Youth and young adults who access Crosswalk services have a long history of inequities and disparities; including but not limited to homelessness, economic instability, high rates of chronic health and mental health conditions, traumatic events, lack of social support, etc. Crosswalk Clients, typically, have developed numerous skills that have helped them survive and meet their needs, while facing homelessness.

The primary objective of the Shelter Supervisor role is to ensure seamless day-to-day operations of Crosswalk in accordance with Washington Administrative Code (WAC's). This role is also responsible for overseeing all Crosswalk staff, including shelter staff, and GED Instructor. In addition, the Shelter Supervisor is tasked with conducting program training and managing key meetings across Crosswalk - all while embodying the culture and values of the agency.

The Crosswalk Shelter Supervisor must be growth oriented, proactive in servant leadership, and must think strategically to frame and find solutions to the most demanding day-to-day challenges. This role is responsible for maintaining compliance with program licensing and managing key meetings within Crosswalk - all while embodying the culture and values of the agency.

Position Type and Expected Hours of Work:

This is a full-time position; 40 work hours per week minimum. Schedule is based on rotating shifts, and core work hours usually fall between 9:00am and 9:00pm. Schedules may vary and occasionally require working long hours, weekends, evenings, overnight hours, and holidays. Additionally, this position requires being on-call on a rotating schedule.

Essential Duties and Responsibilities:

The essential functions of the position include, but are not limited to the following:

  • Recruit, interview, hire, onboard, train, develop, evaluate, and discipline all Crosswalk staff in accordance with VOA policies and procedures.
  • Oversee all training of new Crosswalk staff on VOA agency and program policies and procedures, DCYF Licensing requirements, and other program and agency requirements.
  • Directly supervise all Crosswalk staff; Develop and maintain appropriate staffing and schedules for Crosswalk.
  • Conduct employee check-ins and hold regular one-on-one/professional development meetings with all immediate supervisees.
  • Oversee regular team meetings for Crosswalk staff.
  • Stay knowledgeable and up-to-date with contract, funding, licensing, and all other compliance requirements pertaining to Crosswalk.
  • Maintain Crosswalk's compliance with all contract, funding, and licensing requirements.
  • Prepare and submit the Department of Children, Youth, and Families (DCYF) Quarterly Reports pertaining to Crosswalk by scheduled deadlines.
  • Oversee the maintenance of the client files as prescribed by funding and the DCYF requirements.
  • Review intakes immediately the next day or within 48 hours if intake falls on the weekend.
  • Ensure that parent or legal guardian information is provided, and that permissions to utilize overnight services exist. If parent or legal guardian permissions do not exist, ensure that Child Protective Services (CPS) are contacted immediately to report unaccompanied.
  • Make necessary notifications when required to CPS, Parents/Legal Guardians, Law Enforcement, Management, etc. 
  • Provide referral assistance and crisis intervention.
  • Inform Program Manager or designee of any incidents that are unusual, and/or any incidents when the police, fire department, and/or other emergency services are called.
  • Document and bill for Foundational Community Support (FCS) and other billable services. 
  • Ensure that VOA agency and Crosswalk program requirements for billable client services are met each month.
  • Ensure compliance with the case notes requirements and guidelines for documentation for all billable services.
  • Develop and maintain knowledge of resources available for youth in the area and how to access them.
  • Respect and value all clients, regardless of circumstance, behavior, or need.
  • Utilize Motivational Interviewing, Positive Youth Development, Harm Reduction, and Trauma Informed Care.
  • Maintain appropriate boundaries with clients and employers according to VOA agency and Crosswalk program policies.
  • Develop and maintain knowledge of resources available for youth in the area and how to access them and or referral assistance and crisis intervention.
  • Build collaborative relationships with staff from Systems of Care (e.g. schools, correctional facilities, etc.) for the purpose of sharing youth referrals.
  • Participate in community activities and events to increase awareness of homeless youth needs and learn about services and resources available.
  • Represent VOA at community meetings, agency networking, and collaboration activities and events related to homeless youth and young adults.
  • Drive to community sites and occasionally transport supplies using personal and/or company owned vehicles. 
  • Enforce, understand, adhere to, and uphold VOA and Crosswalk policies, procedures, and professional code of ethics and boundaries.
  • Be community minded, constantly looking for opportunities to foster great community relations and provide support for youth engaged in services within the community.

