This position will have hybrid workplace options available but will still be required to report to the listed address at the discretion of the supervisor and based on business need.

Description of Job

The Work Unit:
The Quality Assurance, Data & Reports Sector exists to provide technical support and research capabilities for the Air Pollution Control Division (APCD) in the context of the State ambient air quality monitoring network, local and private corporation air monitoring sites, and special studies. The sector provides quality assurance and quality control for gaseous and particulate air monitors, as well as meteorological sensors. The sector collects, verifies, analyzes and writes reports from air quality data and distributes it to other government agencies and the public. The sector evaluates the air monitoring network and develops, screens and implements new air monitoring technologies and methodologies. The sector also reviews, analyzes and approves air monitoring plans and data reports generated by external agencies, private corporations and other entities. 
   
What you will be doing
The purpose of this position is to function as a Work Lead scientist that leads the Data & Reports Unit staff. This position provides Work Lead oversight to four professional FTE. This position ensures that the services and products delivered by the staff are of superior quality, timely, and contribute to the Data & Reports Unit work plan elements or as directed by senior management. This position independently performs data analysis, data visualization, hypothesis testing, and reporting of scientific findings using the application of theory and scientific principles in support of air quality research projects and federal and state grant deliverables. This position functions as a Work Lead scientist working as an integral member of the QA/Data analyst group that applies the scientific method, theory, and principles in the development and implementation of air quality research projects. Research project support can include the design of the research project elements and the acquisition, validation, statistical analysis, and reporting of air quality data. Also included are 1) development and implementation of database applications, dashboards, visualizations and other data products; 2) planning, organizing, writing, reviewing and publishing of technical documents; 3) performance of ad hoc statistical analyses and reporting of air quality data as needed; 4) management of Data & Reports Unit resources; 5) provision of technical support to the other TSP monitoring groups; 6) analyzing, reviewing and approving air monitoring plans and data reports generated by external agencies, private corporations and other entities; 7) provision of training and guidance on any and all of the above mentioned duties to new and existing staff members. 
 
Job Duties:
Data Product and Reports Work Lead

  • Assign work, monitor workflow and progress to verify quality and quantity of services and products meets standards, timeliness, and contributes to accomplishing the unit’s work plan objectives.  
  • Implement methods, procedures, and processes to improve workflow and productivity.  
  • Monitor employee performance, provide feedback and coaching to staff on work and projects, and contribute to each assigned employee’s performance plans and evaluations.  
  • Provide guidance to staff to staff assignments and projects, monitor status of project progress.
  • Establish work schedules.  
  • Approve time cards for hours worked and leave requests for paid time off in the automated system.
  • Review attendance, workplace behavior, communication, and competencies with employees on a regular basis.
  • Identify training needs to communicate to the supervisor and provide training as needed.
Data Product Development Oversight
  • Conceptualize, create, and enhance innovative solutions, tools, or applications leveraging data to address specific challenges or meet strategic objectives within air pollution control.
  • Utilize large-scale air quality datasets and analytical tools to identify patterns, trends, and sources of air pollution.
  • Drive the creation and optimization of algorithms that predict air quality, emission patterns, or identify areas requiring targeted interventions.
  • Oversee the integration of real-time air quality data from emerging technologies (low-cost sensors, remote sensing, etc.) to improve monitoring systems.
Database Development, Data Handling, and Documentation  
  • This position involves the strategic planning, construction, maintenance, and management of comprehensive databases housing crucial air quality data. This includes the meticulous handling of data, development of efficient data management systems, and thorough documentation practices within the context of air pollution control.
  • Implement quality control procedures to validate the accuracy, completeness, and consistency of air quality data stored in the databases. Perform regular checks and audits to maintain data integrity.
  • Collaborate with stakeholders to understand their data needs and provide training and support on database access, usage, and best practices.
  • Establish comprehensive documentation standards, including data dictionaries, metadata, and protocols for data handling and storage.
  • Ensures databases comply with data protection regulations and implements security measures to safeguard sensitive information.
Monitoring Plan and Data Report Review  
  • Oversee the analysis, review and approval of air monitoring plans and data reports generated internally and by external agencies, private corporations and other entities. By ensuring the accuracy and compliance of air quality monitoring plans and data reports, this role plays a crucial part in providing reliable information essential for informed decision-making, regulatory compliance, and public awareness initiatives in mitigating air pollution.
Other Duties as Assigned
  • Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.   

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS: Education and Experience:

Bachelor's degree from an accredited institution in computer science, data analytics, environmental science/engineering or a closely-related field.
AND
Four (4) years of experience in computer science, data analytics, environmental science/engineering or a closely-related field.
Substitutions:
Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
Additional appropriate education will substitute for the required experience on a year-for-year basis.
 
PREFERRED QUALIFICATIONS
In addition to the minimum requirements, the successful candidate in this position will have the following experience:  
  • Experience in the development and implementation of database applications, dashboards, visualizations and other data products                          
  • Experience planning, organizing, writing, reviewing and publishing of technical documents
  • Ability to perform data analysis and design data visualizations in programming languages such as R and Python                
  • Ability to use relational databases and data management systems like Microsoft SQL  
  • Experience with the analysis, visualization, and reporting of large data sets                   
  • Excellent organizational skills; the ability to set, track, and accomplish priorities, goals, and timetables                 
  • Experience using Google Workspace applications and associated programming languages (e.g., Google Apps Script)                        
  • Knowledge and experience providing data systems oversight and providing leadership in promoting new data system technologies
