The Georgia Department of Community Health (DCH) is one of Georgia's four health agencies serving the state's growing population of over 10 million people. DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians.

Six enterprise offices support the work of the agency's three program divisions. DCH employees are based in Atlanta, Cordele and across the state.

DCH is currently seeking qualified applicants for the position of Database and Business Analyst Supervisor with the Healthcare Facility Regulation Division, Operations Unit. This is a hybrid position that requires in-office and remote work with the approval of your supervisor. Your days of frequency in the office can change at any time during your employment based on the business needs of the organization.
This position reviews and analyzes business processes, procedures, systems, and performance of core function activities of the Healthcare Facilities Regulation Division. This position also interprets results using various techniques, from simple data aggregation via statistical analysis to complex data mining independently. This is a supervisory position that supervises and provides orientation, training, and task guidance for team members. It also provides strategic analysis and is the backup for all executive IT functions.
Job Responsibilities
Under broad supervision, this position performs complex administrative duties and statistical, financial, or operational data analysis and reporting in support of management decision making in functional areas. This position identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of operations. This position must partner with other departments, divisions, outside agencies, and vendors to address business issues. This position exercises various latitudes of independent judgment. This position may administer or provide high level support for various projects, grants, contracts, implementation of procedures, and/or any specialized functions. Additionally, this position performs the following job duties but not limited to:
  • Diagnoses problems related to operational processes; assesses and recommends solutions to the management team in response to changing business needs and program design.
  • Supports the Division in managing, maintaining, and ensuring the accuracy of all program data and producing reports, visualizations, and/or presentations that drive policy and program development.
  • Coordinates with IT staff and software vendors as necessary to implement new software solutions. This includes migrating to new platforms and cloud based solutions.
  • Maintains programming access to the database for data analyses and creating dashboards and provides technical support for information systems used by the Division staff.
  • Coordinates with colleagues to expand their capacity in using data to monitor and improve their respective programs.
  • Develop queries to extract and manipulate data, working knowledge of software tools such as Java, SQL, Oracle, and Power Bi and databases for data analysis and reporting. Reporting is both periodically and in real time dashboards.
  • Works collaboratively with management in reviewing trends and analyzing performance metrics. Presents findings and develops analytical reports and graphs.
  • Ensures that the agency's business plan and costs are kept in line with agency priorities.
  • Supervises and plans work assignments of assigned staff. This unit covers equipment management, IT support, training of new hires on ASPEN Central Office (ACO), as well as access to IT. This position works with internal and external organizations for access to data.
  • Provide back up for the operations unit for purchasing, IT, and contracts.
  • Performs job responsibilities with minimal supervision.

Minimum Qualifications
Bachelor's degree in business or related field from an accredited college or university AND Six years of experience related to area of assignment.
Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
Preferred Qualifications:
Preference will be given to candidates, who in addition to meeting the qualifications listed above, possess the following:
  • Experience with ASPEN, Laserfiche, SQL, and Oracle.
  • Experience extracting data into and/or converting databases to SQL and designing and implementing reporting dashboards.
  • Recent experience as a database programmer.