Additional Duties and Responsibilities:

  • Performs other related duties as required or assigned.
  • Travel as required. Travel is primarily local and during the business day; although very occasional out-of-the-area and overnight travel may be expected.
  • This role has supervisory responsibilities, which customarily and regularly directs the work of two or more full-time employees and has the authority to hire or fire other employees.

Requirements

To perform this job successfully, an individual must meet the minimum qualifications listed below. These qualifications are representative of the knowledge, skill and/or ability required to perform this job.

Required Education and/or Experience: To perform this job successfully, an individual must have:

  • At least one (1) year of supervisory experience.

AND one (1) of the following:

  • Master's Degree in Social Services or closely related field, WITH
  • At least one (1) year of experience working with children;

OR

  • Bachelor's Degree in Social Services or closely related field, WITH
  • At least two (2) years of experience working with children;

OR

  • At least five (5) years of full-time experience in a relevant field.

Certificates and/or Licenses: To perform this job successfully, an individual must:

  • Be eligible to be licensed as Agency Affiliated Counselor (AAC) and apply for credential within 30 days of hire
  • Become CPR/First Aid/BBP Certified within 6 months of employment
  • Have a Food Handler's Permit
  • Have a valid Driver's License
  • Have the ability to maintain Auto Liability Insurance
  • Must obtain a TB test before employment can begin or produce results of a negative TB test administered no earlier than 8 months prior to the hire date (may obtain at no cost upon hire).
  • Successfully pass background checks applicable to position:
  • Department of Children, Youth and Families (DCYF) background check; and
  • Driving Record Review

Preferred Education and/or Experience:

  • Experience in Social Work
  • Motivational Interviewing training and/or experience
  • Verbal De-escalation training and/or experience
  • Familiarity with Fair Housing/ Harm Reduction and Housing First
  • Reflective Listening training and/or experience
  • Experience in working with culturally diverse populations
  • Experience in reviewing security camera video footage

Bona Fide Occupational Qualifications:

Must be at least 21 years of age according to the DCYF licensing requirements.

  • Proficient in word processing applications and associated software such as Excel, PowerPoint, Publisher, Outlook, Behavioral Health Software (Credible), and CMIS/HMIS.
  • Proficient reporting skills including auditing data and processes regularly to produce reports and/or communications to applicable stakeholders.

Physical Demands:

In order to meet all expectations of this position, an individual must be able to:

  • Regularly operate a computer with keyboard and mouse, as well as other office equipment, such as printers, copy machines, telephones, etc., perceive text and buttons on the computer screen and discern print and handwriting on paper forms.
  • Frequently required to remain in a stationary position (such as sitting or standing) and to move about inside and outside of the shelter to access file cabinets, office machinery, etc., required to lift and/or move client possessions, small to medium objects in the shelter, and/or cleaning supplies (up to 25 pounds).
  • Occasionally ascend and descend stairs, lift and/or move food, shelter furniture, and large shelter items, such as furniture, large orders delivered to the shelter, etc. (up to 50 pounds).

While performing the essential duties/responsibilities of this job, the employee may experience the following environmental conditions:

  • Noise Conditions: The noise level in the work environment is often loud and chaotic consisting of entertainment activities such as music, games, and television, in addition to usual business office sounds including but not limited to computers, printers, and telephones.
  • Heat/Cold: May be subject to heat, cold, wet, and/or humid weather conditions, and occasionally extreme heat and/or cold.
  • Injury Exposure: Position requires working with standard office equipment - copy machine, computers, and phones.
  • Atmospheric Exposures: Typical office environment conditions; may be exposed to various scents and perfumes, less than sanitary or uncomfortable conditions, various pests and pathogens, participants' service and emotional support animals, as well as clients in physical, mental or emotional distress.
