Job description

Who may apply: Current or Former Permanent Federal Employees, 30% or More Disabled Veterans, Veterans Recruitment Appointment at the GS-11 level and below, Schedule A, Peace Corps and Vista applicants, Eligible Interagency Career Transition Assistance Plan applicants, and other Special Appointment Authorities applicants in the local commuting area with the exception of Veterans Employment Opportunities Act, Eligible Military Spouse Preference (MSP) applicants, and eligible PPP applicants.Qualifications: This announcement will be used to fill positions with an entry grade of GS-9, GS-11, or GS-12 with a target grade of GS-12.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-7 if applying at the GS-9 level, GS-9 if applying at the GS-11 level, or GS-11 if applying at the GS-12 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-9 Specialized experience is defined as: Experience in applying inspection, investigation, enforcement, and/or compliance principles, concepts, and methodologies; laws, regulations, guidelines, and precedent decisions; requirements of various legal jurisdictions; and practices common to industries and entities regulated by applicable programs. These acquired knowledge and skills must demonstrate skill to independently perform duties such as: identify sources of information to detect illegal activity and document issues or probable cause; conduct investigations using accepted methodology and problem solving techniques; take statements from witnesses, third parties, and other knowledgeable persons; research, analyze, interpret, and evaluate data and information to make appropriate recommendations; and prepare reports and technical information.
GS-11 Specialized experience is defined as: Experience in planning and conducting investigations relating to alleged or suspected criminal violations of Federal laws, with emphasis on contract fraud and program fraud; proficient in critically analyzing financial crimes; recognizing, developing, and presenting evidence to reconstruct events; sequences, time elements, relationships, responsibilities, legal liabilities, and conflicts of interest; devising new investigative approaches, techniques and policies; preparing written documentation such as reports, describing evidence, recording facts about persons, objects and events; communicating instructions verbally, presenting case facts and recommendations, conducting interviews and interrogations; assisting other CRIMINAL INVESTIGATORs, management, and US Attorneys under the guidance of a senior level in investigator.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.
  • To be considered for the GS-9, applicants must have served 52 weeks as a GS-7 or higher in the Federal service.
  • To be considered for the GS-11, applicants must have served 52 weeks as a GS-9 or higher in the Federal service.
  • To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education: GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
