Position Overview:
Under the supervision of the DevOPS Manager of the Operation and Technology Services Office, the Data Engineer is responsible for building and maintaining data pipelines at Harris County Public Health. The Data Engineer will work with a Senior Data Engineer to develop data models and assist maintaining a data warehouse that support efficient data analysis and reporting.
Duties & Responsibilities:

• Assemble large, complex sets of data that meet non-functional and functional business requirements.
• Develops and maintains data pipelines and data models that will support data analysis and reporting needs.
• Develop views for analytic and reporting consumption and implement best practices to secure protected data.
• Identify, design and implement internal process improvements including re-designing infrastructure for greater scalability, optimizing data delivery, and automating manual processes.
• Work with stakeholders including analytic teams across Harris County Public Health and provide them with efficient and relevant datasets as well as assist with data-related technical issues.
• Attend project meetings and report status, risks, milestones to manager.
• Other duties as assigned include special tasks involved in responding to an emergency event.

Requirements
Education:

• Bachelor's degree in computer science, information systems or a related field.

Experience:

• Three (3) years of experience with Stored Procedures, advanced query functions like Common Table Expressions, Pivots, etc., and other advanced RDBMS tasks.
• Two (2) years of experience with SSIS.
• Two (2) years of experience practicing agile principles.
• One (1) year of working with HIPAA-protected data.

• Ability to conduct research, identify and understand data, and translate data into information for decision making and recommendations.

General Information
Position Type, and Typical Hours of Work:

• This is a Grant-Funded | Full-Time position
• Typical schedule is Monday through Friday: 08:00 am to 05:00 pm
• May require periodic overnight travel and long hours/overtime during emergencies/disasters
• Hours may vary based on the business needs of the department or task requirements.

Work Environment:

• Work environment is typically in an office environment but may require infrequent travel and interaction with the community at public events.

Physical Demands:

• This is a largely sedentary role; however, some duties would require the ability to lift up to 20 pounds and bending & standing for periods at a time.
