The Data Analysis Section (DAS) creates analytical work products using Medicaid claims data as well as other data sets. DAS analytic products support internal policy-making decisions, budget requests, fiscal notes, performance measurement, and program improvement. DAS creates external reports for mandatory State and Federal requirements, data for audits by regulatory agencies and other external purposes such as research partnerships. DAS' work enables the performance and improvement of vital business functions by analyzing trends in Medicaid utilization and expenditures.
We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from fully remote, hybrid, to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage.
Description of Job
What you'll be doing:
The position utilizes business intelligence software such as COGNOS or TOAD for Data Analysts to write complex queries to extract data from relational databases. The position writes complex coding to manipulate data to answer very specific questions about the Colorado Medicaid program. The position summarizes the data into understandable reports and communicates findings to internal and external customers. The position performs work for any unit within the Department but will be specifically using HCPF Office of Community Living (OCL) and Case Management data to support the Colorado Choice Transitions (CCT) or successor programs. Along with developing expertise in OCL data the cross trains in other areas of DAS' work to meet business need. This position specializes in data found in multiple systems, some of which are not widely accessible to other positions.
Duties include, but are not limited to:
•Develops and completes a range of analyses and reports using inferential statistical measures commonly used in the field.
•Interprets results of these analyses, provides explanation for variances or unexpected results, and offers recommendations based on the analyses.
•Consults on statistical sampling techniques, database alternatives, organizing and conducting analyses of operations or research activities, and offers interpretations of analytical findings understandable to non-data staff. Statistical projects include estimates, projections, frequencies, distributions, correlations, regressions, and other measurements of collected data. Reports include summaries, conclusions, assumptions, and recommendations based on judgement and inferential techniques.
•Offers insights and recommendations to program staff based on a general understanding of Medicaid programs. Work typically includes modifying computerized statistical packages that compile or manipulate data, and the application of the packages to such data.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:
Education and Experience:

Bachelor's degree from an accredited institution in Mathematics, Statistics, Economics, Social Science quantitative study, or a closely related field
AND
Two years of professional experience in professional statistical analysis experience.
Substitutions:
  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
  • A combination of work experience in the occupational field or specialized subject area of the work assigned to the job, which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree.
  • A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment may be substituted for the bachelor's degree and at the agency's discretion, one or two years of general experience respectively. Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

Preferred Qualifications & Special Qualifications:
  • Experience querying large databases using SQL
  • Experience using statistical methods to analyze data and evaluate program impact
  • Experience with creative and innovative data visualization, preferably in Tableau
  • Healthcare data experience

DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
CONDITIONS OF EMPLOYMENT
  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
  • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
  • This is a term-limited position with funding through June 30, 2027 . Successful candidates will sign a Waiver of Retention Rights and normal personnel rules regarding retention will not apply.

Appeal Rights:
