This position is part of the South Carolina Department of Health and Environmental Control's (Division/Bureau). The work performed supports DHEC's mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Public Health created by Senate Bill 399 which provides for the creation of the Department of Public Health to assume the public health-related functions of DHEC.
- Work as a lead analyst to implement, maintain and provide technical support for Public Health specific applications as assigned. Assists in the management of system development activities defined by an agency's System Development Life Cycle. Ensure systems integrate seamlessly with agency Electronic Document Management System (EDM) and Geographic Information Systems (GIS). Adheres to Information Technology application development standards.
- Develops technical documentation (designs, specifications, processes, workflows) and communications. Assists with simulations or recreations of user problems to resolve operating difficulties and identify problems. Assists in creating and executing procedures that ensure that all systems, products and services meet agency standards and end-user requirements.
- Assists with analyzing current processes and procedures to create future configurations which lead to gains in efficiency and cost savings. Assists in the identification of test scenarios and their execution to ensure proper system operation and freedom from defects.
- Prepares flowcharts, block diagrams, and other documentation to illustrate programs and procedures. Prepares user documentation including user manuals. Provide appropriate administrative documentation/project communication.
- Bachelor's Degree and 1 year or associate degree and 3 years of applicable software development and modification experience.
- Experience with Descriptive Statistics, PowerBI, SAS, Tableau, GIS
