Application Data Analyst

DHHS, Data Systems & Evaluations

The Utah Department of Health & Human Services is seeking a skilled and motivated individual to join the DHHS Office of Research & Evaluation team as a Application Data Analyst to Analyze, Visualize & Report (AVR) data insights to maximize the effectiveness of public health and human services programs.

The ideal candidate will be responsible for developing and implementing ETL/ELT processes and data pipelines, as well as creating dashboards, reports, and automated jobs using a variety of technical skills and tools to advance data-driven decision-making. The incumbent will develop use cases, craft business processes, create information security documents, perform workflow analysis, and manage resources & contracts.

Additionally, they will be involved in training and providing support to system users, as well as representing the information system(s) at informatics meetings. The position requires specialized expertise in health informatics, data analysis, and a comprehensive understanding of legal, technical, and security requirements for information systems, specifically in the public health and human services sector.

The Application Data Analyst will work with vendors and the Division of Technology Services (DTS) to plan and oversee the maintenance of secure health and human services information system(s). The position may functionally supervise staff.

Preferences:

  • Knowledge of BI tools (Power BI, Cognos, Tableau, RShiny, etc.).

  • Knowledge of analytical applications (R, SAS, etc.) and programming languages (Python, Javascript, etc.).

  • Knowledge of ETL processes, principles, and tools and SQL processes to build & debug reports.

  • Functions as an expert resource for epidemiologists, public health specialists, and surveillance coordinators, assisting as appropriate to build and maintain efficient, relevant, and value-added data retrieval and reporting processes.

  • Performs detailed analytics by gathering, interpreting, cleansing, and organizing large and complex data sets to inform program effectiveness and efficiency; Converts data into reports, visualizations, dashboards and presentations that will be meaningful to stakeholders.

  • Provides and maintains expertise in SQL data query, statistical analysis, and quality analysis to meet functional requirements of the program.

  • Utilizes technical skills in Python, JavaScript, and other relevant languages to develop, implement, and optimize data pipelines and ETL processes to ensure efficient data flow and integrity.

  • Works with the Division of Technology Services to develop automated routines for report generation.

  • Documents best-practice processes, workflows and lessons learned.

  • Manages resources and contracts for information system(s).

  • Acts as a resource to provide information or determine the most effective way of meeting the informatics needs of management, staff, clients or customers.

  • Responsible for ensuring compliance with information security requirements for the information system(s) under their purview.

  • Provides technical assistance and/or training to system users and supervisors.

  • Monitors and evaluates manual & electronic operations, processes and practices for quality and effectiveness, and makes recommendations for improvement.

  • Highly proficient with database concepts and querying relational databases (Oracle, SQL Server, etc.).

  • Strong knowledge and experience with ETL processes, principles, and tools and SQL processes to build & debug reports.

  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information quickly.

  • Ability to represent relevant information in abstract models; Critical thinking skills and attention to detail.

  • Demonstrated effective communication and interpersonal skills; Strong experience delivering analytics and visualizations to technical, non-technical, and leadership teams that influence and support business strategy.

  • Advanced knowledge of data management systems, practices and standards.

  • Familiarity with cloud platforms (e.g., AWS, Azure, GCP).

  • Knowledge of BI tools (Power BI, Cognos, Tableau, RShiny, etc.) strongly preferred.

  • Knowledge of analytical applications (R, SAS, etc.) and programming languages (Python, JavaScript, etc.) strongly preferred.

  • Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.

  • Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.

  • Proficiency in the principles and processes associated with offering customer services, including customer needs assessment, data quality assurance, security & compliance, scalability & performance, training & support, and evaluation of customer satisfaction.

  • Risks found in typical office settings which are adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Typically, the employee may sit comfortably to perform the work; however there may be some walking, standing, bending, carrying light items, driving an automobile, etc. Special physical demands are not required to perform the work.
  • This position is currently a hybrid of both in-office and remote work days. Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason.
