requiring working knowledge of rules, regulations, and other guidelines relating to program area assigned. Journey-level experience is defined as possessing the required knowledge, skills, and training to perform a full-range and diversity of work independently and reliably. Positions at this level operate with fairly significant freedom from day-to-day supervision and need little or no guidance on such matters as selecting appropriate problem-solving methods and techniques, locating appropriate regulations, or applying proper procedures to carry out work.
*****Major building projects are defined as commercial buildings, office buildings, public buildings or large architectural buildings with 25,000 square feet or more of Gross Floor Space.
******To qualify under Option II or III without a Bachelor's degree, applicants will need at minimum, eight (8) years of the required experience.
*******Health Care Access and Information (HCAI)is defined as Monitors the construction, renovation, and seismic safety of hospitals and skilled nursing facilities and provides loan insurance to assist the capital needs of California's not-for-profit healthcare facilities.
Accreditation Information: Accredited institutions are those listed in the publications of regional, national, or international accrediting agencies which are accepted by the Department of Human Resources. Publications such as American Universities and Colleges and International Handbook of Universities are acceptable references. Also acceptable, if appropriate, are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services or the Association of International Credential Evaluators, Inc. (AICE).
Additional Information
EXAMINATION CONTENT:
An evaluation of your education, training and experience based on application information and desirable qualifications weighted 100%.
Candidates must achieve a passing score of 70% or higher on this examination in order to be added to the eligible register for this examination.
ELIGIBILITY INFORMATION:
Applications will be processed on an "as-received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.
The names of candidates receiving a passing score in the examination will be added to the eligible register and will appear in the order of their score group for a period of twelve (12) months following the date of promulgation.
No person may compete in this examination more than once every twelve (12) months.
SPECIAL INFORMATION
AVAILABLE SHIFT:
Appointees may be required to work any shift, including evenings, nights, weekends, and holidays.
